Opposition meeting to protect democracy, Constitution: Kharge

Bengaluru:  The Congress is not interested in power or the post of prime minister, party president Mallikarjun Kharge said on Tuesday as leaders of 26 Opposition parties got together here to discuss strategy ahead of the 2024 Lok Sabha polls. In his inaugural address on the second day of the key Opposition meeting, he said, “Our intention in this meeting is not to gain power for ourselves. It is to protect our Constitution, democracy, secularism and social justice”.

He admitted to differences among opposition parties at the state level but noted that these are not ideological.

“These differences are not so big that we cannot put them behind us for the sake of the common man and middle class which is suffering due to inflation, for the sake of our youth who are suffering from unemployment, for the sake of the poor, Dalits, adivasis and the minorities whose rights are being crushed silently behind the scenes,” the Congress chief said.

He said 26 parties are here together, and in government in 11 states today. “The BJP did not get 303 seats by itself. It used the votes of its allies and came to power and then discarded them. Today, the BJP president and its leaders are running from state to state to patch up with their old allies,” he said.

New Delhi:  Lok Janshakti Party (Ram Vilas) leader Chirag Paswan said on Tuesday his party has joined the National Democratic Alliance following a positive discussion with the BJP over his “concerns” and asserted the ruling combine will win all 40 seats in Bihar in the 2024 Lok Sabha polls.

While declining to share details of his talks with BJP leaders, including Home Minister Amit Shah and party president J P Nadda, he asserted that his concerns related to Lok Sabha and Bihar assembly polls have been addressed positively by them.

Addressing a press conference, Paswan, however, made it clear that he will contest from Hajipur, a Lok Sabha seat currently represented by his estranged uncle and Union minister Pashupati Kumar Paras who, in turn, reiterated his claim on the constituency.

Security forces kill 4 terrorists in Jammu and Kashmir’s Poonch district

Four terrorists were gunned down in the Sindhara area of Poonch district in Jammu and Kashmir in a joint operation conducted by the Indian Army, Rashtriya Rifles, and Jammu and Kashmir Police personnel, 

The encounter, named “Operation Trinetra II,” began around 11:30 pm on Monday after security forces acted on specific intelligence inputs. Using drones and night surveillance equipment, the forces initially engaged in a confrontation with the terrorists. The operation was temporarily suspended until early morning when a heavy exchange of fire resumed.

The terrorists had been contained in a small area, with additional forces deployed to cordon off the location. This operation was particularly significant as it took place near the site where security forces had recently lost their lives.

The militants were carrying four AK-47 rifles, two pistols, and warlike stores. Authorities suspect the killed terrorists to be foreigners, and their identities are currently being verified.

This incident follows another successful operation on Monday when two terrorists were killed while attempting to infiltrate across the Line of Control (LoC) in Poonch.

Trinamool confidante bizman & channel owner Kaustav Roy arrested by ED

Kolkata : The Enforcement Directorate (ED) has arrested Kolkata-based businessman and the chief executive officer (CEO) of a popular Bengal news channel Kaustav Roy, known for his close association with West Bengal Chief Minister Mamata Banerjee, on charges of financial defalcation.

Sources said that Roy was summoned to ED’s office at Central Government Office (CGO complex at Salt Lake in the northern outskirts of Kolkata on Monday morning. However, he finally reached the central agency office at around 4 p.m. and after a marathon interrogation for around ten hours he was finally arrested by the ED sleuths at around 2 a.m.

Trinamool Congress leadership, however, has so far maintained total silence over the arrest of Roy, whose businesses and news channel had been under the ED scanner for quite some time.

In August last year, two teams of ED and the Income Tax departments conducted simultaneous raid and search operations at the residence and offices of Roy. At that point of time the chief minister described the central agency actions as a ploy by BJP and the Union government to gag the media.

Roy was in the midst of a controversy in May last year, after the state government formed a committee for planning and monitoring of welfare and development schemes and made Roy, with a debated background, as the chairman of the committee. However, later his name was scrapped after the- then state governor and the current Indian vice president, Jagdeep Dhankhar questioned the justification of Roy’s appointment for that crucial chair.

Roy, the Kolkata- based businessman, had been involved in multiple sectors like computer, software and media.

In March 2018, he, as the director of RP Infosystems, was arrested by the Central Bureau of Investigation (CBI) in connection with a Rs 515 crore bank fraud scam involving a consortium of banks, including Punjab National Bank and Canara Bank.

In September 2021, a Bengali channel owned by Roy, received a caution of cancellation of license from the Union ministry of Information & Broadcasting citing the Union ministry of home affairs’ denial of “security clearance”.

NCP split– BJP’s master stroke or self-goal ?

The opposition parties rally behind the beleaguered NCP patriarch, Sharad Pawar, after his nephew, Ajit Pawar, led a faction out of the party to join hands with the Shinde-led Maharashtra government. Has the BJP bitten off more than it can chew by ‘fomenting’ the NCP crisis?  A report by Amit Agnihotri

The opposition parties attacked the BJP for trying to break their unity ahead of the 2024 national polls by targeting Sharad Pawar’s NCP and said the saffron party’s plan would not succeed.

The Congress, NCP and Shiv Sena UBT, which are part of the Maha Vikas Aghadi in Maharashtra, said the BJP had split Shiv Sena last year and was now targeting NCP to dent the opposition unity ahead of assembly and Lok Sabha elections in the state next year. The TMC and the SP also slammed the BJP.

“The BJP’s dirty tricks department is working on overdrive in Maharashtra. This is not a legitimately elected government, but an ED-facilitated power grab. The Maharashtra government is a product of corruption and sin. The people have very well identified the traitors, corrupt and compromised leaders of Maharashtra and each of them will be taught the lessons of their lifetime in the next elections,” Congress leader KC Venugopal said.

Congress general secretary Jairam Ramesh said, “Clearly, the BJP’s Washing Machine has resumed its operations. A number of new entrants into the BJP-led alliance in Maharashtra today had been facing serious corruption charges with ED, CBI and Income Tax authorities after them. Now they have all got a clean chit.”

“Principles be damned, BJP should be the last party in the country talking about ideological alliances. They are just political opportunists wanting power at any cost. With the latest developments in Maharashtra, those MLAs who were corrupt and were jailed are now being sworn in as ministers,” said Shiv Sena UBT leader Priyanka Chaturvedi.

“Maharashtra has become a new laboratory for the BJP. By hook or crook, the BJP wants to be in government,” said Samajwadi Party chief Akhilesh Yadav.

“PM says ‘I am a guarantor against corruption’, but we saw in Maharashtra that those with corruption cases against their names were inducted into the alliance to form the government,” TMC leader Abhishek Banerjee said.

The NCP suffered a jolt when leader of the opposition in Maharashtra assembly, Ajit Pawar, nephew of Sharad Pawar, took oath as deputy chief minister on July 2 in the presence of chief minister Eknath Shinde (Shiv Sena) and deputy chief minister Devendra Fadnavis (BJP).

Ajit claimed the support of majority MLAs and said he would fight the 2024 national polls along with BJP. Later, both Ajit and Sharad factions held separate NCP meetings to show strength. Ajit claims he has 40 out of the 53 MLAs but Sharad says it is not true.

Sharad Pawar, 83, put up a brave front and said he was not worried over the revolt by his nephew Ajit. Pawar said he was receiving support from various corners of the country and would rebuild the NCP again. “I received a call from West Bengal chief minister Mamata Banerjee and Congress president Mallikarjun Kharge, and that is why I am not worried,” he said.

Ajit slammed his uncle and said it was time for him to retire and pass on the baton, to which Sharad Pawar replied that his age did not matter as he was still effective.

Asserting that he was not old yet, Sharad Pawar echoed former Prime Minister Atal Bihari Vajpayee’s words, saying, “Na tired hu, na retired hu.” (I am neither tired nor retired). “Do you know at what age Morarji Desai became the prime minister? I don’t want to become the PM or a minister but only want to serve the people,” Pawar said.

Former Congress chief Rahul Gandhi also spoke to Sharad Pawar and extended his support to the Maharashtra veteran. Sharad Pawar was the architect of the Maha Vikas Aghadi alliance in 2019 and was able to convince both then Congress chief Sonia Gandhi and Rahul Gandhi to support Shiv Sena leader Uddhav Thackeray as the new chief minister.

It was Pawar who had guided Uddhav to drop the Sena’s long-standing alliance with the BJP and start a new chapter in Maharashtra politics. Initially, Sonia Gandhi was reluctant to back Uddhav as chief minister given Sena’s strong links with BJP but later agreed to Pawar’s proposal.

The Congress, which had just 44 MLAs in the 288 member Maharashtra assembly, had been initially reluctant to support a Sena leader as chief minister but was later convinced by Sharad Pawar whose NCP had 53 MLAs but was able to play the king-maker.

In June last year, the BJP took its revenge from Uddhav by engineering a split in the Shiv Sena and making rebel Eknath Shinde the new chief minister. Former chief minister and BJP leader Devendra Fadnavis was named the deputy chief minister to ensure that Shinde brought the majority Sena MLAs along with him.

After the last year’s split, there was a tug of war between the Shinde and the Thackeray factions who claimed that they were the original Sena. Both Shinde and Thackeray claimed to be the real custodians of the Shiv Sena formed by Uddhav’s father late Bala Saheb Thackeray. Later, the Election Commission allotted the party symbol to the Shinde faction leaving the Shiv Sena UBT a separate party.

Since then, the Congress, Sena UBT and NCP have been fighting the BJP together and plan to do so in the 2024 national polls. Sharad Pawar has been playing a crucial role in Rahul Gandhi’s plans to forge an anti-BJP platform at the national level ahead of the next Lok Sabha elections.

The first such meeting of 15 like-minded parties took place in Patna on June 23, where Sharad Pawar and his daughter Supriya Sule, also the working president of the NCP, had attended the conclave.

Ajit Pawar, who had been left out of the NCP’s succession plan announced by Sharad Pawar, was reportedly miffed over the opposition meeting. Interestingly, the NCP coup took place days before the next opposition meeting in Bengaluru on July 14.

Though Bihar chief minister Nitish Kumar is being credited for organizing the Patna show, Pawar’s role in the scheme of things could be gauged from the fact that he, and not Kharge, announced that the second meeting of the 15 like-minded parties would take place in Bengaluru on July 14 instead of Shimla on July 12 where the grand old party was to host the event.

Though there were initial reports quoting JD-U leader KC Tyagi that the opposition meeting had been deferred, the Congress asserted that the gathering would take place on July 17 and 18 in Bengaluru where the parties would present a roadmap to defeat the BJP in the 2024 national polls.

However, the latest NCP crisis was deep rooted as even senior party leaders like Praful Patel, Chhagan Bhujbal and Aditi Tatkare, who were Sharad Pawar’s loyalists, joined the state government along with Ajit Pawar.

Praful Patel said he felt like ‘laughing’ listening to the claims of leaders at the opposition meeting in Patna on June 23 and noted that parties with one or no MPs were claiming to bring about a change. Patel claimed that last year, the legislators and ministers of the undivided NCP had requested Sharad Pawar to go with the BJP when the Uddhav Thackeray-led MVA government was on the verge of a collapse. “If we could accept the ideology of the Shiv Sena, what is the objection in going with BJP,” he said.
Opportunity for MVA
The Congress said that Ajit Pawar joining the Maharashtra government as deputy chief minister had exposed the BJP and showed that the saffron party’s earlier experiment of breaking the Shiv Sena had failed.
The Congress, NCP and Shiv Sena UBT claimed that they will fight the coming Lok Sabha polls together and the BJP had tried to break NCP as it feared the MVA would get most of the 48 parliamentary seats in Maharashtra. The Sena UBT described Ajit joining the government as a three-wheeler government in which the front wheel CM Shinde was punctured.

The Sena UBT also claimed that the BJP had inducted Ajit to sideline Shinde and would soon promote Ajit as chief minister as the saffron party needed a Maratha leader to head the alliance government.

The Sena UBT further said that the BJP’s moves to break the Sena last year and NCP now had exposed the saffron party and that the voters were not happy over such politics. They cited that the BJP had earlier sworn Ajit as deputy chief minister in 2019 to break the MVA but he soon returned to the NCP.
The Sena UBT leaders claimed that many MLAs who had left the party to join the Shinde faction now wanted to return to work with Uddhav Thackeray.
“Since the NCP’s leadership change issue surfaced recently, we had been speculating that Ajit Pawar, who was not made Sharad Pawar’s successor, would be upset. But his joining the Shinde-Fadnavis government shows the BJP is behind the entire episode. They had lured him in 2019 and they have lured him again. They wanted to weaken the MVA ahead of the assembly and the Lok Sabha polls. Ajit’s exit may dent the NCP as he claims several MLAs are with him but for us, Sharad Pawar and his daughter Supriya Sule are the party. How Sharad Pawar deals with the issue remains to be seen but the MVA is going to be intact,” said a senior Congress leader.
The Congress said the coup in the NCP was unfortunate but the crisis has provided an opportunity to the grand old party to re-strengthen in Maharashtra. As a result, the leader of the opposition post in the assembly, held by Ajit Pawar, would also come to the Congress.
The NCP has 53 MLAs in the house while the Congress has 45. The LoP post had therefore gone to the NCP as it was the single largest party in the opposition post the breaking up of the Shiv Sena last year.

The NCP crisis created the buzz of a possible alliance between Uddhav Thackeray and MNS chief Raj Thackeray. The buzz started after MNS leader Abhijit Panse met Sanjay Raut, leading to speculation about a possible truce between the estranged Thackeray cousins against the backdrop of the changed political situation in Maharashtra.

Shiv Sena UBT leader Sanjay Raut said that Sharad Pawar’s fight against the revolt in his party at this age was inspiring and clarified that there was no need for any mediator to initiate talks between Maharashtra Navnirman Sena president Raj Thackeray and Uddhav Thackeray, as both were brothers.

However, MNS chief Raj Thackeray also met chief minister Eknath Shinde, fuelling speculation about him backing the Shiv Sena.

Recently, Sanjay Raut had claimed that about 20 MLAs from Shinde’s group were in touch with his party since Ajit Pawar joined the state government.

On his part, Sharad Pawar started a mission to rebuild the NCP saying he will visit Nashik, Pune, Solapur and parts of the Vidarbha region, which were constituencies of rebels Chhagan Bhujbal, Dhananjay Munde and other MLAs. The veteran kicked off his state-wide tour from Yeola in Nashik, the assembly constituency of Bhujbal. “You can criticise my policy and programmes but no personal attacks,” Pawar warned Bhujbal who has been a close aide for three-decades. The veteran said that usually he was right in judging people but had made a mistake in the case of Bhujbal.


BJP-Sena’s woes
While the BJP-Sena claimed advantage following the split in NCP, the saffron party faced questions how it would work in seats it had been fighting Sharad Pawar’s party for the past four decades.
Also, the BJP’s move to make some of the new MLAs who came with Ajit Pawar ministers, had upset the Shiv Sena MLAs. Also, several BJP leaders were waiting to get cabinet berths but it was not possible to accommodate all of them.
For the record, Chief Minister Eknath Shinde stressed that Ajit Pawar’s entry into the ruling coalition posed no threat to him. “With our government now made up of three parties, the strength of our MLAs is more than 200. Our government is only getting stronger. We have the support of PM Modi and HM Amit Shah,” said Shinde.


However, deputy Chief Minister Devendra Fadnavis met with Chief Minister Eknath Shinde several times amid reports that Shiv Sena legislators had been reportedly upset after the NCP faction led by Ajit Pawar joined the state government. Ajit Pawar’s remark that he “wanted to be the Chief Minister” had also created a flutter in political circles.


Fadnavis said that cabinet expansion will take place soon and asserted that his party doesn’t engineer splits in other parties but noted that it never stops those who want to come along.
BJP leader Pankaja Munde, who had been upset over the recent developments, came out and said she was taking a two-month break from politics. She also said that new experiments were being done in Maharashtra politics. “The BJP has 105 MLAs. Many of them are dissatisfied but can’t speak out because they are afraid. Narendra Modi had said ‘na khaunga na khane dunga’ (I won’t tolerate corruption) and people had liked that slogan.”
Amid the claims from both sides, Maharashtra Assembly Speaker Rahul Narwekar served notice to MLAs of the Shiv Sena led by Eknath Shinde as well as 16 legislators belonging to Uddhav Thackeray’s Shiv Sena UBT asking why their membership should not be terminated following disqualification proceedings. Narwekar asked them to reply to the notice in seven days.
Reacting to the move, Shiv Sena UBT chief Uddhav Thackeray said the show cause notice issued to all 54 Sena MLAs by Maharashtra Assembly Speaker Rahul Narwekar was in accordance with the Supreme Court order and nobody could escape it. “The Supreme Court verdict is crystal clear. The Speaker will have to make a decision in that framework. Any decision outside of it will be against democracy and I am sure that the Speaker will not do such a thing. And if it is done, we can always approach the court again,” said Thackeray.

ED extension row: Why Caesar’s wife must be above suspicion?

There is a famous saying that “Caesar’s wife must be above suspicion”, meaning thereby that if one is involved with a famous or prominent figure or institution, one must avoid attracting negative attention or scrutiny. Caesar divorced his wife Pompeia, saying that “my wife ought not even to be under suspicion”.

The recent Supreme Court observations pulling up the Centre for back-to-back extensions granted to Enforcement Directorate chief in 2021 and 2022 mentioning that both these illegal and invalid points point to a needle of suspicion. The Court has asked the Director of Enforcement, S.K. Mishra to step down on July 31.

The Supreme Court had directed the government in 2021, to not to grant any extension to the incumbent beyond November that year.  Again in May this year the court had rapped the government for granting a third extension to the ED Chief. The Court has observed, ‘Is there no other person in the organisation who can do his job? Can one person be so indispensable?’ The Supreme Court Bench has made it clear that ‘it is not at the sweet will of the government that the extensions can be granted to the incumbents…’ It can be done only on the basis of the recommendations of the appointment committee concerned.

The top Court had issued a mandamus that no further extension shall be granted to the ED chief. However, the Centre retained Mishra claiming that the extension was necessitated by administrative reasons and was vital for India’s evaluation by the Financial Action Task Force (FATF).

The heads of the CBI and ED have an assured term of two years regardless of superannuation.  The present ED chief was first appointed as a director for two years on November 19, 2018. Later, by an order dated November 13, 2020, the central government modified the appointment letter retrospectively and his two-year term was changed to three years. The Government promulgated an ordinance last year and later passed law, under which the tenure of the ED and CBI chiefs could be extended by up to three years after the mandated term of two years.

The credibility of the premier probe agency has repeatedly been dented with opposition parties often accusing the Centre of misusing the ED — the agency that investigates cases of money laundering and violation of foreign exchange laws and has ‘unfettered’ powers — to settle political scores.

The row over the appointment or extension of officers has only made matters worse. The onus is now on the Centre to implement the laws and rules in earnest so as to ensure efficient and controversy-free functioning of both agencies. The impression should not go that the ED is randomly picking people and investigating. The observations by the top Court certainly put an onus on the government and the probe agency Enforcement Directorate to establish that its credentials are above board.

Supreme Court asks Delhi L-G & CM to sit together to decide DERC chairman’s name

New Delhi : The Supreme Court on Monday asked the Lieutenant Governor and Delhi Chief Minister to “sit together” and “rise above political bickering” to mutually decide on the name of the Chairman of Delhi Electricity Regulatory Commission (DERC).

“Why don’t two constitutional functionaries (Delhi L-G and CM) sit down and make it work? They have to rise above political bickering. We do not want to step into this, we want both sides to arrive at a solution, ” said a bench led by Chief Justice of India D.Y. Chandrachud and comprising Justices P.S. Narasimha and Manoj Misra.

“We will approach the Delhi L-G tomorrow, ” said senior advocate Abhishek Manu Singhvi, who represented the Delhi government, in response to the suggestion put forth by the court. “It will only be miraculous that both of them (Delhi L-G and CM) agree on a name, ” he added further.

The reservations expressed by Dr. Singhvi were opposed heavily by senior advocate Harish Salve, appearing for Delhi L-G. “It is unfortunate that the Delhi government lawyer (Dr. Singhvi) starts by saying that he has no hope. The first reaction should be yes, we’ll do it, ” he said.

The court has posted the matter for further hearing on July 20. Earlier on July 4, the Supreme Court had asked the Delhi Lieutenant Governor to not administer oath of office to the newly appointed DERC Chairman Justice (retired) Umesh Kumar. It had directed that the administering of oath to the former judge of Allahabad High Court will stand deferred till July 11.

The top court was hearing the petition moved by the AAP-led Delhi government’s plea claiming that appointment of the DERC Chairman was ‘illegal and unconstitutional’.

It claimed that the appointment was made by ‘overlooking’ the aid and advice of the elected government.

On June 22, L-G V.K. Saxena had appointed Justice (Retd.) Umesh Kumar of the Allahabad High Court as the Chairman ignoring Delhi’s government’s recommendation to appoint retired MP High Court Judge, Justice Rajeev Kumar Shrivastava.

The Delhi government has challenged Section 45-A of the GNCTD Act introduced through the recent ordinance giving overriding powers to the Lieutenant Governor over the elected government in the matter of appointments.

Fresh violence in Manipur worries as they threaten to pull in Naga community:Congress

New Delhi : After two more persons were killed in Manipur, the Congress on Monday said violence continued unchecked amid the silence of Prime Minister Narendra Modi, and that the fresh violence was more worrying as “they threaten to pull in the Naga community in the already ongoing conflict”.

Taking a swipe at the central and state government, Congress General Secretary Randeep Singh Surjewala said, “The Manipur violence continues…’unchecked, uncontrolled and unabated’ amidst mysterious silence of PM Modi, complete inaction of HM (Amit Shah) and complicity of BJP CM N Biren Singh.”

He said, “The Government of India has left Manipur to fend for itself, without bothering or caring for finding a solution or healing the wedge between communities. The latest acts of violence are even more worrying as they threaten to pull in the Naga community in the already ongoing conflict.”

Surjewala also said that nearly 130 dead, 1, 000 injured, over 70, 000 displaced. “But no one cares. Time for PM Modi to act, before it’s too late, ” the Rajya Sabha MP added.

His remarks came a day after two more people were killed in Manipur. Ethnic clashes erupted in Manipur on May 3 and since then over 100 people have died and thousands have been forced to take refuge in relief camps

The Congress has questioned the silence of the Prime Minister and also demanded immediate removal of the Chief Minister.

The Congress has also said that it will raise the issue of Manipur violence in Parliament’s Monsoon Session and want the Prime Minister to tell the country about the actions taken till date to control the violence.

Three more J&K Government employees dismissed for alleged terror links

The Jammu and Kashmir government has terminated the services of three government employees, citing a “threat to the security of the state.” The terminations were carried out under Article 311(2)(C) of the Constitution, which allows the government to dismiss employees without conducting an inquiry.

The latest dismissals follow the termination of two doctors linked to the Shopian rape-murder controversy, also under the same law, less than a month ago. 

The individuals affected by the recent decision are Faheem Aslam, the public relations officer (PRO) of Kashmir University, Murawat Hussain Mir, a revenue officer, and Arshad Ahmad Thoker, a police officer.

Faheem Aslam, who has a Master’s degree in Mass Communication and Journalism from Kashmir University, has been working as the PRO at the university since 2008. Previously, he served as a correspondent for the local English daily Greater Kashmir. 

Murawat Mir, a resident of south Kashmir, was appointed as a junior assistant in the revenue department in 1985. 

Arshad Thoker joined the J&K Police’s armed wing as a constable in 2006 and was later transferred to the Executive Wing in 2009. Article 311(2)(C) empowers the government to terminate employees without seeking explanations or conducting inquiries into their conduct. In the past 18 months, approximately 52 employees have had their services terminated by the J&K government due to being perceived as a “threat” to state security. However, neither the terminated employees nor the media have been provided with the reasons behind these terminations

Stalin to attend Oppn leaders’ meeting in Bengaluru

Chennai : Tamil Nadu Chief Minister, M.K. Stalin will leave for Bengaluru on Monday to participate in the meeting of opposition leaders to be held on July 17 and 18.

A dinner meeting of all the leaders will be held on Monday evening.

According to a source, Stalin has been emerging as a major voice in the Opposition unity against the BJP, and his presence in Bengaluru is being considered ‘very important’.

The two-day meeting in Bengaluru will host representatives of 24 political parties in the Karnataka capital.

Political parties of Tamil Nadu like MDMK and VCK would also take part in the meeting, besides DMK.

This would be the second meeting of Opposition leaders after Bihar Chief Minister and Janata Dal-United leader Nitish Kumar initiated such a move after meeting all the senior leaders across the country to unite against the BJP.

The first meeting was held in Patna on June 23.
