IMD confirms above-average monsoon rains for this year

New Delhi : India Meteorological Department (IMD) has forecasted above-average monsoon rains in the country this year in its Updated Long Range Forecast Outlook on Monday, confirming its April forecast of a good monsoon.

“Quantitatively, the southwest monsoon seasonal rainfall over the country as a whole is likely to be 106 per cent of the Long Period Average (LPA) with a model error of 4 per cent. Thus above normal rainfall is most likely over the country as a whole during the monsoon season from June to September 2024, ” IMD said.

IMD has based the forecast of the good monsoon on the fact that the strong El Nino conditions which tend to disrupt the monsoon have weakened rapidly into weak El Nino conditions and are currently transitioning into ENSO-neutral conditions.

The latest climate model forecasts indicate ENSO-neutral conditions are likely to establish during the beginning of the monsoon season and La Nina conditions, which result in good rains, are likely to develop during the later part of the monsoon season.

IMD has announced that this year the southwest monsoon is likely to set in over Kerala on May 31.

A good monsoon augurs well for the country’s agricultural sector which was hit by erratic weather last year. The monsoon plays a key role in the Indian economy as close to 50 per cent of the country’s farmland does not have any other source of irrigation.

The monsoon rains are also crucial for recharging the country’s reservoirs and aquifers from which the water can be used later in the year to irrigate crops.

India has emerged as a key exporter of foodgrains but had to resort to curbing overseas shipments of sugar, rice, wheat and onions in order to increase domestic supplies and keep prices in check due to the erratic monsoon last year which hit farm production.

The IMD defines average or normal rainfall as between 96 per cent and 104 per cent of a 50-year average of 87 cm (35 inches) for the June-Sept season.

Delhi HC halts Ramleela bookings pending new guidelines

New Delhi: The Delhi High Court has ordered the suspension of further offline and online bookings for Ramleela functions on Delhi Development Authority (DDA) grounds until new Standard Operating Procedures (SOPs) or guidelines are established by the authority.

Justice Tara Vitasta Ganju has directed the DDA to formulate comprehensive SOPs within five weeks, with a deadline no later than June 25.

The court’s directive also mandates the DDA to publicise the new guidelines once formulated.

The court order states: “In the meantime, no online/offline bookings of Respondent No.1/DDA ground/open spaces for Ramleela functions shall be undertaken by the Respondent No.1/DDA, till the new SOPs guidelines for booking of Ramleela Sites is published by the Respondent No.1/DDA.”

This decision comes in response to a plea by the Hanumant Dharmik Ramleela Committee, which called for the establishment of clear guidelines and SOPs to resolve disputes regarding permissions for organising Ramleela functions.

The plea also requested the appointment of an independent body to replace the Delhi Dharmik Mahasangh.

Despite the DDA presenting its policy aimed at streamlining the temporary allotment of open spaces and community halls for various functions, the court noted that the policy did not address a “list” prepared by the Delhi Dharmik Mahasangh or the necessity for booking Ramleela sites to comply with orders from other authorities.

The court stressed the need for clear guidelines to prevent future disputes, citing issues that arose in 2023 when bookings were made subject to documents submitted by a third-party organisation.

Acknowledging the parties’ concerns about delays in Ramleela site bookings, the court urged the DDA to adhere strictly to the timeline outlined in the order.

Delhi CM Kejriwal petitions SC seeking 7-day extension of interim bail

New Delhi:  Delhi Chief Minister Arvind Kejriwal has filed an application before the Supreme Court seeking a seven-day extension of interim bail to undergo medical examinations, including a PET-CT scan.

The top court had ordered the release of CM Kejriwal on interim bail in the money laundering case linked to the alleged excise policy scam case till June 1 and directed him to surrender on June 2.

As per the Aam Aadmi Party, CM Kejriwal’s health has deteriorated since he was arrested in the alleged Delhi excise scam.

The party has said that he has lost 7 kg in weight after his arrest and his Ketone levels are also very high indicating a serious medical disorder.

The party has further said that the CM was required to do medical tests and seven days were needed for this.

The Supreme Court on May 17 had reserved its verdict on CM Kejriwal’s petition challenging his arrest and subsequent remand by the federal anti-money laundering agency in the excise policy case.

It said he could approach the trial court for a grant of regular bail notwithstanding the fact that the apex court reserved judgment in the matter.

During the hearing, a bench of Justices Sanjiv Khanna and Dipankar Datta said that its “very clear” order had fixed the timeline of CM Kejriwal’s “release and surrender” and was not making any exception to anybody.

Meanwhile, the Enforcement Directorate (ED) last week moved an application before a Delhi court seeking a 14-day extension of judicial custody of the AAP supremo upon the expiry of the SC interim bail order on June 2.

Heavy rains, gales claim 13 lives in Telangana

Hyderabad: As many as 13 people were killed in separate incidents as heavy rain accompanied by thunderstorms and lightning lashed several parts of Telangana on Sunday night.

Heavy rains coupled with strong gales wreaked havoc in several districts including state capital Hyderabad.

The downpour along with thunderstorms under the impact of severe cyclonic storm Remal in Bay of Bengal claimed 13 lives, uprooted trees, damaged electricity and communication towers and disrupted transport and power supply.

Nagarkurnool district alone accounted for seven deaths. Four deaths were reported from various parts of Hyderabad and two from Medak.

The strong gales left a trail of destruction in Nagarkurnool, Medak, Ranga Reddy, Medchal Malkajgiri and Nalgonda districts.

Four people including a father and daughter died after an under-construction poultry shed collapsed at Tandoor village in Nagarkurnool district. Mallesh (38), a farmer, his daughter Anusha (12), construction workers Chennamma (38) and Ramudu (36) died and four others were injured in the incident.

Three other deaths were reported from the same district. Two of them died in lightning.

At Shamirpet on the outskirts of Hyderabad, two persons lost their lives after an uprooted tree fell on them, while they were riding a motorcycle. The deceased are identified as Dhananjay (44) and Nagireddy Rami Reddy (56).

In Hafeezpet area of Hyderabad, Mohammed Rasheed (45) and Mohammed Samad (3) were killed when bricks from the roof of a neighbouring house fell on them due to strong gales.

Rain coupled with gales also hit Mahabubnagar, Jogulamba-Gadwal, Wanaparthy, Yadadri-Bhongir, Sangareddy and Vikarabad districts.

Power supply was disrupted at many places as transmission and distribution lines were snapped, tree branches fell on power cables, poles were damaged and uprooted.

Hoardings, cell towers and debris also fell on roads and houses at a few places.

PM Modi chairs meeting to review response & preparedness for Cyclone Remal

New Delhi : Prime Minister Narendra Modi on Sunday chaired a meeting at his residence here with senior officials to review response and preparedness for Cyclone Remal which is expected to make landfall around midnight.

Cyclone Remal, anticipated to cross the coast on Sunday midnight, is expected to make landfall between Sagar Island in West Bengal and Khepupara in Bangladesh and intensify into a severe cyclone.

During the meeting, PM Modi was briefed that the National Crisis Management Committee is in regular touch with the West Bengal government, a PMO statement noted.

The Principal Secretary to Prime Minister, Cabinet Secretary, Home Secretary, DG NDRF, DG, IMD and Member Secretary, NDMA were also present at the meeting.

All fishermen have been advised not to venture into Bay of Bengal and Andaman Sea.

Around one lakh people are being moved to safer places.

Meanwhile, IMD is also extending information support to Bangladesh with regular updates.

PM Modi said the Ministry of Home Affairs should monitor the situation and take a review after the landfall of the cyclone in order to extend necessary assistance for restoration.

The Prime Minister has instructed that apart from 12 NDRF teams that have already been deployed in West Bengal and one in Odisha, more teams be kept on standby which can move within one hour.

As per IMD forecasts, the cyclonic storm is also likely to cause rainfall in West Bengal and northeastern States.

Meanwhile, as a precautionary measure, the Kolkata airport has temporarily suspended flight operations. Besides, the Railways also cancelled several trains.

The Indian Navy earlier on Sunday said that it has initiated preparatory actions, following existing Standard Operating Procedures, to mount a credible Humanitarian Assistance and Disaster Relief (HADR) response in the aftermath of Cyclone Remal.

The situation is being closely monitored at Naval Headquarters, with preparatory actions being undertaken by the Eastern Naval Command Headquarters.

Two ships equipped with HADR and medical supplies are ready for immediate deployment to ensure the safety and welfare of the affected populace.

Additionally, the Naval aviation assets, including Sea King and Chetak helicopters as well as Dornier aircraft, are also on standby for rapid response.

Specialised diving teams with equipment have been stationed in Kolkata to provide prompt assistance. Further diving teams with necessary equipment are on standby in Visakhapatnam, prepared for quick deployment if needed.

Two Flood Relief Teams, along with HADR and medical supplies, are being positioned in Kolkata.

“The Indian Navy remains vigilant and is closely monitoring the evolving situation to provide immediate and effective assistance in the wake of Cyclone Remal, ” the Ministry of Defence said on Sunday.

Seven newborns die in Delhi hospital fire 

New Delhi : Seven newly born babies died after a fire broke out in a baby care centre in Delhi’s Shahdara, police said on Sunday.

Deputy Commissioner of Police (Shahdara) Surendra Chaudhary said that on Saturday at around 11:30 p.m. a police control room (PCR) call regarding a fire at Baby Care NewBorn Hospital was received at Vivek Vihar police station, following which a police team rushed to the spot.

Upon reaching the spot, the fire was found in the hospital and its adjacent building.

“In the hospital, there were 12 newborn babies admitted and one was already dead before the fire incident. All the 12 newborn babies were rescued from the hospital with the help of other people and shifted to East Delhi Advance NICU Hospital, for treatment, ” said the DCP.

The DCP said that fire tenders also reached the spot and doused the flames.

Delhi Fire Service (DFS) Chief Atul Garg said that seven children were declared dead at the hospital while five newly born babies are undergoing treatment.

“All 7 dead bodies have been further shifted to GTB Hospital for postmortem. Appropriate legal action is being taken against the owner of the hospital namely Naveen Kichi, a resident of Bhairon Enclave, Paschim Vihar, Delhi, ” said the DCP.

Pak politician’s social media post for Kejriwal on poling day invites BJP’s ire

New Delhi: Amid the ongoing sixth phase of Lok Sabha elections in eight states/UT, Pakistani politician Fawad Chaudhry caught the attention of netizens on Saturday after he posted a message for Delhi Chief Minister Arvind Kejriwal.

Though Kejriwal was quick to snub Chaudhry with a terse reply, the matter drew multiple angry reactions from the BJP leaders, who also advised the city residents to ‘vote wisely’.

Kejriwal cast his vote along with his family members on Saturday and also shared a photo on social media.

Fawad Chaudhry, who was a minister in the erstwhile Imran Khan-led government in Pakistan, shared Kejriwal’s post with the caption, “May peace and harmony defeat forces of hate and extremism, ” using the hashtags #MorePower #IndiaElection2024.

The BJP took exception to the former Pakistan minister’s ‘laudatory’ message for Kejriwal and slammed the Delhi Cm for giving a handle to Pakistani politicians to meddle in India’s affairs.

BJP spokesperson Shehzad Poonawalla questioned the “relation between India’s enemies and Kejriwal”, as he asked, “Is this why Congress and AAP doubted surgical strikes and Balakote strikes?”

Further advising Delhi voters to ‘vote wisely’, he said, “They may cosmetically condemn it but we all know where INDI Alliance’s ‘aatma’ is. They never condemned when Fawad Chaudhry supported Rahul Gandhi, they never condemned Farooq Abdullah’s utterances. They started giving clean chit to Pakistan on 261/11 and the Pulwama attack. Beware, INDI always speaks Pakistan ‘ki zubaan’ on 370 and other issues.”

“Arvind Kejriwal must stop his drama; Kanhaiya, whom you supported called the Indian Army rapists and Naxalites martyrs.

“Congress gave a clean chit to Pakistan and Kasab on 26/11, Congress opposes the removal of Article 370. And you yourself had raised questions on Batla House encounter and the surgical strikes, ” he added.

Calling the Pakistan politician’s support for Kejriwal “shocking”, BJP leader Manjinder Singh Sirsa said, “Why is Pakistan supporting Kejriwal and wanting more powers for him? This raises serious questions.”

Delhi BJP chief Virendra Sachdeva said that Pakistan’s support for Kejriwal on polling day was neither surprising nor shocking, because it’s a known fact that he enjoys the support of the country’s enemies.

“Kejriwal is friends with India’s enemies. He takes political funding from them. This is the reason behind Pakistan’s support for Delhi CM on polling day, ” Sachdeva said.

He also said that Kejriwal has become a threat to the nation’s security and the people of the city and country have understood this fact clearly.

Meanwhile, Kejriwal responded to the post by asking Chaudhry to refrain from commenting on Indian elections.

“Chaudhary Sahib, me and the people of my country are fully capable of handling our issues. Your tweet is not needed. The situation in Pakistan is very bad right now. You take care of your country, ” Kejriwal said in a post in Hindi.

Corruption, drugs, gangs and resource mafia has destroyed Punjab says PM Modi

Patiala: Blaming “corrupt Congress and AAP” as “two sides of the same coin”, Prime Minister Narendra Modi said on Thursday that rampant corruption, flourishing drug industry, and dampened industrial prospects have destroyed the much famous spirit of Punjab.

 “Today, resource mafia, drug mafia, and shooter gangs rule the roost in Punjab. The state government is debt-ridden, and its CM is only CM on paper. Corrupt Congress and AAP are two sides of the same coin that are aiming to plunder Punjab and deprive it of any development, ” said PM Modi while addressing an election rally in Patiala – his first in the state during the ongoing Lok Sabha elections.

BJP’s Patiala candidate Preneet Kaur, Faridkot candidate Hans Raj Hans, Sangrur candidate Arvind Khanna, Bathinda candidate Parampal Kaur, party’s state chief Sunil Jakhar were also present on the occasion as the Prime Minister, who donned a Sikh turban, began his address by paying rich tributes to the land of Guru Tegh Bahadur.

Slamming the Congress party, PM Modi said the party kept people away from the Kartarpur Sahib for 70 years.

“Congress did the partition of the country in such a way that for 70 years, we had to use binoculars to get a glimpse of Kartarpur Sahib. In 1971, when the Bangladesh war was fought, more than 90,000 Pakistani soldiers surrendered. Had I been there at that time, I would have taken Kartarpur Sahib from Pakistan and then released their soldiers. I have tried my best and today, the Kartarpur Sahib corridor is open for the devotees, ” he said.

Saying that his government has always been inspired by Sikh traditions, the PM credited the BJP for commemorating the ‘Veer Bal Diwas’, bringing Sikhs back from war zone Afghanistan, and retrieving the Holy Guru Granth Sahib.

PM Modi said that the INDI Alliance indulges in vote-bank politics and is least interested in India’s ‘vikas’ and ‘virasat’.

“They (INDI Alliance) opposed the CAA owing to their vote-bank politics. For the sake of the vote bank, they also prevented our Sikh brothers and sisters from coming to India after facing the horrors of partition”.

In his speech, PM Modi insisted that the BJP gives priority to the welfare of farmers’ community.

“In the last 10 years, there has been a record purchase of wheat and paddy from Punjab. In 10 years, we have increased the MSP by two and a half times, ” he said.

Prime Minister Modi promised that, in the next five years, he wants to make India a manufacturing hub with a significant contribution coming in from Punjab. Patiala, he said, will emerge as a hub for education.

PM Modi also said that it is his government which has exempted ‘langar’ from taxes.

“Previously, devotees from abroad could not make donations, but Modi relaxed the rules, and now anyone from any corner of the world can serve at the Harmandir Sahib Gurdwara, ” said the PM.

“I have come here to take your blessings. I have come to the land of Gurus, seeking blessings. Whether it is national security, protecting culture and heritage or the country’s development, the Punjab and Sikh community has always been at the forefront, ” he added.

J&K High Court orders Kashmir University to pay student Rs 1 Lakh for wrong evaluation

The High Court of Jammu and Kashmir and Ladakh has directed Kashmir University to compensate a student with Rs 1 lakh for improper and arbitrary evaluation of his English paper during the B.A. 5th Semester Examination for the 2017-18 session.

The student’s complaint revealed that he initially received 27 marks in his General English Paper, falling short of the 38 required to pass. Upon reviewing a copy of his answer sheet, he discovered that one question had not been evaluated. Following a re-evaluation request, he was awarded 40 marks, but the University later reduced these to 34, causing him to fail again. The reduction was claimed to be in accordance with “Statute 10 of the University pertaining to the re-evaluation of answer scripts.”

Justice Javed Iqbal Wani noted that the Statute did not apply to the student’s situation and criticized the University for its arbitrary and illegal application of the rule. The court ruled that this unfair treatment caused significant prejudice to the student, who had to retake the examination, and ordered the University to pay damages.
