Maliwal assault case deals  yet another blow to AAP

The arrest of Bibhav Kumar, close aide of Delhi CM Kejriwal who is out on interim bail in liquor excise case, for assaulting the party’s Rajya Sabha MP Swati Maliwal at the CM’s residence has given a handle to the party’s detractors to paint it as anti-women outfit.  A report by Aayush Goel

Still recovering from the blow dealt by the arrest of the party supremo and Delhi CM Arvind Kejriwal, the Aam Admi Party (AAP) has found itself embroiled in yet another controversy. On May 13, Bibhav Kumar, Kejriwal’s close aide, was arrested for assaulting party’s Rajya Sabha MP Swati Maliwal at CM’s residence. The controversy has put the party in a tight spot which is now being painted as an anti-woman. Kumar is in custody and his bail has been denied by the local court.

The court room revelations by Maliwal have come as another blow to the party that is now blaming BJP for orchestrating the incident. The political circles were jolted when on May 13 Maliwal dialled the Delhi Police control room alleging assault at Kejriwal’s official residence in Civil Lines by Kumar, who was Kejriwal’s personal assistant till April. Initially, the party leaders tried to resolve the matter internally. On 14 May, AAP Rajya Sabha MP Sanjay Singh admitted that Kumar indeed had misbehaved with Maliwal and action would be taken against him, as Kejriwal has taken a strong view on the matter.

However soon after, Kumar was seen accompanying Kejriwal to Lucknow and this reportedly left Maliwal seething and prompted her to lodge a formal complaint against Kumar on 16 May. Soon after, Kumar was booked under IPC sections 308 (attempt to commit culpable homicide), 341 (wrongful restraint), 354(b) (assault or use of criminal force against a woman with the intent to disrobe her), 506 (criminal intimidation) and 509 (word, gesture or act intended to insult the modesty of a woman). On May 17, AAP came out all guns blazing against Maliwal, a long-time associate of Kejriwal since his days as activist claiming she was being ‘handled’ by the BJP.

Delhi minister and AAP leader Atishi claimed the entire episode was ‘scripted’ by the BJP, which used Maliwal to execute it. She also claimed that Maliwal was doing it to avoid being implicated in an alleged recruitment scam in the Delhi Commission for Women (DCW), which she headed between 2015 and January this year. Kumar was however nabbed and after an initial five-day police custody starting on 19 May, he was remanded to a four-day judicial custody.

Denial of Bail

The Delhi Court rejected the bail plea of Kumar citing allegations have to be taken at face value. “A mere delay in registration of FIR does not hold any impact as medical report substantiates injury even after four days of alleged assault and there seems to be no pre-meditation in filing of the complaint,” said the court while rejecting the bail plea. The judge also emphasised that influencing witnesses and tampering with evidence cannot be ruled out considering the “nascent” stage of the investigation. 

“Keeping in view the allegations made against the applicant, at this stage, no ground for bail is made out,” the additional sessions Judge, Sushil Anuj Tyagi wrote in the order. Maliwal was present in the court while Kumar’s bail plea was being heard and argued that Kumar was a very powerful and close associate of Kejriwal. She voiced concerns over her own and her family’s  safety, should Kumar be granted bail, citing his involvement in an AAP protest following his arrest. “If Bibhav Kumar is allowed to come out, my life and my family’s life would be in grave danger,” she told the court. Bibhav Kumar wields unparalleled influence within the AAP, yet he has consistently chosen to remain in the shadows over the years. Some of his activities have drawn attention in the past too, but nothing put a glaring spotlight on him as much as the latest controversy involving AAP Rajya Sabha MP Swati Maliwal. Both Maliwal and Kumar started working with Kejriwal around the same time, around two decades ago.

Kejriwal versus Maliwal

Breaking his silence on the alleged assault on Maliwal at his residence, Kejriwal said he wants justice to be served in the matter after a fair investigation. In an interview, AAP national convenor Kejriwal said the issue involving Maliwal’s allegation that she was beaten up by his personal aide Bibhav Kumar was “sub-judice” and his comment might affect the proceedings. “But I expect there will be a fair investigation. Justice should be served. There are two versions of the event. Police should investigate both versions fairly and justice should be done,” said Kejriwal who is out on bail till June 1. 

Maliwal shot back, saying she has no faith in Kejriwal’s words as she has been at the receiving end of attacks by AAP leaders and volunteers who have already declared her a “BJP agent”. Maliwal pointing out that the AAP had already indulged in her character assassination. “After unleashing the entire army of leaders and volunteers at me, calling me a BJP agent, assassinating my character, leaking edited videos, victim-shaming me, roaming around with the accused, letting him re-enter the crime scene and tamper with evidence and protesting in favour of the accused, the chief minister, in whose drawing room I was beaten up, has finally said that he wants free and fair investigation in the matter. Irony died a thousand deaths. I don’t buy this one bit,” she wrote on X. 

According to party sources things started going downhill way before the assault case. The CM was not happy with her prolonged absence from Delhi before and after his arrest.  While Maliwal has been silent on the rift, sources claim she was upset over being asked to relinquish her Rajya Sabha membership so that the party could accommodate the Congress’s Abhishek Manu Singhvi, Kejriwal’s lawyer in the excise policy case.

Bibhav Kumar

Bibhav Kumar, who hails from Bihar, has had a long association with Kejriwal and former Deputy CM Manish Sisodia. He worked with their NGO Parivartan, which was launched in June 2000, since its inception, working closely with them in slum areas, focusing on the public distribution system. After the AAP formed government in Delhi in 2015, Kumar was appointed Kejriwal’s personal secretary, a post he held till last month when the Delhi Directorate of Vigilance sacked him from the post in connection with a 2007 case in which he was accused of using “criminal force to deter a public servant from discharge of his duty”. 

During the ‘India against Corruption’ movement, which was led by Kejriwal with Anna Hazare as its face, Kumar’s skills as a video editor also came in handy as he handled Vlogs that used to be published then.

He also handled media relations, a task he continued to do even as Kejriwal’s personal secretary despite the presence of a separate communications team. As personal secretary, Kumar also took care of Kejriwal’s food and medicines when they were on the road. The Maliwal episode is not Kumar’s first brush with a controversy as he had drawn attention even in 2015, during Kejriwal’s fight with Yogendra Yadav and Prashant Bhushan. It had emerged that Kumar, in August 2014, had allegedly recorded his telephone conversation with journalist Chander Suta Dogra, who was then working with The Hindu, without her consent. Later, the audio of the conversation in which Dogra had named Yadav as the source of a story critical of the AAP, was used by the party to prepare the ground for his expulsion.

Kumar was also allotted a Type VI government bungalow later, but in August 2023, the Delhi Vigilance Department wrote to the Public Works Department directing that the allocation of the bungalow to him be cancelled and the accommodation be downgraded to Type IV instead. Premises linked to Kumar were raided by the ED in February this year in connection with a money laundering case related to the Delhi Jal Board. Later, he was also questioned by the ED in connection with the excise policy case, which led to Kejriwal’s arrest in March. The Delhi CM, meanwhile, is out on an interim bail currently. While in jail, Kejriwal had given a list of six people whom he wanted to meet regularly under the prison rules and Kumar made it to the list.

Fake currency poses a real challenge in elections!

A country’s currency reflects the strength of its economy and is also a matter of national pride but when counterfeit currency finds its way into circulation, it undermines its intrinsic value. We all know that fake currency is used to fund arms smuggling, terror activities, and the supply of drugs to youth. And when fake currency floods the system before and during an election, it becomes an all the more serious threat.
 
Tehelka’s cover story “Fake Notes: Fuelling the Poll” by our Special Investigation Team exposes a widespread racket involved in the business of counterfeit currency, whose demand surges during the election season.  To expose this intricate fake currency network, our reporter posed as a client serving fictitious candidates contesting the general elections and recorded on-camera conversations with many in the fake currency business across the country. A person from Mangalore offered to connect us with a contact in Noida, Uttar Pradesh, who specializes in counterfeit currency “for election purposes.” Once the deal was struck, the contact offered to procure a note-printing material and deliver fake currency worth double the value of the cash received.  Another man in the business, offered to provide counterfeit notes of three times the value of the amount we shared with him. These agents assure that no layperson could detect the difference between the genuine and fake ones as against the standard 14 security features, the counterfeiters had succeeded in 10-12 counts.

Recently, the Gaya district police in Bihar apprehended a gang involved in printing counterfeit currency specifically for the 2024 elections and seized fake notes along with the printing machine used for fabricating currency notes. Some arrests were made in Jhansi in Uttar Pradesh and Andhra Pradesh too. The problem of fake currency is not new or a 2024 phenomenon.  Just before the 2014 general elections, counterfeit currency notes worth Rs. 970 crores had reportedly landed in banks.  In 2021-22, the number of counterfeit notes of Rs 2,000 denomination detected in the system was 13,604 pieces, up 54.6% from the preceding financial year. The key objective of 2016 demonetization was to eradicate counterfeiting of notes but this measure too has not helped much. Maybe the limited introduction of polymer currency notes to see public reaction can be given a try.
 
India has been working on countermeasures like design changes in the currency notes, but what is lacking is the implementation of advanced forensic measures that analyze the intaglio ink, watermarking techniques, and security thread. The rupee is printed in mints in Maharashtra, Karnataka, Madhya Pradesh, and West Bengal but paper is imported from 11 global companies while a Switzerland-based company monopolizes the security ink for the world’s currency needs.  Security agencies need to investigate the role of anti-India elements who might have sneaked into these companies to get access to currency papers and ink. This aspect needs a thorough probe – the currency may be fake but its repercussions on the nation are real!

Three Punjab-bound Bangladeshi nationals held in Tripura

Agartala: With the arrest of three more Bangladeshi nationals, including a woman, from Tripura on Thursday, 44 citizens of the neighbouring country have been detained in the state in the past three weeks, the police said.

A police officer said that the three Bangladeshi nationals were trying to board a bus to Guwahati from the Chandrapur inter-state bus terminus in Tripura.

The trio has been identified as Nur Mohammad, Md. Abdullah, and Asmaul Hasina, who confessed that they entered Tripura illegally and were trying to go to Punjab in search of jobs.

With the latest arrests, 44 Bangladeshi nationals, including women and children, have been held in Tripura in the past three weeks who crossed the border illegally with the help of Indian middlemen.

Delhi court issues notice to ED on CM Kejriwal’s pleas for bail in excise policy case

New Delhi : A court here on Thursday issued notice to ED seeking its response on Delhi Chief Minister Arvind Kejriwal’s regular bail plea in connection with a money laundering case related to the alleged excise policy scam.

Special Judge Kaveri Baweja of Rouse Avenue Court also sought the agency’s reply on his plea seeking interim bail for a week on medical grounds.

The judge issued notice to the Enforcement Directorate (ED) seeking their response on both the regular and interim bail pleas.

Appearing on behalf of the ED, Additional Solicitor General (ASG) SV Raju sought additional time to file a response.

Raju argued that Kejriwal had not disclosed critical information and that the ED needed to bring these issues to the court’s attention.

“He is not in custody. He has been granted interim bail by the Supreme Court. He is today in Punjab campaigning. His health did not hinder him from campaigning. He moves the bail on the last date so that we get very little time. His conduct doesn’t entitle him to any orders today, ” Raju contended.

Judge Baweja has scheduled the next hearing for June 1 to consider the ED’s response and further arguments regarding Kejriwal’s bail applications.

On May 10, Kejriwal was ordered to be released on interim bail till June 1 by the Supreme Court in view of the ongoing general elections.

On Wednesday, the Supreme Court registry had refused to accept the application moved by him seeking a seven-day extension of interim bail to undergo medical examinations, including a PET-CT scan.

The SC registry said that the top court had already reserved its verdict in the matter and the application seeking a 7-day extension has no relation to the main petition.

As SC had allowed him to move the trial court to obtain regular bail, the application is not maintainable, it added.

As per the Aam Aadmi Party, CM Kejriwal’s health has deteriorated since he was arrested in the alleged Delhi excise scam.

The party has said that he has lost 7 kg in weight after his arrest and his Ketone levels are also very high indicating a serious medical disorder.

The party has further said that the CM was required to do medical tests and seven days were needed for this.

Earlier, the apex court had directed him to surrender back to Tihar Jail on June 2.

The top court on May 17 had reserved its verdict on CM Kejriwal’s petition challenging his arrest and subsequent remand by the federal anti-money laundering agency in the excise policy case.

It said he could approach the trial court for a grant of regular bail notwithstanding the fact that the apex court reserved judgment in the matter.

The CM was arrested by the federal agency on March 21.

Nexus between BJP and BJD in Odisha says Rahul Gandhi

Balasore :  Senior Congress leader Rahul Gandhi today alleged that there was a nexus between the ruling Biju Janata Dal and the Bharatiya Janata Party in Odisha and they were both looting the state and also helping each other.

Addressing a largely attended public rally here today, Gandhi asked, if the Odisha Chief Minister was really fighting against the BJP why there was no action taken against him.

The Congress leader also alleged that the BJP had insulted the people of Odisha after one of its leaders claimed that Lord Jagannath was the devotee of Modi. He blasted the BJP for insulting the people of Odisha and hurting their faith.

He pointed out, as he was fighting against the BJP he had been slapped with so many cases and even his Alok Sabha membership was cancelled and his house was taken away. But, he added, no such action was taken against Patnaik since he had an understanding with the BJP.

He alleged, like the BJP at the centre was helping and promoting the billionaires, in Odisha also, there was another ‘P’ (Pandian) who was controlling the government and promoting the billionaires the same way.

Gandhi said, there was a similar “understanding” between the BRS and the BJP in Telangana also and the Congress defeated both the parties in the last assembly elections there. He said, now it is the Congress government there (Telangana) and people are feeling the difference.

The former Congress president reiterated that no power on earth can replace the constitution of India, which the BJP and its leaders were saying they will change.

He accused the Modi government at the centre of helping and promoting only a few billionaires.

Taking a jibe at Modi for saying that whatever he was doing was being done through him by God, he wondered, what sort of God was his who wanted him only to help people like Adani while harassing the poor and downtrodden.

Announcing various schemes aimed at providing direct benefit to the people across the country, Gandhi said, every poor family across the country will receive Rs 8,500 every month. The amount he disclosed will be deposited in the bank account of one of the woman members of the family.

Similarly, he said, every fresh graduate or a diploma holder will be entitled to the right to apprenticeship for one year with an assured income of Rs one lakh for that period.

For farmers, he said, their loans will be waived off and they will also get legal guarantee for the MSP on their crops.

He announced that 30 lakh vacancies lying in various central government departments will be filled up immediately after the INDIA coalition comes to power.

Besides, he added, the minimum daily wages will be increased to Rs 400 from the existing Rs 250.

Expressing confidence that the INDIA government was set to take over on June 4, he said, all these schemes will not only benefit the people, but will also help the economy. He said, this will jumpstart an economic cycle as purchasing capacity of people will increase which will lead to demand for goods that will mean their production and manufacturing in factories will increase, which will further generate employment.

Army men including colonels named in FIR for assaulting cops in police station

Jammu and Kashmir has filed FIR against 16 army personnel, including three Lieutenant Colonels, for their alleged involvement in an assault on a police station in the Kupwara district. The incident reportedly occurred on Monday night, with accusations ranging from abduction to assault using rifle butts, kicks, and sticks against police officers.

The FIR identifies Lieutenant Colonels Ankit Sood, Raju Chauhan, and Nikhil from the 160 Territorial Army as key figures in the unauthorized entry into the premises of Police Station Kupwara. It alleges that a substantial number of armed and uniformed personnel from the 160 Territorial Army, under their command, launched an attack on the police station without provocation.

Despite the immediate intervention of senior police officers, the army personnel allegedly resorted to brandishing weapons, seizing mobile phones, and even abducting a police personnel before fleeing the scene.

The accused army men are facing charges under various sections of the IPC and the Arms Act. 

A Srinagar-based defence spokesperson Monday played down the incident and said “the reports of altercation between police and army personnel” and “beating up therein of police personnel are mis-founded and incorrect”.

BJP President Nadda addressed Public rally in favor of BJP Amritsar Lok  Sabha candidate

Amritsar : BJP National President JP Nadda here today addressed large crowd of BJP supporters in the Public rally which was organized here today in favor of BJP candidate for Amritsar Lok Sabha, Taranjit Singh Sandhu.

JP Nadda started his speech with the slogan ‘Jo Bole So Nihal’.

Addressing the gathering, he said that Sikh Gurus have given the message of patriotism and equality to the world. “I salute the youth and martyrs of Punjab. The three colours of the tricolour represent martyrdom, peace and green revolution in Punjab”.

Speaking on law an order situation of Punjab, he said drug addiction and law and order situation is bad here. There is no technology to lift garbage as lot of garbage at evey nook and corner of city. Punjab Government led by AAP party has ruined the plight of this holy city. Now time has come when  Amritsar will improve only with BJP candidate from Amritsar would win the elections.

He said that  in the first hundred days of the formation of BJP government, we will provide permanent shelter to the people, will not let anyone loot, would bring central schemes. He said that PM Modi left no stone unturned in the work of the soldier brothers.

Lashing at Congress and AAP, he said both the polical parties were badly perturbed due to the arrival of ‘Citizenship Amendment Act; whereas, under this, 230 families were given citizenship. 

To please the  Sikh community, he said that Congress started forgetting the martyrdom of Sahibzadas, but we (BJP) started the tradition of celebrating Veer Bal Diwas. If anyone has worked for the Sikhs, it was Modi, he quipped.

He said that our party initiated the work of bringing holy Guru Granth Sahib from Afghanistan but Congress was having problem with it. Nadda said India reaching the third position in the automobile industry since India in number 3 position in the world in manufacturing of all latest vehicles in the Automobile industry. 

Taking about militancy, Nadda said that earlier terrorists were fed biryani in Kashmir but it is not so now. He said that now India is changing. Now we believe in surgical strikes and give befitting reply to our enemies.

TN Congress chief opposes PM Modi’s Kanyakumari meditation

Chennai:  Tamil Nadu Congress Committee (TNCC) chief K. Selvaperunthagai has opposed Prime Minister Narendra Modi’s three-day meditation event at Kanyakumari.

In a social media post on Tuesday, the Congress leader said that Prime Minister Modi will be meditating at Kanyakumari from May 30 to June 1. He said, ”The Election Commission of India should not give permission for such a programme as the Model Code of Conduct Rules are in force as per the Representation of People’s Act.”

The Congress leader said that PM Modi was trying for a silent campaign with this meditation event at Kanyakumari..

Selvaperunthagai also said that the party would send a letter to the Election Commission of India and if necessary would move the court against this.

PM Modi is all set to visit Kanyakumari for meditation, soon after the conclusion of the high-octane poll campaign. He is likely to spend at least three days there, before leaving Kanyakumari on June 1.

The Prime Minister is known to undertake spiritual journeys at the end of election campaigns. In 2019, he had visited Kedarnath. PM Modi had gone to Uttarakhand in 2019 (before the Lok Sabha results) and meditated at a cave.

BSF fires on suspected Pakistani drone near LoC in Poonch, search operation on

The Border Security Force (BSF) personnel opened fire on a suspected Pakistani drone near the Line of Control (LoC) in the Poonch district of Jammu and Kashmir, officials reported on Wednesday. 

The personnel fired three dozen rounds in an attempt to bring down the drone.

The incident occurred at around 11:30 pm on Tuesday when border guards at the Khanetar garrison detected drone activity originating from across the border.

In response to the detection, an alert was issued, and the entire area was placed under a strict cordon. A large-scale search operation was launched this morning to thoroughly sanitize the area.

In a related effort to curb cross-border smuggling, the Jammu and Kashmir Police have announced a cash reward of Rs 3 lakh for information leading to the interception of drones suspected of transporting weapons or narcotics across the border, as well as for the recovery of such materials.

Refrain from posting derogatory content: Goa DGP

With cases of “hurting religious sentiments” increasing in the coastal state, Goa Director General of Police Jaspal Singh on Tuesday urged people to refrain from posting derogatory content.

“Social media is a digital invention of the civilised world to spread information, knowledge, and interactions. Please don’t make it ‘unsocial’ by posting derogatory posts about individuals, groups, sects, creeds, and religions. Learn to respect each other. No disharmony, please, ” Jaspal Singh said on ‘X’.

In the last four months, several incidents of hurting religious sentiments have taken place.

Recently in two different incidents, people from Hindu religion had agitated demanding action against those who had hurt their sentiments.

Last week, Chief Minister Pramod Sawant said that irresponsible statements against any religion, which creates tensions, will not be tolerated and action will be taken according to law.

The remarks were made following the complaints by devotees at two temples in the coastal state against social worker Shreya Dhargalkar for allegedly uttering disrespectful statements against goddesses.

Referring to the incidents, Chief Minister Sawant said that after he instructed the police, she was booked in both cases and has been sent to judicial custody till June 4.

“I condemn the acts of such individuals who utter irresponsible statements against gods… Shreya Dhargalkar has been booked at two police stations and sent to judicial custody till June 4. This has sent a good message that if someone tries to create tensions unnecessarily by using social media platforms then action will be initiated. Such acts should be stopped, ” he added.

“We will take action as per law against such acts of irresponsible criticism. Statements against any religion will not be tolerated, ” Chief Minister Sawant said.
