New Delhi : Prime Minister Narendra Modi will address the post-Budget webinar on ‘Infrastructure and Investment – Improving Logistics Efficiency with PM Gati Shakti National Master Plan’ on March 4 (Saturday), an official said on Friday.
It is a part of 12 post-Budget webinars being organised by the Central government to seek ideas for implementation of the budgetary announcements.
The Union Budget adopts seven priorities which complement each other and act as the ‘Saptarishi’ guiding us through the “Amrit Kaal”.
The webinar is being organised by the Ministry of Road Transport and Highways (MoRTH) as the ‘lead ministry’, in association with DPIIT, Ministry of Commerce and Industry as the co-lead ministry.
The webinar will be structured in the format of plenary inaugural and concluding sessions and split into three parallel breakout sessions.
The breakout sessions will cover suggestions on Budget announcements related to infrastructure and investment, their implementation and the way forward.
The three parallel breakout sessions will be – “Improving Logistics Efficiency via Multi-Modality & Filling Critical Infrastructure Gaps”, anchored by the Ministry of Ports, Shipping and Waterways; “Planning on PM Gati Shakti National Master Plan”, anchored by the DPIIT and “Infrastructure Development & Investment Opportunities”, which will be anchored by MoRTH.
Some of the industry leaders and experts who are likely to address during the event include Dhruv Kotak (MD, JM Baxi Group), R. Dinesh (MD, TVS Logistics & CII President Designate), Ashok Sethi (Chairman, Tata Consulting Engineers Ltd) among others.
Rahul Gandhi said in his lecture at Cambridge University that he once faced terrorists in Kashmir during Bharat Jodo Yatra. He said an unknown man approached him and pointed towards a group of people, saying they were all terrorists.
Gandhi said the security forces in Kashmir had asked him not to walk in the region as there was a fear of terror attacks but he chose to continue with the yatra nonetheless.
“I talked to my people and told them that I wanted to continue the walk. We continued walking when an unknown man approached me. He told me he wanted to talk to me,” Rahul Gandhi said. “The man asked him if the Congress leaders had really come to the Union Territory to listen to the woes of the people.Moments later, the man pointed towards some nearby people and revealed they were all terrorists.”
He said that he thought he was in trouble because in that situation terrorists would have kill him.
“But they did not do anything because this is the power of listening,” Rahul Gandhi said.
Lucknow : Uttar Pradesh Assembly will turn into a court on Friday and hold a hearing to decide the period of imprisonment to be awarded to a retired IAS officer (former circle officer, Kanpur Nagar) and five serving policemen for breach of privilege of a member of the house — Salil Vishnoi, the then BJP MLA from Kanpur — in Kanpur Nagar on September 15, 2004.
According to Assembly officials, a dock will be placed in the House and principal secretary (home) and DGP have been asked to hand over the accused to the House.
This will be after 34 years that the House will turn into a court to hold a hearing in a breach of privilege case.
On March 2, 1989, the Assembly had summoned Shankar Dutt Ojha, an officer of the then UP Terai Vikas Janjati Nigam, who was accused of misbehaving with Hardev, member of the House.
It may be recalled that on September 15, 2004, Vishnoi was leading a delegation to submit a memorandum against power cuts in Kanpur to the district magistrate (Kanpur Nagar) when police personnel misbehaved with him.
Assembly speaker Satish Mahana directed principal secretary (home) and the DGP to produce the police personnel before the assembly after a resolution was adopted in this regard.
Minister for parliamentary affairs Suresh Khanna had moved the resolution in the House recommending that these personnel be produced before the House and their imprisonment be considered.
Those to be produced before the House on Friday include the then CO Babupurva, Kanpur Nagar, Abdul Samad (who switched over to another service and has retired as an IAS officer), then SHO, Kidwai Nagar police station, Rishikant Shukla, then S-I at Kotwali police station Triloki Singh, then constable at Kidwai Nagar police station Chhotey Singh Yadav, then constable at Kakadev police station Vinod Mishra and then constable at Kakadev police station Meharban Singh Yadav.
Vishnoi had given information about the breach of privilege to the House on October 25, 2004. He enclosed newspaper clippings, photographs and medical report, along with his notice, informing the House about the breach of privilege.
On July 28, 2005, then deputy speaker of the state legislative assembly and then chairman of the privilege committee Rajesh Agarwal had submitted recommendations to award imprisonment to then CO (Babupurwa) Abdul Samad and reprimand other policemen by summoning them to the House. The Assembly will now consider imprisonment of all the six accused and termination of services of five amongst them.
Haryana and Punjab are facing severe drop in groundwater water level but the situation is worst in Haryana state as such farmers are finding widespread crisis. According to the latest available data, more than three-fourth of Haryana state’s total area spread across 20 of the 22 districts has observed fast dip in water levels since past about a decade. In case of short rainfall in coming monsoon the situation is going to further worsened. Information also reveals that as many as 20 districts in Haryana state witnessing overall decline in the water level covering nearly 76% area of the state which include Panchkula, Ambala, Yamunanagar, Kurukshetra, Kaithal, Karnal, Panipat, Sonipat, Jind, Fatehabad, Sirsa, Hisar, Bhiwani, Charkhi Dadri, Mahendragarh, Rewari, Gurugram, Mewat, Faridabad and Palwal districts.
In order to bring relief to the people in the state, Haryana state government has prepared as many as 22 welfare schemes including minor irrigation schemes this year aiming to complete these welfare schemes by June 2024. The issue of fast declining underground water in the state was widely discussed during recent Haryana budget 2023-24 as such amount worth Rs 6598 crore was approved in this budget for the improvement of irrigation and water management system in the state, which is 29.2% higher as compared to last year budget. Apart from this, amount worth Rs 101 crore was reserved for construction of SYL canal in the state. Information also reveals that there are 7287 villages in Haryana state which include 3041 villages facing water shortage, of these the situation in 1948 villages is alarming adversely affecting agriculture. According to a spokesperson of agriculture department, the state government has constituted as many as 97 schemes for the storage as well as re-use of waste water, especially in the areas facing severe shortage of water which include area in Rohtak, Jhajjar, Hisar, Bhiwani, Jind, Charkhi Dadri, Fatehabad, Palwal, Nuh and Sonipat districts. He told that state government in order to promote minor irrigation working on 22 schemes at present likely to be completed before month June 2024. He further added that sugarcane crop is being cultivated in nearly 2.5 lakh acre area in the state at present for which flood irrigation system is being introduced in the state to increase production of the sugar which will also enhance production of sugar in the state.
The Tehelka SIT investigative report (Part-2) reveals how hospitals hire foreign medical graduates for lesser salaries while turning a blind eye to their failure to clear the mandatory FMGE
“The standard of medical education in Pakistan is quite high. I found it difficult to clear the medical exams there. I completed my MBBS from Fatima Jinnah Medical University, Lahore, Pakistan in 2020 and in 2021, I did my internship from Sir Ganga Ram Hospital, Lahore. After that in April 22, I returned to Kashmir and from June 22, I am working at a private hospital in Kashmir”. This is Sadia Khan [name changed], a girl from Kashmir. While speaking to Tehelka over phone, Sadia said that after completing MBBS from Pakistan, she returned to India. She admitted that without clearing the FMGE exam, which is mandatory for all the foreign medical graduates to be eligible to practice in India, she started practicing in a private hospital of Kashmir.
Tehelka in the first part of the story, published in the last issue has already mentioned that every year, thousands of Indians with medical degrees from foreign universities appear for the Foreign Medical Graduate Examination [FMGE]. The screening test conducted by the National Board of Examination [NBE] and mandated by the National Medical Commission [previously Medical Council of India ] is held for these graduates to assess their competency to practice in India. Foreign medical graduates from countries like Russia, Ukraine, China, the Philippines, Bangladesh, Pakistan and Nepal among others are allowed to practice in India only after they have cleared the FMGE. However, MBBS graduates from the US, UK, Australia, Canada and New Zealand do not need to take the examination. Sadia Khan has done MBBS from Pakistan. A country which falls in the list from where after doing MBBS an Indian student is required to clear FMGE exam to be able to practice in India. But Sadia Khan without clearing FMGE has been illegally practicing in a private hospital of Kashmir for the last eight months, playing with the lives of unsuspecting people.
When country was gearing up to welcome 2023, the CBI was conducting raids and searches at 91 locations across the country in connection with its investigation against several state medical councils and foreign medical graduates who were allowed to practice in India without qualifying the mandatory test. The agency had registered FIRs for alleged corruption, criminal conspiracy, forgery and cheating against 14 state medical councils and 73 foreign medical graduates who were allowed to practice medicine in India without qualifying the mandatory Foreign Medical Graduate Examination [FMGE]. The National Board of Examination had intimated the Ministry of Health that 73 such medical graduates who did MBBS from foreign countries such as Russia, Ukraine, China and Nigeria during 2011-22 have not qualified its examination, but have yet got registration from various state medical councils. “Such fraudulent and fake registration by unqualified persons will be detrimental to the health and well-being of citizens. It has inter-state ramifications in health sector,” a complaint from Union Health Ministry to the CBI said.
In the first part of this story, Tehelka exposed a middleman admitting that he is into the business of getting the students clear the FMGE exam through paper leak and other unfair means, for which he charged money. The expose also featured a student who admitted that despite failing the FMGE exam, he not only practiced in a private hospital but continued to look for employment options in other hospitals in Delhi as well. In this second part of the report, Tehelka will expose more such students, who have done MBBS from Pakistan and Russia, and are practicing medicine in India, without clearing FMGE exam. Like the first part, we will not disclose their identity considering its possible fallout on their careers. Also at the time of doing this investigation, these students have not cleared FMGE, but are practicing medicine in some hospitals, with many of them aiming to get a break a hospital in Delhi.
In part one, we exposed Siraj [name changed], who told us about Sadia Khan, who has done MBBS from Pakistan and is now working in a hospital in Kashmir without clearing the FMGE. Siraj told us that he had also worked in the same hospital and is now looking for a job in Delhi. When Siraj was talking about his job in Delhi, he also recommended Sadia’s name for an opening in Delhi and gave us her number. Tehelka spoke to Sadia over phone posing as someone who can get her a job in Delhi without clearing FMGE exam. Sadia told Tehelka that students who have done MBBS from Pakistan require approval from the Indian government to appear in the FMGE exam. Since she has done MBBS from Pakistan, she is waiting for the approval from the Indian government to appear in the FMGE exam for the last one year.
Reporter – Okay. Doosra aapne ye NMC exam kyun nahi clear kiya?
Sadia – Sir uske liye hum wait kar rahe registration ke liye…clearance wo verification hoti hai na… wo verification government ne filhaal k liye band kar rakhi hai..usi ka wait kar rahe hain wo ho jati hain to NMC de sakti hoon.

Sadia- Sab baccho ki.. hota kya tha pehle to 2-3 din mein verification ho jata tha.. par Pakistani k liye to zyada hi kuch kar rakha hai.

[While talking to Tehelka reporter in response to a fake offer of a job in Delhi, Sadia said that she has not yet cleared FMGE because she has not yet got permission from the Indian government to sit in the exam. She said that the process of granting clearance is slow in case of students who have done MBBS from Pakistan]
Sadia said she has done MBBS from Fatima Jinnah Medical University, Lahore, Pakistan, in 2020 and after completing her internship at Sir Ganga Ram Hospital Lahore, Pakistan, she returned to Kashmir, India. Since then, she is working in a private hospital in Kashmir without getting registered with the National Medical Commission [NMC]. Now, she is looking for some new job opening in Delhi. Working without being registered with NMC is Sadia’s chilling confession of her crime to Tehelka.

Now, Sadia explained the responsibilities she is handling while working in a private hospital of Kashmir without clearing FMGE, and putting human lives to danger in the process.

Now, Sadia speaks about the responsibilities she will be able to handle in a hospital in Delhi if she gets a job there.
Sadia – Sir Delhi mein to bahut bade bade hospitals hotey hain wards mein..patients bhi admit karne hongey to karenge. Udhar ka to mujhe pata hi nahi hai kis tarah hota hai…but meri friends jo karti hain batati hain kafi senior doctors yahan hotey hain, kafi rush hota hai, phir wards mein jana padta hai, phir notes bananey padte hain..phir rounds karwana padta hai.. consultant ko sir wo cheez bhi aa jaati hain.

When asked if she found any difference between the medical education imparted in Pakistan and India, Sadia said that standards of medical education in Pakistan are high but hastened to add that she doesn’t mean it is better than India.

Also, she bemoans the fact that there are very few seats for Kashmiris in medical colleges]
Sadia by her admission of practicing in a hospital without being registered with the NMC proves how blatantly she is playing with the health of the patients. Similar admission was made by Siraj, in part one of this story, who proposed Sadia’s name for the job in Delhi. And now in part two, he says that he had four more non-NMC registered doctors, including himself, who are looking for jobs in Delhi. Two of them have done MBBS from Pakistan.

Now Siraj made a startling revelation about some doctors who have done MBBS from Pakistan and are working in a hospital in Faridabad without clearing FMGE exam. However, Tehelka cannot verify the claim made by Siraj.

When asked how he would practice medicine in India if he fails to pass FMGE exams in future too, Siraj said he will do practice with some “jugaad” in India or will leave the country.

That was Siraj and Sadia for you. With MBBS from Dhaka and Pakistan, respectively, they are practicing in India without clearing FMGE, putting human lives at risk. Tehelka then met Rajesh Sharma [name changed], another student who has done MBBS from Stavropol, Russia, and is practicing in India despite failing to crack the FMGE exam even after several attempts. At the time of the Tehelka investigation, Rajesh had also failed the last FMGE exam conducted on 20th January, 2023. We met Rajesh posing as people who can fetch him a doctor’s job.

[Rajesh told Tehelka that he is working in a central government project in Delhi, without clearing FMGE. That too on behalf of some other doctor who has requested him to work at his place.]
Now, Rajesh reveales about the outsourcing business of some doctors. This involves licenced doctors taking over big under-construction government and private projects for health care needs of the labourers working on the site. The registered doctors, who are responsible for treating the workers if they receive any injury in a mishap at the site and for issuing fitness certificates to them, outsource their work through non-registered doctors like him. He admitted that he is part of such central government project. Registered doctors are awarded these projects for big sum, who, in turn, hire non-NMC doctors for very less salaries. This way, the former earn big profit, adds Rajesh.

Like other non-registered doctors, Rajesh also paid money to the middleman in order to clear the FMGE exam through unfair means. But despite that he failed to get through.

New Delhi : The Aam Aadmi Party said Thursday the Supreme Court’s order for setting up a committee to look into various regulatory aspects of the stock markets, including the recent Adani Group shares crash, is a “tight slap” on the Modi government.
“This has today proved that the Modi government is corrupt and useless,” AAP national spokesperson Sanjay Singh said at a press conference.
The apex court on Thursday ordered the setting up of a six-member committee headed by former top court judge A M Sapre to investigate the recent Adani Group shares crash triggered by the Hindenburg Research’s fraud allegations and other regulatory aspects related to the stock markets.
Protests broke out in Jammu and Kashmir’s Kupwara district on Wednesday soon after the body of a man who had allegedly gone missing in army custody was found by police.
Abdul Rashid Dar, a driver, 33, was picked up by the army from Kunan Poshpora for questioning on December 15. When the family sought his whereabouts, army said Dar fled from their custody.
The body was found at a forest in nearby Zirhama village. The body was handed over to the family after identification.
Soon after the family received the body, a large crowd turned up to join the protest, alleging Dar was killed in custody. They raised slogans demanding justice. The police said they are investigating the case.
New Delhi: Delhi Lt Governor V.K. Saxena on Wednesday approved Chief Minister Arvind Kejriwal’s proposal to allocate former Deputy Chief Minister Manish Sisodia’s departments to ministers Kailash Gahlot and Raajkumar Anand.
After Sisodia and Satyendar Jain resigned as ministers on Tuesday, Kejriwal had sent a proposal to allot eight portfolios to Gahlot and ten to Anand.
Out of 18 departments with Sisodia, the responsibilities for eight, including Finance and PWD, have been assigned to Gahlot and other ten, including Education and Health, have been assigned to Anand.
With their new responsibilities, both ministers will have now 14 departments each.
Gahlot, who already was holding charge of Law, Justice and Legislative affairs, Transport, Administrative Reforms, Information Technology, Revenue, and Women and Child Development, now has additional responsibility of Finance, Planning, Public Works Department, Power, Home, Urban Development, Irrigation and Flood Control, and Water.
Anand, who was in charge of Gurudwara Elections, SC & STs, Social Welfare, and Cooperatives, has been assigned Education, Land and Buildings, Vigilance, Services, Tourism, Art, Culture & Language, Labour, Employment, Health, and Industries.
New Delhi: Punjab NRIs Affairs Minister Kuldeep Singh Dhaliwal on Wednesday demanded to include both the Amritsar and Shaheed Bhagat Singh International Airport (Mohali) for direct flights connectivity to Canada, New York, Los Angeles, Chicago, Seattle and San Francisco (USA) etc underlying that the commencement of these direct flights would ensure great facility to large number of travellers for both sides.
Calling on Union Minister of Civil Aviation Jyotiraditya M. Scindia here, Punjab NRIs Affairs Minister apprised that large number of Punjabis and Overseas Citizenship of India (OCI) card holders had been living in Canada and USA since long. He requested on behalf of the Government of Punjab to include both the Airports of Amritsar and Mohali for direct flights connectivity to airports namely Vancouver, Toronto, New York, Los Angeles, Chicago, Seattle and San Francisco (USA) to redress this long pending demand of the Punjabi Diaspora living in these countries. He apprised the Union Minister that during the NRI Sammelans organised by Punjab Government in December last year the Punjabi NRIs emphasized for commencement of these flights.
The Minister pointed out that there had been a persistent demand for providing direct air connectivity between Amritsar and Canada. Citing that it is of utmost significant to make direct flights operational from Amritsar to Canadian cities, said the Minister adding that presently travelers both from Amritsar and Canadian cities are hugely inconvenienced, as they have to travel to or from New Delhi or other cities in India to reach their destinations.
Emphasizing that there is enough volume of travelers from Amritsar, Kuldeep Singh Dhaliwal informed the Union Minister that this volume of travellers could cater to at least five flights in a week of wide bodied aircrafts to Canada. The recent bilateral Air Services agreement between India and Canada includes other Indian cities but has excluded Amritsar in the list of cities for direct flight operations, said the Minister adding that the Amritsar should had also been included in these cities.
On behalf of large number of Punjabi travelers of this region and the State Government, Kuldeep Singh Dhaliwal also requested the Union Minister to revisit the agreement by including the city of Amritsar and Mohali for direct flight connectivity. He said that this direct air connectivity would be of great benefit to Punjabis besides addressing long pending issue of the people of the region. Dhaliwal revealed that Scindia assured to consider this demand on priority and to do sincere efforts for solving this issue.
New Delhi: After two jailed ministers of the Aam Aadmi party (AAP) — Manish Sisodia and Satyendar Jain — stepped down, Delhi Chief Minister Arvind Kejriwal has forwarded the names of two party leaders for their appointment to the Cabinet to Lt. Governor V.K. Saxena.
A source said that CM Kejriwal has recommended the names of party’ MLA Atishi and Saurabh Bharadwaj for the induction into the cabinet to L-G Saxena. Atishi and Bharadwaj are supposed to take the seat of Manish Sisodia and Satyendar Jain in the Delhi Cabinet.
Meanwhile, upon request from Delhi Chief Minister Arvind Kejriwal to accept the resignations of ministers who quit on Tuesday, Delhi Lt. Governor Saxena on Wednesday recommended the resignations to President Droupadi Murmu.
Of the 18 departments headed by Sisodia, the responsibilities of eight departments, including Finance and PWD, have been given to Kailash Gahlot, while the remaining ten, including Education and Health have been assigned to Raaj Kumar Anand for the time being till new ministers are inducted into the cabinet.
