CAQM extends timeline for no-refuel to to End-of-Life Vehicles

The Commission for Air Quality Management (CAQM) has amended the statutory direction pertaining to denial of fuel and immediate applicable legal action against EoL vehicles, extending the timeline for enforcement of the Direction in NCT of Delhi.

The decision came after the 24th Meeting of the CAQM with an aim to address technological gaps and to enable simultaneous enforcement of Statutory Direction No. 89 across NCT of Delhi and five adjoining High Vehicle Density districts of NCR to November 1, 2025, while in rest of NCR from April 1, 2026.

It is pertinent to mention that while EoL vehicles are deregistered by the concerned authorities in compliance with the orders of the NGT, these vehicles cease to have any legal sanctity for plying on public roads in Delhi-NCR.

“Strict enforcement action is required to be taken against such vehicles in accordance with the orders of the NGT and the Supreme Court, irrespective of the mode of detection, whether such vehicles are identified through ANPR camera systems, manual checks or any other mechanism. It is imperative that all such vehicles, once identified, are subjected to appropriate legal action including impounding,” it stated.

According to the amendment, all EoL vehicles identified through the ANPR cameras system or other such systems installed at the fuel pump stations shall be denied fueling w.e.f. 01.11.2025 in the NCT of Delhi and five high vehicle density districts of Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar and Sonipat and w.e.f. 01.04.2026 in the rest of NCR.

“Immediate legal action should be taken in respect of such EoL vehicles, including impounding and further disposal in accordance with RVSF Rules, 2021 and other extant policies of the respective State Governments and the GNCTD,” it added.

Further, the Transport Department of GNCTD and the NCR States have been directed to ensure proper installation and operation of the ANPR system. The Transport Departments have also been directed to ensure that trial of the ANPR system are conducted and training of manpower is done in a timely manner. They shall also widely disseminate this direction amongst all stakeholders including fuel stations and ensure its strict compliance through effective enforcement measures.

Navy gets ‘Nistar’—the first indigenous diving support vessel

The highly specialised ship can undertake Deep Sea Diving and Rescue Operations—capabilities with select Navies across the globe

‘Nistar’—the first indigenously designed and constructed Diving Support Vessel—was on Tuesday delivered by Hindustan Shipyard Limited to the Indian Navy at Visakhapatnam.

The warship has been designed and built as per classification rules of the Indian Register of Shipping (IRS). 

The highly-specialised ship can undertake Deep Sea Diving and Rescue Operations— capability with select Navies across the globe—the Ministry of Defence said.

The ship’s name, ‘Nistar’, originates from Sanskrit and means liberation, rescue or salvation.

The ship, measuring 118 m with a tonnage of nearly 10,000 tons, is installed with state-of-the-art Diving Equipment and has the capability to undertake Deep Sea Saturation Diving up to 300 m depth.

The ship also has a Side Diving Stage for undertaking Diving Operations up to 75 m depth.

The ship will also serve as the ‘Mother Ship’ for the Deep Submergence Rescue Vessel (DSRV), to rescue and evacuate personnel, in case of an emergency in a submarine underwater. The ship is equipped with a combination of Remotely Operated Vehicles to undertake Diver Monitoring and Salvage Operations up to a depth of 1000 m.

The delivery of Nistar, with nearly 75% indigenous content, is yet another milestone in the Indian Navy’s quest for indigenous construction and is in line with the Government of India’s  vision of Aatmanirbhar Bharat and the Make in India campaign, it added.

Omar Abdullah likely to meet Mamata Banerjee on Thursday at Bengal secretariat

Srinagar: Jammu and Kashmir Chief Minister Omar Abdullah is expected to meet West Bengal Chief Minister Mamata Banerjee on Thursday, July 10, at the state secretariat in Kolkata, media reports said.

Described as a “courtesy meeting” by state bureaucrats, the interaction between the two leaders is likely to include discussions on opposition strategies ahead of the upcoming monsoon session of Parliament.

This will mark the first meeting between Abdullah and Banerjee since the April 22 terror attack in Pahalgam, Jammu and Kashmir, which claimed the lives of 26 people. The meeting comes amid increased coordination among opposition parties in the lead-up to the monsoon session.

Parliamentary panel to discuss overall safety in civil aviation sector

Overall safety of the civil aviation sector will be the topic of discussion in the day-long safety review meeting on Wednesday called by a Parliamentary Standing Committee to examine safety standards across India’s civil aviation sector. The aviation secretary and industry representatives will participate in the safety review of the airline sector and the committee will examine overall safety aspects, not just the Air India crash or recent helicopter incidents in Uttarakhand, according to those familiar with the agenda.

All major stakeholders, including the Directorate General of Civil Aviation (DGCA), will present their safety protocols during the Parliamentary committee headed by JD(U)’s Sanjay Jha. The Civil Aviation ministry will conclude proceedings with observations on safety concerns and sector preparedness.

On June 12, Air India Flight 171 crashed moments after take-off, claiming the lives of all but one of the 242 passengers on board and killing 19 others at the medical college compound it slammed into before bursting into flames.  

On Tuesday the Air Accident Investigation Board (AAIB) submitted a preliminary report into the accident to the ministry. The contents of the report are not public but it is said to include crucial information, including analysis of flight data recorders, cockpit audio, aircraft maintenance records and crew qualifications.

According to sources the report provides factual information gathered during the initial investigation phase, including basic circumstances, technical details, weather conditions at the time of the crash and immediate observations from the accident site examination.

The Parliament’s Public Accounts Committee (PAC), which met officials from the ministry and representatives from major airlines on Tuesday, also discussed issues concerning the aviation sector. Members are said to have raised concerns over the June-12 crash in Ahmedabad and the sudden surge in flight fares from Srinagar following the Pahalgam terror attack on April 22, violating standard fare regulations.

A CBI team has taken custody of alleged economic offender Monika Kapoor in the US and is bringing her back to India tonight, July 9, according to agency reports.

A fugitive for 26 years, Kapoor is being brought  back following her extradition cleared by the US District Court for the Eastern District of New York under the bilateral extradition treaty between India and the USA. The US Secretary of State Marco Rubio also orejected her claims that she would be tortured if sent back to India

Who is Monika Kapoor

Kapoor is accused of involvement in a multi-crore financial fraud case related to forging documents for a jewellery business to obtain duty-free import licenses and causing significant loss to the Indian exchequer. 

According to reports, Kapoor went to the US in 1999, fleeing after her involvement in the alleged fraud with her two brothers. She forged documents for jewellery business and allegedly used these to obtain licenses from the Indian government to import raw materials duty free.

India had approached the US seeking her extradition in October 2010.

Maharashtra—has war over Marathi put both Congress and BJP in Catch-22 situation

The Marathi language issue raked by Thackaray brothers—Uddhav and Raj—in Maharashtra has not just put the Congress party in the proverbial Catch 22 situation, it is now also beginning to singe the ruling BJP in the state, especially after a rather provocative statement from its Jharkhand MP Nishikant Dubey.

Amid the growing language controversy, Maharashtra CM Devendra Fadnavis on Tuesday distanced himself from Dubey’s inflammatory remarks, describing them as “inappropriate”, cautioning against creating confusion among communities. Fadnavis said there was nothing wrong in expecting people to speak Marathi but it was unacceptable to resort to violence, warning legal action against those who take law into their hands.

Responding to Maharashtra Navnirman Sena (MNS) chief Raj Thackeray’s statement urging party workers to “hit below the eardrum” those who refuse to speak Marathi in Mumbai, Dubey dared the MNS leader to also beat those who speak Urdu, Tamil or Telugu.

“If you are courageous enough and beat those who speak Hindi, then you should beat all those who speak Urdu, Tamil, and Telugu. If you are such a big ‘boss’ come out of Maharashtra, come to Bihar, Uttar Pradesh, Tamil Nadum ‘tumko patak patak ke maarenge’, this anarchy won’t work”

He also dared the Thackeray cousins to go and beat people in Muslim-dominated Mahim.“We all respect Marathi and the people of Maharashtra, who fought for India’s independence. The BMC election is due, and hence, Raj and Uddhav Thackeray are doing cheap politics. If they have courage, they should go to Mahim and beat any Hindi or Urdu speaking people in front of Mahim dargah then I will consider them true ancestors of Balasaheb Thackeray,” Dubey said.

Shiv Sena leader Priyanka Chaturvedi slammed Dubey, asking who made him the “gatekeeper of Hindi”. “Who made him the tax keeper of India? Who made him the spokesperson of industrialists? Who made him the decision maker of what other party leaders should be doing?” she said, also questioning Fadnavis whether he agreed with his party MP’s language.

Congress, which is an ally of Shiv Sena (UBT) in the Maha Vikas Aghadi, has already warned Thackerays over assaults on Hindi speakers with former CM Prithviraj Chavan asserting that nobody can beat up Hindi speakers. He also questioned if Marathis could be bashed outside Maharashtra.  

Congress demand for strict action against MNS workers has put it at odds with its ally Uddhav and Dubey’s remarks has given Fadnavis something to worry about ahead of the local bodies elections, say observers   

The MNS has been involved in multiple incidents of violence against non-Marathi speakers across Maharashtra, including vandalising offices and assaulting individuals in Mumbai, Thane, and Dhule. Uniting after 20 years at a public rally in Worli, Mumbai, for an event called ‘Awaj Marathicha’, Raj and Uddhav have further added to the situation.

Vijendra Gupta seeks apology from Delhi Cong on “Shauchmahal”, Yadav says facts correct

Delhi Assembly Speaker Vijendra Gupta condemned the comments made by Delhi Congress chief Devender Yadav on high cost of the renovation of Speaker’s official residence.

Gupta sought an unconditional apology from Yadav and said that office of Speaker should not be dragged to score political points.

A letter from Speaker’s office stated, “The news reports attributing the statements to you, state that the Hon’ble Speaker is renovating the official residence at an expense of Rs 2.35 Crores out of which Rs. 94.69 Lakhs is for the bathroom and toilets. It is reported that you have named the Speaker’s residence as ‘Shauchmahal’. You have mentioned the location of the official residence of the Speaker as 9, Shamnath Marg which is not the official residence of the Speaker.”

“You should immediately withdraw your statements and submit an unconditional written apology to him within three days of receipt of this correspondence. As you are a former Member of the Delhi Assembly, utmost care and respect should be accorded to the Office of the Speaker and it should not be dragged to score political points,” the letter further stated.   

Meanwhile, replying to the letter, Yadav said that the facts and figures mentioned by us regarding the renovation of the Speaker’s official residence are correct, as the records in our possession indicate.

“With due respect, we would like to reiterate that the statement in question has merely raised a legitimate concern regarding the excessive expenditure of public money incurred by certain BJP legislators. including the Hon’ble Chief Minister. As the Speaker holds a Constitutional post. he is expected to exercise caution when spending tax payers’ money for the renovation of official residence,” Yadav said in the letter.

As Leader of the Opposition, the Hon’ble Speaker had raised similar concerns, including his strong objections to the renovation of the ‘Sheeshmahal’ by the previous AAP Chief Minister.

“We have raised the issue of the expenditure involved in the renovation of the Speaker’s official residence in the same spirit of accountability — a responsibility we share as representatives of a responsible National Opposition Party,” the letter said.

Earlier, Yadav lashed out at the BJP leaders for misusing the taxpayers’ money for their luxurious living while the residents of Delhi are going through terrible struggle under severe heat due to frequent power cuts and  shortage of potable water.

 He said that the BJP leaders’ royal living is  funded by taxpayers’ money as he dubbed the official bungalow of Assembly Speaker Vijendra Gupta as the “Shauch Mahal”  (Toilet Palace)’ just as he had previously referred to CM Rekha Gupta’s bungalow as “Phoolkumari Niwas.”

Close to making deal with India, says Trump

US President Donald Trump on Tuesday (India time) said that Washington is close to finalising a deal with India as he announced new tariff rates on 14 nations.

Reports following his interaction with media at White House quoted Trump as saying that the US has spoken to “everybody” about the reciprocal tariffs. 

” We are going to say, welcome to the United States, if you’d like to participate in the greatest, most successful country ever.

“Now we’ve made a deal with the United Kingdom. We’ve made a deal with China. We’re close to making a deal with India. Others we met with, and we don’t think we’re going to be able to make a deal. So we just send them a letter,” he added.

The letters sent to Japan and South Korea were posted by Trump on his social media platform Truth Social, according to which the US would impose 25% tariffs on imports on the two countries from August 1 

The reciprocal tariff pause runs out on July 9.

Those familiar with developments say that negotiators from India and the US are close to finalising the deal, however, disagreements regarding dairy and agriculture sectors remain.

Kashmir gets relief from heat as rain brings cooler weather

SRINAGAR — After several days of intense summer heat, Kashmir Valley has finally received some respite as night temperatures dipped and moderate to heavy rainfall lashed many parts of the region over the last 24 hours.

According to data shared by Kashmir Weather, Srinagar recorded a minimum temperature of 19.0°C last night, a sharp drop of 4.5°C from the previous night’s 23.5°C. This is significantly lower than the record-high minimum of 25.2°C seen just a few days ago.

Other areas in the Valley also reported similar declines in temperatures. Qazigund cooled down to 18.6°C from 21.4°C, Pahalgam dropped to 14.2°C from 17.0°C, and Gulmarg recorded a low of 13.5°C compared to 15.5°C earlier. Kupwara saw a fall from 21.0°C to 18.2°C, while Kokernag settled at 18.2°C, slightly lower than its previous 19.2°C.

The temperature drop came alongside widespread rainfall. Srinagar city received 31.3 mm of rain, while Wular Lake topped the list with 32.5 mm. Sonamarg, a key route for the ongoing Amarnath Yatra, received 21.5 mm, and Khudwani got 25.5 mm.

Rainfall was also reported from other parts of the Valley: Budgam and Baramulla (10.0 mm each), Pampore (2.1 mm), Srinagar Airport (16.4 mm), and Ganderbal (1.0 mm).

In the Jammu region, several areas witnessed heavy showers as well. Rajouri received 47.2 mm of rain, followed by Katra (45.2 mm), Jammu city (39.4 mm), and Udhampur (19.4 mm).

Weather forecasts suggest that the region will continue to experience cooler nights and moderate daytime temperatures over the next few days, with chances of light rain in some areas.
