Is Govt considering new judicial accountability law after Delhi HC Judge cash-at-home row?

Even as the government is likely to convene an all-party meeting to discuss the issue of cash found at the home of a Delhi High Court judge – Justice Yashwant Varma.

Sources said the Centre wants to hear the views of all parties and is likely to float an idea to try and implement a new judicial accountability law somewhat similar to the earlier National Judicial Appointments Commission (NJAC).

The move comes after Rajya Sabha Chairperson Jagdeep Dhankhar’s meeting met the floor leaders of various parties on Tuesday.

Sources stated that the Narendra Modi government is mulling the NJAC-like law for judicial accountability following a high-profile scandal. The incident, which has sent shockwaves through the judiciary and political circles, has reignited a long-standing debate over judicial accountability and the process of appointing judges in India.

The controversy erupted earlier this month when a fire broke out at the official residence of Delhi High Court Justice Yashwant Varma on Tughlaq Road during Holi festivities on March 14. Emergency responders, while extinguishing the blaze, reportedly discovered a significant amount of cash in an outhouse on the property.

The discovery prompted an immediate in-house inquiry by the Delhi High Court, with Chief Justice of India (CJI) Sanjiv Khanna directing the Delhi High Court Chief Justice to submit a detailed report. Justice Varma has since been withdrawn from judicial duties, and the Supreme Court Collegium has proposed his transfer to his parent court, the Allahabad High Court, though this decision is stated to be independent of the ongoing inquiry.

The incident has provided fresh ammunition to critics of the current Collegium system—a mechanism where senior judges appoint their peers—highlighting its perceived lack of transparency and accountability.

Sources within the ruling National Democratic Alliance (NDA) suggest that the government is likely to seize this opportunity to push for a new law for judicial accountability. 

The NJAC was originally introduced in 2014 to replace the Collegium system. The NJAC, established through the 99th Constitutional Amendment Act and the NJAC Act of 2014, aimed to create a more balanced and transparent process for judicial appointments by involving the executive and eminent persons alongside the judiciary.

It was passed with overwhelming support in Parliament and ratified by 16 state assemblies, only to be struck down by the Supreme Court in 2015. In a 4:1 verdict, the apex court ruled that the NJAC violated the judiciary’s independence, a cornerstone of the Constitution’s basic structure, thereby reinstating the Collegium system.

However, the recent scandal has shifted the narrative. Vice President Jagdeep Dhankhar, who also serves as the Rajya Sabha Chairman, raised the issue in Parliament on March 22, lamenting that the NJAC—once hailed as a historic reform—could have addressed such “malaise” in the judiciary.

The Bharatiya Janata Party has long criticized the Collegium system for fostering nepotism and opacity. The cash recovery scandal has bolstered their argument, with party insiders suggesting that the government sees this as a pivotal moment to challenge the judiciary’s dominance in appointments. “The Collegium system has shown its flaws time and again. This incident is a wake-up call for systemic change,” a senior BJP leader said on condition of anonymity.

The revival of the NJAC-like law remains a possibility, though it would likely face fierce resistance from some parts of the opposition and another legal battle in the Supreme Court.

Police raid homes of separatist leaders in Kashmir under UAPA case

Authorities in Jammu and Kashmir conducted raids at multiple locations in Srinagar and Sopore on Tuesday, targeting the residences of several separatist leaders, most of whom are currently imprisoned.

According to officials, the searches were part of ongoing investigations under the Unlawful Activities (Prevention) Act (UAPA). The case involves members of banned organizations, including the Jammu and Kashmir Muslim Conference (Bhat Group), Jammu and Kashmir Muslim League (Masrat Alam Group), and Jammu and Kashmir Democratic Freedom Party (Shabir Shah Group).

Police said that the raids were conducted with proper legal authorization and were aimed at suspected members of these groups for their alleged involvement in unlawful activities. The searches took place in several areas of Srinagar, including Rajbagh, Habba Kadal, Batamaloo, Khanyar, Lal Bazar, and Chanpora, in the presence of an Executive Magistrate and independent witnesses.

Residences linked to prominent separatist leaders such as Masrat Alam, Shabir Shah, and Professor Gani were among those searched. Authorities have not yet disclosed further details regarding the outcome of the raids.

PM Modi to Inaugurate Pamban Railway Bridge In Rameswaram on April 6

Prime Minister Narendra Modi will inaugurate the newly constructed Pamban railway bridge in Rameswaram, Tamil Nadu, on April 6, coinciding with the auspicious occasion of Ram Navami.

In a statement released on Wednesday, R.N. Singh, General Manager of Southern Railway, confirmed that senior railway officials have been conducting extensive inspections of the bridge and Rameswaram railway station in preparation for the event.

April 6, which falls on a Sunday this year, is celebrated across the country as Ram Navami, marking the birth of Lord Rama. The occasion adds a spiritual dimension to the Prime Minister’s visit, as he is also expected to visit the renowned Ramanathaswamy Temple in Rameswaram.

According to sources in Southern Railway, the ceremony will be attended by a host of dignitaries, including Tamil Nadu Chief Minister M.K. Stalin, Governor R.N. Ravi, Union Railway Minister Ashwini Vaishnaw, Members of Parliament and Legislative Assembly from Tamil Nadu, senior BJP leaders, and party workers.

Later in the day, Prime Minister Modi is expected to address a public gathering before departing for Delhi from Madurai Airport.

To ensure the smooth execution of the high-profile event, authorities have already conducted three full-scale rehearsals.

On March 22, a high-level team led by Additional General Manager Kaushal Kishore conducted a comprehensive assessment of key locations in Rameswaram and Pamban, evaluating both logistical and security arrangements.

The team, which included Madurai Divisional Railway Manager Sharad Srivastava and other top officials, inspected various critical locations, such as the Rameswaram temple premises, Mandapam camp helipad, Kunthukal, Mandapam railway station, and the Pamban Road bridge.

The inspections were aimed at ensuring that all arrangements were in place for a seamless inauguration.

Following the site visits, Kishore chaired a high-level review meeting with senior railway officials, law enforcement agencies, and state and central intelligence personnel.

The meeting focused on finalising security protocols, crowd management strategies, and event logistics to ensure a safe and successful inauguration.

The new Pamban railway bridge stretches 2.1 km in length and is a remarkable feat of engineering. Originally commissioned in February 2019, construction was completed in November 2024.

One of the key features of the bridge is its vertical lift span, which weighs 660 metric tons and is capable of rising vertically to allow ship passage — an innovation developed entirely through indigenous technology.

The bridge stands as a symbol of India’s growing infrastructure prowess and will enhance connectivity to the sacred island of Rameswaram, making travel more efficient for thousands of pilgrims and tourists.

Govt committed to give new look to Delhi: Rekha Gupta

Delhi chief minister Rekha Gupta on Tuesday said that the government is committed to give a new look to the national capital.

Presenting the budget in Delhi Assembly Gupta said, “We are laying such a strong and transparent foundation that nobody can weaken it again. Our dream is of a prosperous and strong Delhi, a global city that can face every challenge and has the capacity to lead the world.”

The government has proposed Rs 1000 crore under the planning department for centrally funded projects for infrastructure projects to achieve development goals in the National Capital Territory of Delhi in 2025-26.

The government said that it has allocated Rs 100 crore for setting up Atal Canteens to provide nutritious and subsidized food at 100 locations in Delhi by the birth centenary of late Atal Bihari Vajpayee.

Gupta said that the government will come up with leased industrial properties in consultation with the Ministry of Housing & Urban Affairs and DDA.

“A large number of industrial areas are in very poor condition, a programme for developmental and re-developmental activities will be made to improve the working conditions in these industrial areas. Also, illegal and polluting industries will be dealt with a “Zero Tolerance” policy,” CM said.

She said that keeping the air quality of Delhi and water resources clean and protected is one of the top priorities of the government.

“To deal with these challenges, we need monitoring of environmental parameters and time-bound implementation of projects. For this purpose, our government has made a provision of Rs 506 crore for the Environment and Forest departments, out of which Rs 422 crore has been allocated for various schemes, projects and programmes,” she added.

Delhi Govt allocates Rs 300 crore to cut pollution

Delhi chief minister Rekha Gupta on Tuesday said that the government has allocated Rs 300  crore to reduce pollution in the city in its Budget 2025-26 and 506 crore for the environment and forest department.

The estimated budget of Rs 1 lakh crore focuses on key areas including electricity, roads, water, and connectivity. Gupta called it a “historic Budget” and emphasised that the era of “corruption and inefficiency” was over.

“This is not an ordinary Budget, it is the first step to develop Delhi which was ruined in the past 10 years. Delhi went down in every aspect of development in the past decade. The previous government ruined the economic health of the national capital like termites,” Gupta said.

On March 20, Delhi Environment Minister Manjinder Singh Sirsa said the government will install six new air quality monitoring stations across the national capital over the next three months.

During the peak pollution season from November to January — when the capital often turns into a gas chamber — AQI levels frequently hit hazardous levels.

Under the budget, the government has allocated Rs 12,953 crore which is the major chunk of the total budget.

Govt allocates Rs 750 crore to provide free laptops to students

The Delhi government has pledged to improve the education model in the national capital and announced that it will provide free laptops to the students.

Addressing a budget session in Delhi assembly chief minister Rekha Gupta said that New ‘CM Shri Schools’ will be opened in the city for which the government has allocated Rs 100 crore.

She further said, “The government will provide free laptops to 1,200 students passing class X for which the government has allocated Rs 750 crore.”

Meanwhile the government has allocated Rs 6,874 crore for the health sector for setting up health and wellness centres.

The government also plans to extend ‘Ayushman Arogya Mandir’.

Gupta said the government had announced that Ayushman Bharat will be implemented in Delhi. Therefore, the central government had announced Rs 5 lakh insurance. “The Delhi will top up by another Rs 5 lakh,” she added.

Meanwhile, Leader of Opposition and former chief minister Atishi criticised the Rekha Gupta government for not presenting the Economic Survey a day before the tabling of its annual budget.

“Delhi’s Budget cannot be formed by making ‘kheer’ but on the figures of the economy,” she said, taking a jibe at the BJP’s “kheer” ceremony that marked the start of the Budget Session.

Search for infiltrating terrorists continues in J&K’s Kathua

Jammu: A massive search operation to track down infiltrating terrorists entered its third day in Jammu and Kashmir’s Kathua district on Tuesday.

The operation began on Sunday in the Hiranagar sector after an encounter between security forces and terrorists hiding in a nursery. Troops, including commandos, drones, and sniffer dogs, are combing the forested area, where the terrorists are believed to be trapped.

No fresh contact has been made, but security forces recovered arms, grenades, and supplies. A seven-year-old girl suffered minor injuries from a stray bullet, and villagers reported spotting armed men in the area.

Authorities suspect multiple terrorist groups infiltrated from across the border. The search operation remains ongoing.

Delhi Budget: Govt will issue cards to women for free-bus rides

The Delhi government has allocated Rs 12,952 crore for the transport sector during the budget presentation in the assembly on Tuesday.

Addressing the assembly, chief minister Rekha Gupta said, “The government will issue cards to women for free-bus rides instead of pink tickets to curb corruption.”

She also informed that the government will allocate Rs 210 crore for giving nutrients kits, and an allowance of Rs 21000 to expecting mothers.

In order to improve the environment for women and ensure a secure society, the government will also install 50,000 CCTV cameras across the city.

“… For women’s safety, more than 50,000 cameras will be installed. Rs 3,843 crores are allocated for road and bridge infrastructure. Rs 696 crores have been allocated to provide basic facilities in slums and JJ colonies…,” Gupta said.

Meanwhile, the government has allocated Rs 5100 crore for Mahila Samridhi scheme under which eligible women will get Rs 2500 per month.

Rekha Gupta presents Rs 1 lakh crore Delhi budget, allocates Rs 9000 crore for drinking water

Delhi chief minister Rekha Gupta on Tuesday presented a Rs 1 lakh crore budget in the Assembly, up by 31.56 per cent from the previous Budget.

The budget has 10 key focus areas including infrastructure, development, water, women security, healthcare and education.

Addressing the assembly Gupta said that the government has allocated Rs 500 crore for Yamuna cleaning.

“Only treated water will enter the river, ensuring its rejuvenation through the decentralisation of 40 sewage treatment plants,” she said.

The government has also allocated Rs 500 crore for the repair and upgradation of sewage treatment plants and another Rs 250 crore for the replacement of old sewer lines.

In order to provide clean drinking water to everyone in the national capital, the government has also allocated Rs 9000 crore for drinking water and sanitation.

Last year, the Aam Aadmi Party (AAP) government presented the Budget 2024-25 worth Rs 76,000 crore which was raised to Rs 77,000.

During the address, CM slammed the previous government and said, “There is a lot of difference between us and them (AAP)… You (AAP) made promises, we will fulfil them. You abused the governments of the other states, we will establish harmony and work together… You made ‘Sheesh Mahal’, we will build houses for the poor… You installed pot toilets worth lakhs, we will make toilets for the people in slum areas…”
