RBI staff to go on mass casual leave on Sept 4, 5 over pension issues

The United Forum of Reserve Bank Officers and employees on August 20 said that its members will observe two days mass casual leave on September 4 and 5, in a bid to press for their long-pending demands over pension-related issues.

“To express deep resentment at the attitude of the officials of the Government of India, RBI staff members have waited too long and the limit of patience is crossing and are left with no alternative but to observe two consecutive days strike action ( Mass casual leave on September 4 and 5, 2018),” the forum said.

The issues include updation of pension for contributory provident fund retainers and allow CPF/ additional provident fund for those recruited from 2012, among other demands.

The forum claimed that they have been raising the matter for the past one decade but no desired action has been taken on the same.

RBWU chief secretary G Jagdish said, “In the past, during demonstrations, we were assured that soon our problems will be solved but of no avail. We want our share of money back.”

The forum will also submit a memorandum to the respective regional directors of all Reserve Bank of India (RBI) centres on August 27.

According to a press release, United Forum held a silent demonstration on August 20 which witnessed the participation of various leaders.

Allahabad: Five of family found dead in their house

In a shocking incident in Allahabad city, five members of a family, including three children, found dead inside their locked house on Monday.

The body of a man, his wife, and his three daughters were recovered by Police from their house in Dhumanganj area.

The man was found hanging from the ceiling fan, his wife’s body was inside the fridge. Two bodies of their three daughters were found in a suitcase and in an almirah and the body of the third daughter was recovered from the room.

According to the police the house was locked from inside and they had to break through the door.

“Prima facie it seems that the man killed his wife and three daughters, and later committed suicide,” said SSP.

The Investigations are underway.

Afghan forces rescue 149 hostages abducted by Taliban

Afghan forces rescued 149 people, including women and children, hours after the Taliban militants ambushed a convoy of buses and Kidnapped them. While the militants managed to escape with 21 hostages after the battle with Afghan forces in Kunduz province.

Taliban militants on Monday had launched an ambush on three buses in northern Afghanistan and kidnapped more than 150 people.

The attack happened a day after the Afghan President Ashraf announced a conditional three-month ceasefire with the Islamist militants.

As per the officials, the kidnapping happened when buses were traveling through Kunduz from Takhar area, on their way to the Kabul capital.

The Taliban had confirmed that the three buses packed with the passengers were in their custody, they added that they targeted the bus after their intelligence inputs revealed that many men working with Afghan security forces were on board.

In recent weeks, the Taliban have launched several attacks on Afghanistan.

IIT-PAL lectures on SWAYAM portal to reduce students’ dependence on coaching classes

While attending 52nd Indian Institute of Technology (IIT) Council meet at IIT-Delhi on August 20, Union Human Resource Development (HRD) Minister Prakash Javadekar said that IIT-PAL (Professor Assisted Learning) lectures would now be available in handheld devices, including mobile phones via the `SWAYAM` portal anytime in order to reduce students’ dependence on coaching classes.

Javadekar further said, “IIT-PAL which has more than 600 lectures on Physics, Chemistry, Biology, and Maths will be made available on Swayam platform free of cost. This will act like a discussion forum so that students’ dependence on coaching classes can be reduced.”

He further added that IITs would now mentor at least five engineering colleges and five higher secondary schools located in its vicinity in their bid to improve the quality and standard of engineering education in the country.

PAL lectures, which are being prepared by the IITs, aim to help and support students to crack the Joint Entrance Exam and are telecast on Human Resource Development (HRD) Ministry’s Swayam Prabha Channels.

Pakistani forces violate ceasefire along LoC in Uri in Jammu and Kashmir

Pakistani forces on August 20 violated ceasefire along the Line of Control (LoC) in Kamalkote sector of Baramullah district’s Uri in Jammu and Kashmir, police said.

Police added that no damage or casualty has been reported so far.

Superintendent of Police (SSP), Baramulla, Imtiyaz Hussain, said, that some mortar shells were fired by Pakistani forces in the Kamalkote area this afternoon.

The attack came just a day after newly-elected Pakistani Prime Minister Imran Khan stressed on improving ties with neighboring countries in his inaugural speech.

In a similar incident on August 17, Pakistan violated the ceasefire protocol in Poonch sector’s Chakan da Bagh.

On August 18, Pakistani troops had also violated the ceasefire along the LoC in Uri sector.

CMs Of Northern States, Including Punjab, Decide To Set Up Central Secretariat In Panchkula For Data Sharing On Drugs

The Chief Ministers of the Northern States on Monday decided unanimously to set up a common/central secretariat, to be based in Panchkula, for data and information sharing, which was critical to the fight against drugs.

Nodal officers will be deputed by each of the states to coordinate the sharing process, the Chief Ministers decided at a Regional Conference on Drugs – Challenges & Strategies, convened here to discuss and formulate a joint strategy to fight drugs.

The conference was attended by Punjab Chief Minister Captain Amarinder Singh, Haryana CM ML Khattar, Uttarakhand CM TS Rawat, with Himachal Pradesh CM Jai Ram Thakur participating through video conference as he was unable to land due to bad weather.

Senior civil and police officers from these states, as well as Rajasthan, Delhi and Chandigarh UT, were present at the meeting, aimed at evolving a joint strategy against drugs, overcoming all political and regional divides.

The meeting accepted the suggestion of Captain Amarinder Singh to hold regular meetings at various levels to tackle the problem and monitor the progress of the anti-drug fight. Based on Captain Amarinder’s proposal, they decided to meet every six months to monitor the progress of the joint strategy against drugs.

It was also decided to invite the Uttar Pradesh Chief Minister to join in, and the state of Jammu and Kashmir would also be involved in the anti-drug strategy implementation, the meeting decided, the Chief Ministers told mediapersons at a press conference later.

On the suggestion of Captain Amarinder, it was further decided to hold a meeting once every quarter at the highest official level, rotationally chaired by the Chief Secretary / DGP of the concerned States. SSPs of the adjoining districts of the various states would coordinate on a day to day level, the meeting decided.

It was also decided that the states would launch a major awareness campaign in their respective schools, while engaging youth in sports and other activities at village levels. Skill development of youth would also be undertaken on a major scale to prevent the spread of drugs.

Drugs have no boundaries, hence the need for a joint strategy, said Captain Amarinder while talking to the media.

All the states were of the view that information and data sharing was critical to making the fight against drugs a success.

During the meeting, the Punjab Chief Minister mooted a Regional Cooperative Framework of the northern states to institutionalise inter-state and inter-agency coordination to deal with the menace of drugs. It would help to effectively coordinate, create common database and real sharing of information & intelligence, and undertake joint operations to help counter drug peddlers and break their modus operandi to smuggle drugs.

He also suggested that all the affected states approach the Centre for funds for drug prevention, which could be arranged through 21 departments of the central government.

The Punjab Chief Minister also mooted representation by central agencies, such as BSF, DRI, NCB, RPF, CISF & Customs, which may be asked to designate Senior Officers as Nodal Officers. These meetings should necessarily include these officers, he suggested.

Underlining the need for Joint Training of personnel, Captain Amarinder said information and best practices should be shared along with resources for effective training of STF, Medical professionals, volunteers etc. NGOs working in this field may also be utilized, he added.

Captain Amarinder once again stressed the need for a National Policy on Drugs to regulate and prevent drugs in the country. There must be restrictions on drug plantations and better mechanisms to prevent diversion in the neighbouring States where licit cultivation takes place, he added.

The Punjab Chief Minister also called for effective sealing and surveillance along the International Border & State Borders. He pointed out that Heroin is smuggled from Pakistan through IB while other drugs like opium/poppy husk are smuggled from States where licit cultivation is carried out.  Charas and other drugs produced from Cannabis are trafficked from Himachal Pradesh, Bihar and even Nepal, Captain Amarinder noted, adding that Smack is trafficked from Delhi, Uttar Pradesh, Rajasthan and Madhya Pradesh, while instances of Poppy and Opium smuggling has also been reported from Jammu and Kashmir, Jharkhand and Chhattisgarh.

Another measure suggested by the Punjab Chief Minister was establishment of effective high-tech inter-state nakas/ barriers, with CCTV cameras with internet connectivity, along with narcotics trained dogs and surveillance at railway stations, bus stands etc as the second line of defence.

For effective plugging of the International border, he suggested strengthening of BSF presence and intensification of its patrolling by making use of technical gadgets to make its surveillance effective, especially during the night hours/foggy season. The Government of Punjab had written to the MHA to ensure that there is faster rotation of BSF Battalions – deployment is made for shorter durations of 1-2 years instead of 5 years – to ensure that nexus doesn’t develop between officers posted, Pakistani Rangers and drug dealers, he informed the meeting.

Captain Amarinder was of the view that BSF’s strategy of ‘shoot at sight’ at the international smugglers trying to cross borders from the other side unauthorizedly was a must.

On his own government’s efforts to crack down on drugs, the Chief Minister cited the success of the STF, which had successfully registered 19179 cases have been registered under NDPS Act till 5th August 2018. As many as 21571 persons have been arrested including some police officials who were abetting such activities, he said, underlining the zero tolerance policy of his government, as evidenced in the arrest of 23 police personnel, including a deputy SP.

Most drug traffickers have either left the State or have become dormant having lost the patronage of Government, he said, adding that his government had also recommended death penalty to Government of India for even the first offence under NDPS Act. The Punjab Forfeiture of Illegally Acquired Property Act 2017, passed by the state assembly, was pending for Presidential Assent, he observed.

The Chief Minister also listed out other measures taken by his government, including the Drug Abuse Prevention Officers’ (DAPO) Programme and the recently launched Buddy Programme. He also cited the success of Outpatient Opioid Assisted Treatment (OOAT) Clinics, which had so far treated 26000 addicts, with an OPD footfall of more than 5.3 Lakh.

The Haryana Chief Minister was in favour of fast track courts for drug cases, while Himachal Pradesh CM suggested that the Prevention of Anti-Social Activities Act should be invoked against drug peddlers, with a special board being formed in case of arrest for more than three months. The HP Secretary said there was need to also sensitize the judiciary to ensure that the courts do not take lenient view of drug peddling cases.

All the Chief Ministers were in favour of a common strategy to fight drugs, with Haryana CM suggesting a `Nasha Soochna Sachivalaya’ for information sharing.

Khattar said verification of foreign students sponsored by NGOs should be done through the Ministry of Human Resource Development. Rajasthan Addl Home Secretary admitted there was some diversion of Opium being produced legitimately in the state, in addition to manufacture of low quality heroin and some synthetic drugs.

The Uttarakhand CM expressed concern over the fact that women were also getting increasingly trapped in drug abuse.

Himachal Pradesh CM said the state was already working closely with Punjab Police to crack down on smuggling of drugs through joint operations.

DGP Chandigarh UT sought harsher charges for those selling drugs to kids, and suggested that such peddlers be booked under the Juvenile Act also along with NDPS Act.

Addl CP of Delhi Police Crime Branch stressed the need for data and information sharing among all the states on priority.

SC seeks Rajasthan government’s response in Alwar lynching case

The Supreme Court on August 20 sought a detailed affidavit from the Rajasthan government giving details of the action taken by them with regard to the incident of lynching on July 20 in Alwar District.

An apex court bench headed by Chief Justice of India Dipak Misra asked the principal secretary of the home department of the state government to file an affidavit giving details of the action taken in the lynching case.

Court has asked for the affidavit to be filed in one week, the court posted the matter for the next hearing on August 30.

The SC’s direction came while hearing a contempt petition filed by Congress leader Tehseen Poonawalla and Tushar Gandhi, in connection with the Alwar lynching case. Ganghi and Poonawalla alleged that incidents of mob lynching and vigilantism were taking place despite the SC’s verdict in this regard.

In Alwar lynching incident Rakbar Khan was allegedly beaten by cow vigilantes in Alwar district’s Ramgarh area when he was leading two cows from Ladpura village to his home to Haryana.

According to reports, the Alwar police took three hours to take the victim to a hospital which was only six kilometers away from the place of incident.

Four Japanese players ousted for ‘buying sex’

Four Japanese basketball players have been sent back from 2018 Asian Games for paying prostitutes for sex.

These players were caught in a red light area of Jakarta.

The players guilty of this crime are Yuya Nagayoshi, Takuya Hashimoto, Takuma Sato, and Keita Imamura.

These players have been asked to leave for Japan immediately.

Chef -de- mission of Japan Yasuhiro Yamashita said,”I just feel a sense of shame”.

Yamashita said, ” The basketball players had dinner after living the games village last Thursday and are believed to have been solicited by a pimp to go to hotel with women. They paid for the services of prostitutes.

PM Modi: Defence cooperation key pillar of India, Japan relationship

Prime Minister Narendra Modi on August 20 meets Japanese Defence Minister Itsunori Onodera and said that defence cooperation is a key pillar of the relationship between India and Japan. The Japanese minister is on a two-day visit to India.

PM Modi also called for boosting various defence dialogue mechanisms between India and Japan and also appreciated the progress the two countries have made in defence technology cooperation. He also called for enhancing linkages between the armed forces of the two nations.

PM Modi said that he was looking ahead to visiting the country later this year. He made the comments in a statement released by the Prime Minister’s Office after a visit from Japan’s Defence Minister Onodera.

The visit is totally aimed at strengthening military cooperation between the two nations, particularly in the sphere of maritime space, especially with China’s growing influence in the Indian Ocean.

The PM recalled his association with Japan since the time he was the chief minister of Indian state of Gujarat.

Japanese defence minister also met his Indian counterpart Nirmala Sitharaman and held delegation-level talks on bilateral defence cooperation.
