Rajasthan Home Minister blames police for not saving mob lynching victim in Alwar

Rajasthan Home Minister GC Kataria blamed the police for the delay in providing medical attention to the victim of mob lynching, a 28-year-old man at Lalawandi village in Alwar District. By the time the police took Khan to the hospital, he was declared brought dead.

Kataria reportedly said that the police prioritized the safety of cows over the injured man.

Home Minister Katarai added, “It was not the duty of the police to send cows to cow-shed first, they should have taken the injured to the hospital first. They wasted time in sending the cows to cow-shed. He could have been saved, efforts could have been made.”

On July 23, NRK Reddy, Special DG heading a four-member probe team, admitted that there was indeed an ‘error in judgement’ on the part of local police officials.

Sources revealed that the police personnel first took the cows to a shelter that was at a distance of nearly 10 km, and then took the victim to the hospital where he was brought dead. He had been beaten by a mob on July 21 on suspicion of being a cow smuggler but his life could have been, possibly saved had he received timely medical care.

Victim’s brother Ilyas Khan gave a conflicting statement saying that “We do not doubt the police at all. We want justice and severe punishment should be given to those who killed him.”

Media reports revealed that the Alwar police took three hours to get the victim to a hospital which was only 6 km away.

Hundreds of people are missing, and several feared dead after the hydropower dam in southeast Laos collapsed

According to the officials, the accident in the southeastern state of Attapeu has released five billion cubic metres of water, sufficient to fill more than two million Olympic swimming pools.

As per the reports, lot of people are feared dead in this accident and hundreds of people are missing.

Numerous houses which were located in the southern part of the district also swept away.

The officials have begun the rescue operations.

The hydropower dam project, which is estimated to be worth $1.2 billion is being built by Xe Pian-Xe Namnoy Power Company.

The Construction of the dam began in the year 2013 and was expected to complete in the end of 2018, with plans to start operations in 2019.

According to sources, the companies involved in the project are Thailand’s Ratchaburi Electricity Generating Holding, South Korea’s Korea Western Power and the state-run Lao Holding State Enterprise.

The project was expected to export 90 percent of its electricity to Thailand.

Uttar Pradesh government submits first draft report to SC on restoration of Taj Mahal

The Uttar Pradesh (UP) government on July 24 presented the first draft report of its comprehensive plan to the Supreme Court (SC) on the restoration of Taj Mahal (UNESCO World Heritage Site).

The state government assured that it would seal polluting factories, would declare entire Taj Mahal precinct as a no-plastic zone, impose a complete ban on construction activities on the river Yamuna floodplain, ensure better traffic management and more space for pedestrians to protect and preserve the Mughal mausoleum and its environs.

The move comes following the SC’s observations on July 11 on state government’s apathy towards depleting conditions of the 17th century iconic monument.

Aishwarya Bhati, one of the lawyers of UP government, said that there would be a complete ban on construction activities, traffic would be managed in a better way, and efforts would be made to promote better pedestrian movement. All these steps would be taken to protect the Mughal mausoleum.

The state also said that more tourism hubs should be created and a comprehensive traffic management plan was needed to promote pedestrian movement within the precinct.

The draft report states roads along the Yamuna riverfront should be planned in such a manner that traffic is limited. The report also mentioned there should be no construction on the Yamuna floodplain and the riverbank should only have natural plantations.

Rahul writes to CBSE chief seeking probe into alleged NEET data leak

In wake of reports that data of National Eligibility and Entrance Test (NEET) 2018 applicants may have been leaked, Congress President Rahul Gandhi on July 24 wrote to Anita Karwal, Central Board of Secondary Education (CBSE) chairman, seeking a probe into the alleged leak.

In a letter addressed to CBSE Chief Karwal, Rahul stated, “It is alleged that data of candidates who appeared for NEET this year, is available on certain websites for a price and has leaked data of over 2,00,000 students.”

“I am shocked by this wide scale theft of personal data that has compromised the privacy of candidates across the country. This highlights the serious lack of safeguards to prevent data breach and calls into question the ability of the CBSE to ensure the sanctity of the examination process,” Rahul stated in his letter.

While urging the CBSE chief Karwal to order an inquiry against the officials responsible for the breach, he said, “In addition, I request you too put in additional safeguards to prevent the recurrence of such data breaches.”

A media report revealed that the personal details and data of nearly 2.5 lakh students appearing for NEET exam were on sale for Rs 2-2.5 lakh online. Report further says that the company collecting the students’ data said that the details which are collected helped career counselors to connect with students thereafter.

The NEET was conducted by CBSE on May 7, for which over 13 lakh candidates appeared across the country.

PM Modi’s Rwanda Visit: India extends $200 million credit lines

India has extended $200 million lines of credit to Rwanda as Prime Minister Narendra Modi who is on a three-nation African tour reached Rwanda on July 24 and held talks with President Paul Kagame and discussed measures to strengthen bilateral ties by in defence, trade and agriculture sectors.

While addressing a sizeable group of the Indian community in Rwanda, PM Modi hailed the Indian diaspora living outside India as ‘rashtradoots’ or ambassadors for the country.

“I am delighted to interact with the Indian community in Rwanda. All over the world, the Indian diaspora is making a mark. They are now our ‘Rashtradoots’,” Pm Modi added.

While highlighting NDA-led government schemes which have benefitted the Indian population in the last four years PM Modi said that eight crore toilets were constructed across the country and lakhs of villages were now Open Defecation Free under the Swachh Bharat initiative.

“When India completed 70 years of Independence, 18,000 villages were having no electricity. We made a decision to ensure electricity in every home in the next 1,000 days. And we did it. Still, four crore houses have no electricity, but we will achieve this in one year” he added.

India and Rwanda also signed MoUs on collaboration in the areas of leather and allied sectors, dairy cooperation, agricultural research and education collaborations between Rwanda Agricultural Board and Indian Council of Agricultural Research.

While addressing a joint statement in Kigali along with President Kagame, PM Modi said, “We are going to open a High Commission in Rwanda soon. This will not only establish communication between our respective governments but also enable facilities for consular, passport, visa and other services.”

President Kagame in his remarks said that PM Modi’s visit represents a milestone between the long-standing friendship between Rwanda and India.

After finishing his engagements in Rwanda, PM will travel to Uganda, where he will hold meetings and other engagements on July 24 and 25.

26/11 Mumbai plotter David Headley admitted to hospital after attack in US Jail

The Pakistani – American convict David Coleman Headley who has been sentenced to 35 years in a prison by a US court for the 2008 terrorist attack on Mumbai, was battling for his life after an attack by prisoners at the US Jail.

According to some media reports, On July 8, David Headley was attacked by two other prisoners and got seriously injured.

Post this incident, he was taken to the North Evanston hospital, where he was admitted to the critical care unit.

David Headley was arrested in the year 2009 for terrorist attack on Mumbai that killed more than 160 people.

US authorities has refused to comment.

Aurangabad District Magistrate to submit report on Maratha reservation

The Maratha community has continued their agitation demanding reservation in government jobs and education in Gangapur tehsil of Aurangabad District on July 24.

In the wake of the Maratha reservation uproar, Aurangabad District Magistrate Uday Choudhary, said that a report on the issue of reservation would be submitted soon to the state government.

“Maharashtra government has accepted most of the demands of Maratha Kranti Morcha and the report for the main demand for reservation will be sent to the government shortly,” Choudhary added.

“We will provide immediate compensation of Rs.10 lakh to the family of the youth who drowned in the river. His brother will be offered a government job,” Choudhary added.

The Maratha community called for a protest seeking reservations in government jobs and the protest took a sudden turn when a protestor Kakasaheb Shinde jumped into the Godavari River in middle of the ‘Jal samadhi’ agitation.

As per the police, the youth is a resident of Kaygaon village in Aurangabad District, he died due to drowning, after he jumped off a bridge during agitation.

A protestor Yogesh Shirke, alleged that the police provoked the youth during agitation to take the extreme step.

“When we came to take ‘Jal Samadhi’, the police started provoking us and challenged us to take samadhi “if we actually have Maratha blood running through our veins”,” said Shirke.

Following the death of the youth, Maratha Kranti Morcha workers demanded the declaration of Shinde as a “martyr”, a compensation of Rs. 50 lakh for his family, and a government job for his brother.

WhatsApp rumour: Madhya Pradesh Police arrest 12 people for lynching mentally-ill woman

Madhya Pradesh Police have arrested 12 people in an another case of mob lynching, for allegedly beating an unstable woman aged between 25 and 30 years to death on the night of July 19 in Singrauli District on suspicion of being a child-lifter after a WhatsApp message about child lifters was circulated by locals.

The woman is yet to be identified, said Riyaz Iqbal, superintendent of police, Singrauli.

Heera Singh Gond, a resident of village Katarihar, hit the woman with an axe while Gopal Singh, Durga Singh and Devlal Singh, all residents of Bhosh attacked the woman with lathis and sticks, police said.

Investigating officer Narendra Raghuvanshi said that they received a complaint that a body of a woman was found in a drain of a nursery near the forest area. The case has been registered in Morwa police station regarding the same.

“We received information on July 20 that a body of a woman was found in a drain in a nursery. She was not looking mentally stable. The woman died due to a head injury,” investigating officer Raghuvanshi added.

Police booked a total of 14 people under sections 302, 201, 147, 148, and 149 of the Indian Penal Code in the case. “We have arrested 12 out of 14 accused,” the investigating officer confirmed.

SP Iqbal said that the accused have confessed to their crime and weapons of the crime had been seized.

The other accused who joined the group and attacked the woman includes, Deepnarayan Singh, Raghuvir Singh, Ram Singh, Ramashankar Sahu, Gambhir Singh, Ramcharan Singh, Lakhpati Singh, Karan Singh, Jagshah Agaria and Rambali Singh.

Officer Raghuvanshi said that they are making announcements in the district and trying to make people aware not to believe in such kind of rumours.

Bihar government passes new Liquor Amendment Bill

Nitish Kumar-led Bihar Government on July 23 unanimously passed an amendment law on liquor prohibition in the monsoon session of the state assembly. The amendment has been passed by voice vote in the assembly.

According to the new amendment anyone caught drinking will be fined Rs 50,000 or three-month jail for the first time. And for the second-time offenders will be given a one-year jail term for the same.

Chief Minister Nitish Kumar while addressing the house, Kumar said, “Liquor ban was introduced for the poor people. They were wasting a major part of their income in buying alcohol. Domestic violence was high. I did this for the betterment of poor.”

The Bill contains about 16 amendments that offer relief to people found violating the various provisions under the law.

CM Kumar added that following liquor ban in the state, the number of drinkers has dropped to 62 percent and over 39,000 people have been arrested for liquor consumption since the implementation of the law.

Asian Development Research Institute economic survey revealed that following the ban on liquor in the state there is a gradual decrease in the number of criminal cases and a rise in spending of money on clothing and food items.

The government had imposed a ban on consumption, stocking and sale of liquor in the state in April 2016.
