Drug sample report may take the lid off Gambia kids’ death case mystery

The case of reported death of sixty six children in Gambia allegedly after consuming syrups supplied by Sonipat–based Pharmaceutical firm, Maiden Pharmaceutical Ltd has taken a curious turn with the Central government forming an four-member expert committee  to investigate the report sent by World Health Organisation on the death of children. Top Health Ministry sources told Tehelka that this step was necessitated as the WHO is yet to supply exact  “One-to-one casual relations of deaths” despite having made the request twice in this regard.

The WHO’s alert has sent shock waves in Indian Pharmaceutical Industry which feels that it will adversely affect the export of medicines from the country. Although the production at the Maiden  Pharmaceutical has been stopped and firm issued notice for major violations and report of samples sent to Central Drugs Laboratory (CDL) Kolkata is eagerly awaited. Yet, the Central Government doesn’t  want to take any step in hurry.

This firm is licensed to manufacture various type of dosage forms under DML issued by the State Drug Controller, Haryana having WHO—GMP after joint inspection of the firm by CDSO and State  FDA. The product in question is reported to be manufactured by adding Propylene and Glycol as  a solvent  in  preparing syrup for the children  which was exported by the company with due approval  from the statutory authorities .

It is learnt that there are chances of adulteration of this Propylene glycol with Diethylene Glycol or Ethylene Glycol (both impurities are fatal and life threatening being nephrotoxic). Similar tragedy was earlier reported in Gurugram in 1998 due to use of pediatric syrup, suspected to be contaminated with similar impurities, by children on dispensing by some medical practitioner. Similarly, another tragedy had also occurred earlier in Udampur in Jammu after ingestion of cough syrup manufactured and supplied by a Himachal Pradesh based drug licensed  manufacturing unit.

The question being raised is as to  why the concerned authorities were not taking enough precaution   by frequently inspecting such units and taking samples? There are reports that the PGwas  used by the firm for manufacturing of such syrup without any mandatory testing and chances of such untested PG contaminated with these impurities cannot be ruled out. Samples of raw and finished products have been seized by a joint team of CDSCO and State FDA and test report is awaited from Kolkata-based Central Drug Laboratory.

It is believed that the owners of such Pharma firms enjoy considerable clout in corridors of power, hence they do not bother about the drug authorities.

Naresh Kumar Goyal, Director of the Maiden Pharmaceutical having its corporate office at Pitampura in New-Delhi is reportedly very close to top BJP leaders. In his Facebook profile he had displayed his photo with Union Defence Minister Rajnath.

Efforts made by this correspondent to contact Naresh Kumar Goyal could for his version did not bear fruit. Receptionist at his Pitampura office said that Goyal was not coming to the office for the last two three days.

S. K. Singla, retired State Drug Controller of Haryana told Tehelka that  shortage of drug inspectors and lack of adequate training to them hinders the process of regular inspection of these firms. The state has only a dozen drug inspectors for managing twenty-two districts. Besides they are being given training for four weeks before joining, which, according to him, is not adequate. Singla said that minimum eighteen months training should be given to them before joining so that they can handle inspection of Pharma firms effectively.

 

 

 

 

Remembering a brave fire watcher

Chhattisgarh’s Achanakmar Tiger Reserve has a memorial dedicated to firewatcher Maiku Gond, who was killed by a man-eating tigress 73 years ago. The story can trigger discussion on wildlife conservation at a time when the reserve has poor tiger numbers, writes Deepanwita Gita Niyogi

Tiger tales are fascinating. The Achanakmar Tiger Reserve, 186 km from Raipur, has one such story. Here, a memorial is dedicated to firewatcher Maiku Gond, who was killed by a man-eating tigress on April 10, 1949. The animal was killed three days later.

Achanakmar, which was declared a tiger reserve in 2009, is spread over 914.017 sq km. Though situated in Chhattisgarh, the reserve is well linked to Kanha and, maintains connectivity with Pench as well as Bandhavgarh in neighbouring Madhya Pradesh. There were five tigers in Achanakmar, according to the Status of Tigers, Co-predators and Prey in India 2018 report.

The origin of the name Achanakmar is fascinating. Once a fight broke out between two groups leading to someone slapping another all of a sudden. Thus, the name Achanakmar or sudden slap stayed on.

Standing near Maiku’s memorial, Brijbhushan Manikpuri, beat guard of Chhaparwa range in Achanakmar Tiger Reserve, said when it was a territorial division, Achanakmar came under the Kota range. “In 1949, the place was densely forested and plenty of tigers roamed about. After Maiku lost his life, MWK Khokhar, who was then the range officer of Kota, killed the animal from a maachan or platform erected in a tree. The memorial dedicated to Maiku is now called Maiku math,” Manikpuri added.

Revisiting history

A few kilometres from the memorial, lies Maiku’s forest village, Bindawal. Elderly Shivaram Potta, a Gond Adivasi man, fondly recalled his maternal uncle. Maiku was a fire watcher along with another man called Parsadi Maravi. Both used to roam the jungles trying to protect it from fires.

“The day Maiku was killed, Parsadi somehow managed to escape. Later he was promoted by the department. The tigress attacked when Maiku was clearing dry leaves piled up along the road. The animal dragged the body to a nearby nullah. Khokar sahib was informed. When the animal came near the spot, she was shot.”

Potta informed that the tigress which killed Maiku 73 years back was injured in the leg and came from the jungles of Lamni, a range in the core area. In stark contrast to yesteryears, today there are only five tigers in Achanakmar and they are spotted rarely.

Tigers in Achanakmar disappeared one by one. According to Potta, hunting wiped off the animals. Hunters used to come from outside. Sometimes, they travelled in a group with drums, shouted loudly and then killed tigers when the animals tried to escape from the commotion.

About 10 minutes into the conversation with Potta, Maiku’s grandson Jaleshwar Siyam arrived. The young man is a foot guard who travels 10 km daily. “Like my grandfather I joined as a fire watcher and have been employed in the forest department for 11 years. I used to douse fires and have spotted tigers once or twice.”

Siyam informed that there have been incidents of tigers causing injury to humans in Achanakmar. Two cases of injury occurred in the past two years but thankfully there were no deaths. But guards keep moving, sometimes together, for safety.

Just like the olden days, fires break out even now. From 2020-2021 to 2022-23, there have been 1190 cases of fire over 390.981 hectares. A total of 327 fire watchers have been deployed to keep an eye on the valuable forest.

Relocation a distant dream

Bindawal, where Maiku’s story is still fresh in memory, is one of the 19 villages in the core area of Achanakmar where residents rely on solar power and put up with wildlife conflict. Talks of relocation have been going on for a decade in Maiku’s village but nothing has come of it.

In Bindawal, people are either into farming or work as labourers for the forest department. Potta revealed that the gram sabha consented to the idea of relocation 10 years back. However, the residents of Bindawal could not shift as outsiders started encroaching on the land where they wanted to settle down. There is also a lack of facilities in Bindawal. The school in the village is till Class 5 and those who wish to study further go to Chhaparwa, about three km away, which thankfully has a high school.

“Only God knows how we live here. A health centre was being constructed but stopped midway. Houses under the Indira Awas Yojana cannot be built inside tiger reserves. The tigers may have vanished, but what about elephants? They pose a threat to crops and lives,” Potta said.

Field director of Achanakmar Tiger Reserve, S Jegadeesan said the relocation process for Bindawal village is on, but land for the displaced has to be in revenue pockets. If not available, the department will have to identify forest land. There are 19 villages in the core area and of these four villages want to stay back. Those willing to shift can either opt for two hectares of land or Rs15 lakh as cash compensation. Those holding lands will get lands in return and the landless will receive cash.

On his part, Potta made it clear that the residents of Bindawal want to leave as they want the forest to remain intact. With almost 45 percent of its area under forest, Chhattisgarh has good forest cover, but the state has only 19 tigers at present. The figure is down from 46 counted in 2014.

While a story like this can attract tourists to visit Achanakmar, it also gives an opportunity to work on wildlife protection, improve forest conservation, offer suitable relocation packages to villagers ready to move and carry out forest fire prevention.

 

Cong Prez polls :Sonia Gandhi & Priyanka Gandhi cast their votes

Congress president Sonia Gandhi and Priyanka Gandhi on Monday cast their votes in the party’s polls to elect new congress president.

Congress general secretary Priyanka Gandhi Vadra also accompanied her mother Sonia Gandhi to cast her vote.

When asked by reporters about the polls, Sonia Gandhi said she had been waiting for this for long.

Voting began on Monday in the Congress presidential polls as senior leaders Mallikarjun Kharge and Shashi Tharoor face-off for the post of AICC chief.

Over 9,000 Pradesh Congress Committee (PCC) delegates form the electoral college to pick the party chief in a secret ballot.

Voting began at 10 am at the AICC headquarters here and at party’s polling booths in state offices across the country.

Kharge is considered the favourite for his perceived proximity to the Gandhis and backing by senior leaders, even as Tharoor has pitched himself as the candidate of change.

Prohibitory orders outside Sisodia’s residence ahead of CBI questioning

Security has been beefed up and prohibitory orders have been in place around Delhi Deputy Chief Minister Manish Sisodia’s residence on Mathura Road ahead of his questioning by the CBI, officials said on Monday.

The Central Bureau of Investigation (CBI) has summoned Sisodia on Monday for questioning in connection with alleged corruption in the formulation and implementation of the excise policy for the national capital, they said.

A senior Delhi Police official said prohibitory orders under section 144 is always in place in the entire New Delhi district. Section 144 has also been imposed around the residence of Sisodia which is situated on Mathura Road.

Section 144 also involves covers the area around the CBI Headquarters as it also falls under New Delhi district, officials said

Security has also been beefed up near his residential area to avoid any untoward incident, the official said.

Supporters of Sisodia also gathered outside his residence ahead of his questioning affecting the vehicular traffic movement.

The federal probe agency has asked the Aam Aadmi Party (AAP) leader to appear before it at its headquarters at 11 am on Monday, they added.

In a tweet on Sunday, Sisodia said, CBI raid was conducted at my house for 14 hours, nothing came out. Searched my bank locker, nothing came out in it. They did not find anything in my village. Now they have called me to CBI Headquarters at 11 am tomorrow. I will go and give my full cooperation. Satyameva Jayate.”

The CBI has questioned a number of people, including Sameer Mahendru, the owner of Indo Spirits, Amit Arora, the director of Buddy Retail Private Limited in Gurugram, and India Ahead News managing director Mootha Gautam, in connection with the case, the officials said.

Delhi’s air quality poor, minimum temperature settles at 17.5 degrees C

Delhi recorded a minimum temperature of 17.5 degrees Celsius on Monday morning, two notches below the season’s average, the Met office said.

The weatherman has forecast mainly clear skies for the day and the maximum temperature expected to settle at 32 degrees Celsius, they said.

The relative humidity at 9.30 am was 96%.  The Central Pollution Control Board’s 24-hour average Air Quality Index (AQI) data showed that at 9.05 am, Delhi’s air quality was in the poor category at 241.

An AQI between zero and 50 is considered good, 51 and 100 satisfactory, 101 and 200 moderate, 201 and 300 poor, 301 and 400 very poor, and 401 and 500 severe.

DCW chief Swati Maliwal claims attack on her residence

Delhi Commission For Women chief Swati Maliwal on Monday alleged that a man forcibly entered her residence and vandalised two cars, while she was not present at home.

Delhi Chief Minister Arivind Kejriwal in a tweet in Hindi said, “In the last few months, the law and order situation is in a bad state. Even the chairperson of Delhi Commission For Women is not safe. Murders are happening in broad daylight. I hope that LG sir will spare some time to repair the law and order situation.”

The DCW chief said she has complained to the Delhi Police over the issue.

“A few moments back, an attacker forced his way into my residence and attacked it. He vandalised my mother and my cars and made an attempt to enter the house,” Maliwal said in a tweet in Hindi.

“By the grace of God, my mother and I were not present there. You can do anything but I am not going to be scared. I am complaining to Delhi Police,” she said.

Bombay HC grants bail to rape accused, says he will have to marry victim within one year

Bombay High Court has granted bail to a 26-year-old man arrested in a rape case, but set a condition that he would have to marry the victim, who is currently untraceable, if she is found within a year.

The man, however, would not be bound by this condition beyond one year, a single bench of Justice Bharati Dangre said in the order passed on October 12.

The court said the accused and the 22-year-old woman were in a consensual relationship, but a rape and cheating case was registered when the man started avoiding her after learning that she was pregnant.

The woman lodged a complaint with the Mumbai Police against the man in February 2020 after which he was arrested.

In her complaint, the woman claimed they were in a relationship since 2018 and that their families were aware of the same and had not objected to it.

In 2019, the woman realised she was pregnant and informed the accused, but he started avoiding her. The woman left her house as she did not want to reveal about the pregnancy to her family members. On January 27, 2020, she delivered a baby in a city hospital.

On January 30, the woman abandoned the baby in front of a building. A separate FIR was then lodged against her for abandoning the child.

Justice Dangre in her order said this “may be a possible reason why she is fleeing from the course of justice”.

The accused assured the HC that he was willing to marry the woman and accept paternity of the child.

However, the police informed the court that the woman was not traceable and the baby, who was admitted to a child care centre, has already been given in adoption.

“In such circumstances when the incident was reported, the victim was major and she has already stated that the relationship was consensual,” the HC said.

“I deem it appropriate to release the applicant on bail subject to compliance that if the victim is traced within a short while and say in a period of one year, he shall solemnise marriage with her, but he shall not be bound by the statement beyond one year,” the order said. The court granted bail to the man on a bond of Rs 25,000.

Kashmiri Pandit killed by terrorists in Jammu and Kashmir’s Shopian

Militants shot dead one more Kashmiri Pandit in Kashmir on Saturday while he was on  his way to the orchard at Choudhary Gund in South Kashmir district of Shopian.

Security forces swung into action  and launched a manhunt to nab the killers.

The victim, identified as Puran Krishan Bhat, a Kashmiri Pandit.

Bhat was rushed to a hospital for treatment where he succumbed to his injuries.

“Terrorists fired upon a #civilian (minority) Shri Puran Krishan Bhat while he was on way to an orchard in Chowdari Gund #Shopian. He was immidiately shifted to hospital for treatment where he #succumbed. Area cordoned off. Search in progress, (sic)” Kashmir Zone Police tweeted.

In a statement issued soon after, Kashmiri Pandit Sangarsh Samiti (KPSS) said that the killing was a message to the union home minister that “everything is not ok” in Kashmir.

According to KPSS president Sanjay Tickoo, authorities are pressuring the victim’s family to perform last rites as soon as possible to restore normalcy.

This is the sixth killing of a Kashmiri Pandit in Kashmir since the revocation of Article 370 on August 5, 2019. Around 130 civilians have been killed in Jammu and Kashmir besides over 100 security personnel and more than 500 militants. .

 

PM Modi likely to visit Kedarnath-Badrinath on Oct 21

The district administration has started its preparations for Prime Minister Narendra Modi’s likely visit to Badrinath and Kedarnath temples ahead of Diwali on October 21.

Though officials were tight-lipped about the prime minister’s proposed visit to the Himalayan temples, sources said he would offer prayers at the temples and review the reconstruction projects underway there.

The prime minister would first visit Kedarnath where he will perform a puja and assess the ongoing work there. He will then pay obeisance at Badrinath Temple and review the projects taken up under the Badrinath master plan, the sources said.

He is also likely to visit the border village of Maana and interact with the villagers and jawans, sources said, adding preparations for Modi’s proposed visit have been afoot for nearly a week.

Dera chief Gurmeet Ram Rahim granted 40-day parole

Dera Sacha Sauda chief Gurmeet Ram Rahim, who is serving a prison sentence in Haryana’s Sunaria jail, has been granted parole for 40 days, official sources said on Friday.

The move comes just ahead of the Adampur bypoll, which is scheduled to be held on November 3.

The Dera chief had earlier come out of prison on a month-long parole in June. Prior to that, he was granted three weeks’ furlough in February.

The sect chief is serving a 20-year jail term for raping two women disciples at his ashram in Sirsa, where the Dera is headquartered. He was convicted by a special CBI court in Panchkula in August 2017.

He was last year also convicted along with four others for hatching a conspiracy to kill Ranjit Singh, a Dera manager, in 2002. The Dera chief and three others were convicted in 2019 for the murder of a journalist more than 16 years ago.
