Gurez Encounter: Four Army troopers, 2 militants killed

Four army men, including an Army major and three soldiers, and two suspected militants were killed on August 7 in an encounter along the Line of Control (LOC) in Gurez, north Kashmir’s Bandipora District while foiling an infiltration bid.

An army officer said that army men of 36 RR intercepted a group of infiltrators near Bakhtor area of Gurez along LOC and the forces challenged the movement of infiltrators and they opened gunfire.

An unidentified Army officer revealed that Major KP Rane, soldiers Jamie Singh, Vikramjeet and Mandeep were killed in the gunfire.

Senior Superintendent of Police of Bandipora, Zulfikar Ahmad, reportedly said that the firing started around 1 am.

The army officer, however, said that bodies of the two militants who were also killed in the incident are yet to be recovered.

1993 Mumbai blast convict Abu Salem’s Parole plea rejected by Bombay High Court

Bombay High Court on Tuesday rejected the parole application filed by Abu Salem to get married.

Abu Salem, 1993 Mumbai blast convict had approached the Bombay High Court seeking 45-day parole to marry Mumbra resident Kausar Bahar.

However, in past also Salem’s parole application was rejected on the grounds of security.

Last month Abu Salem was in the news after he sent a legal notice to the makers of the movie ‘Sanju’, alleging that the makers of the movie had portrayed wrong information about him.

The gangster is serving a life sentence in jail after being found guilty in the 1993 Mumbai blasts.

Chandigarh – Shimla highway jammed

The highway leading Chandigarh to Shimla is blocked since three in the morning due to an accident. Traffic came to standstill on both sides. Hundreds of passengers and daily commuters are stuck.

It is pertinent to say that the four Lane widening work is going on this road which has made these hills fragile and mud and stones are sliding down due to intermittent rain making the things difficult for the administration to clear the road.

Parliament passes Criminal Law (Amendment) Bill, 2018, death penalty for child rape convicts

The Parliament on August 6 passed the Criminal Law (Amendment) Bill, 2018 with the Rajya Sabha clearing it by a voice vote. The bill ensures stringent punishment for those convicted of raping girls below 12 years of age.

The bill was passed by Lok Sabha last month.

Minister of State for Home Kiren Rijiju reportedly said, “Both houses of the Parliament have passed Criminal Law Amendment Bill and now we will ensure that this act takes effect in the manner in which it has been envisaged. There are various other steps taken to ensure speedy trial.”

The amendment came in wake of steep increase in incidents of rape of minors.

The bill replaces the Criminal Law (Amendment) Ordinance promulgated on April 21, 2018, by President Ram Nath Kovind. The bill stipulates stringent punishment for perpetrators of rape, particularly of girls below 12 years and the death sentence has been provided for rapists of girls under 12 years.

The Bill stipulates a minimum jail term of 20 years which may go up to life in prison or death sentence, for the rape of a girl under 12 years.

In the case of gangrape of a girl below 12 years of age, proprietors will get life imprisonment or death.

In case of rape of a girl below 16 years, the minimum punishment has been increased from 10 to 20 years and it is extendable to life imprisonment also.

The punishment for the gangrape of a girl below 16 years of age will invariably be imprisonment for the rest of the life of the convict.

The cabinet also decided to put in place a number of measures for speedy trial and investigation of rape cases.

According to the Bill, the fast-track special courts will be set up to exclusively deal with rape cases.

According to Bill Woman judge will hear the rape case and a woman police officer will record the statement of rape victims.

Commuters affected as Transport Unions go on nationwide strike

A nationwide transport strike announced by the All India Motor Transport Organisation on Tuesday is expected to affect normal life in several states across the country. The strike was announced to oppose the proposed Motor Vehicle (MV) Amendment Bill, which was passed by the Lok Sabha and is now awaiting the Rajya Sabha’s nod. The transporters also demanded the removal of hike in insurance premium and restricting the price hike in petroleum products.

Office travelers and students faced a distressing time because of the strike. The transportation of goods and other essential commodities would also get affected.

Kerala commuters faced trouble in commuting on Tuesday morning as Vehicles, including private buses, auto rickshaws, taxis, freight vehicles and most of the Kerala State Road Transport Corporation (KSRTC) buses are on two-day strike. 

Due to Nationwide strike, Haryana Roadways State Transport would be witnessing a one-day strike and in Bhubaneswar too, buses and heavy vehicles will stay off the roads.

The nation-wide strike called by All India Road Transport Organisation has been supported by various organizations like AITUC, CITU, INTUC, among others. This is the second time that the road transport unions have called a strike against the proposed amendments.

Jammu and Kashmir: Amarnath Yatra resumes

Amarnath yatra resumed on Tuesday, with a small batch of 454 pilgrims left Jammu for Kashmir valley after being suspended for two days due to security reasons following the protests by separatist leaders against the removal of Article 35A.

According to police, Amarnath pilgrims left in groups of 11 vehicles from Bhagwati Nagar Yatri Niwas for Baltal and Pahalgam base camps.

Over 2.70 lakh pilgrims this year have performed Amarnath Yatra.

The Amarnath Yatra which started on June 28 will conclude on August 26.

UP: 24 rescued from horror house of Deoria shelter home

After the horror house incident of Bihar’s Muzaffarpur, a similar case has emerged from Uttar Pradesh (UP) where 24 girls have been rescued from a shelter home in Deoria district on August 6, after found to be allegedly involved in human trafficking.

The incident came to light after a 10-year-old girl from Bettiah, Bihar, managed to escape the shelter home in Deoria district and reached the police station to narrate her ordeal. 18 out of total 42 girls enrolled are said to be missing. They were being forced to engage in sex racket and work as domestic servants.  

Chief Minister Yogi Adityanath has immediately transferred Deoria District Magistrate (DM) Sujit Kumar for his negligence to check running of unauthorized Ma Vindhywasini Shelter Home. Etah DM Amit Kishore has been appointed as the new DM. Kumar, who has been unceremoniously shunted out was found that he allowed the shelter home to function in full swing despite its license was canceled in June 2017 by the government on the basis of complaints about its malfunctioning.

Adityanath has also ordered initiation of departmental proceedings against former probation officers Anoop Singh and Neeraj Kumar and ordered the immediate suspension of the former district probation officer, Abhishek Pandey for his negligence of duties. He has also sought reports from all the district magistrates after immediately inspecting such shelter homes running in other districts within 12-hours.  

A two-member high-level committee led by Principal Secretary Renuka Kumar and Additional DG Police Anju Gupta has been deputed for conducting the first-hand investigation into the case.

Meanwhile, IG Law and Order Praveen Kumar while briefing the media about the details of Deoria shelter home case said, “A case has been registered and police teams are investigating every person involved in this crime.  Two persons Girija Tripathi and Mohan Tripathi have been arrested in this connection. We are calculating the total number of girls in the shelter home, medical examinations of recovered girls are also being conducted there. Cases have been registered under the relevant provisions of IPC, Juvenile Justice Act and POSCO Act.”

Despite best efforts, the version from the shelter home management could not be obtained but local sources confine that ever since the new government has come to power it became harder for the management to run the home. Their license was canceled and aid was stopped. Despite the cancellation, various government departments continued to send inmates to cater them in the shelter home. The management had approached the high court for their grievances against the government.

Congress MLA Aditi Singh lambasted on the BJP government and said, “This shocking case has exposed the hollowness of BJP flagship campaign- Beti Padao-Beti Bacho (Save Girl Child, Educate Girlchild). The efforts of government have miserably failed to provide safety and security to women. One after another such incident ashamed the state.”

Earlier in a similar case, 44 girls were rescued from a shelter home in Bihar’s Muzaffarpur after it was found out that they were being abused by the owner of the NGO, Brajesh Thakur, was raping the minors along with many of his accomplices.

Andhra Pradesh CM allocates over 100 acres land for energy storage in state

Andhra Pradesh Chief Minister Chandrababu Naidu on August 6 said that around 100-150 acres of land has been allocated to develop energy storage facilities in the state. He announced this on the occasion of the inauguration of world’s first-ever high energy storage device developed by Bharat Energy storage technology (BEST) in Amaravati.

The device is a thermal battery, first-of-its-kind anywhere in the world, is a revolutionary and disruptive technology patented by Dr. Patrick Glynn in 2016 in India.

Andhra CM Naidu further said that as part of the second phase of the power sector reforms, priority was being given for alternative energy sources and storage facilities.

CM added that “There is a huge potential for solar energy and no other country can beat India in solar energy. A 1000 MW solar energy plant has been set up in Kurnool district. In addition, solar pump sets were distributed to farmers in Vizianagaram district,” he added.

He further informed that Amaravati city would be developed as a green city with 50 percent green cover and renewable energy.

He further added, “Smart power grid would be developed in Andhra Pradesh. The state government is giving priority to solar and wind energy in Kadapa, Anantapur and Kurnool.”

DMK Chief Karunanidhi’s health remains critical

DMK Chief M Karunanidhi who is suffering from urinary tract infection was critical on Monday, even as his health was improving over the past few days. Karunanidhi is under continuous observation at the Kauvery hospital in Chennai.

President Ram Nath Kovind on Sunday visited DMK Chief M Karunanidhi at Kauvery hospital in Chennai and wished for his speedy recovery. “Visited Thiru M. Karunanidhi in Chennai met Kalaignar‘s family members and doctors and inquired about his health. Wishing the former Chief Minister of Tamil Nadu, a veteran of our public life, a quick recovery,” President tweeted.

Tamil superstar Rajinikanth, Congress President Rahul Gandhi, and Vice President Venkaiah Naidu, also visited the ailing DMK Karunanidhi over the past few days.

Karunanidhi, 94, who was suffering from fever due to urinary tract infection was admitted to the Intensive Care Unit of Kauvery Hospital on July 28.

Deoria shelter home case: Uttar Pradesh CM orders high-level probe

Following the arrest of three persons, including the manager of a women’s shelter home Girija Tripathi and her husband, after allegations of sexual exploitation of the inmates came to light in the Deoria shelter home, Uttar Pradesh Chief Minister Yogi Adityanath on August 6 ordered a high-level probe in the matter.

During the press brifing, state’s Women and Child Welfare Minister Rita Bahuguna Joshi informed, “Chief Minister (Adityanath) has sent a two-member high level committee to Deoria for the investigation. They will stay there today and submit a report, following which strict action will be taken.”

Joshi added that the CM has also ordered for the removal of Deoria’s DM Sujit Kumar. Further action will be taken against him after the arrival of reports.

ADG Law and Order Anand Kumar said “The entire matter will be investigated and the local administration is already taking action. The Women and Child Development Department is also coordinating and the inquiry will be done under proper legal procedure.”

He further said that the medical test of the children would be made by a woman doctor and the statement recorded before a magistrate.

The incident was exposed when a 10-year-old inmate ran away and approached a police station.

Twenty-four girls were rescued on August 5 from the shelter home which has in total 42 inmates. Eighteen inmates are still missing.
