India, Bulgaria sign MoUs to boost bilateral ties

India and Bulgaria on September 5 sign Memorandums of Understandings (MoUs) in presence of President Ram Nath Kovind and his Bulgarian counterpart Rumen Radev in Sofia in an effort to boost bilateral ties.

Two Memoranda of Understanding (MoU) on cooperation in tourism, civil nuclear cooperation, the establishment of Hindi chair at the Sofia University and cooperation in science and technology were signed.

The MoU signing was followed by bilateral talks between the two counterpart leaders.

In a joint press briefing President Kovind said, “India immensely values its strategic partnership with the European Union for its efforts to promote multilateralism and rule-based international order. We have a time-tested and special relationship with Bulgaria. India and Bulgaria ties are deeply rooted in history. It is a strong foundation, we have together built a contemporary partnership based on shared democratic values and commitment to global peace and security. India looks forward to deepening its warm and friendly ties with Bulgaria.”

President Kovind also thanked his Bulgarian counterpart for supporting India’s claims for a permanent seat in the UNSC and membership of the NSG.

“We had detailed talks covering all aspects of our ties. We reaffirmed our mutual commitment to further strengthen across political, economic, defence, science and technology, education, cultural and people-to-people domains,” President Kovind added.

Haryana Governor Satyadev Narayan Arya appreciates Manohar Lal Government

Governor of Haryana Satyadev Narayan Arya in his address on the occasion of ‘Rajya Shikshak Puraskar Samaroh’ organized at Haryana Raj Bhawan on Wednesday, appreciated Haryana Chief Minister Manohar Lal for ensuring education based on moral values and character building in the State.

On this occasion, Arya honoured 32 best performing teachers with State Award. The State Awardees were presented with a cash award of Rs 21,000, certificate and medal. As per the policy of the State Government, the awardee teachers would be granted two years extension in service and two annual increments in the salary.

Laying emphasis on the job oriented education in the present day scenario, Satyadev Narayan Arya said “I am happy that under the able leadership of Chief Minister, Mr Manohar Lal, Haryana is the first State to start the National Vocational Educational Qualification Framework scheme for the skill development of students right from the school level”. Under this scheme vocational courses have been started in 1051 schools of the State.  He said that good governance, transparent administration and policy of zero tolerance against corruption of Chief Minister Manohar Lal is also being appreciated throughout the country.

He said the Teacher’s Day is celebrated on the birth anniversary of former President Dr Sarvepalli Radhakrishnan who was a great educationist, thinker, philosopher and a scholar. Dr Sarvepalli Radhakrishnan was of the view that teachers help in building our future generations and give our society leaders, social reformer, scientist, soldier and technician.

The Governor said that this day also provide them an opportunity to introspect as how they could perform better for building a new nation. He said that Swami Vivekanand had said that the education should be in accordance with our nation’s requirement. Recognizing the same, former Prime Minister, Late Mr Atal Bihari Vajpayee had launched “Sarva Shiksha Abhiyan” in the year 2000-2001 with an aim to provide free and compulsory education to the children of six to 14 years of age. He said that on the occasion of teachers day today, the teachers should take pledge to realize this dream of former Prime Minister by ensuring education to every child of this age group.

He said that Atal Bihari Vajpayee had dreamt of a diligent and strong Nation. Following the path shown by him, Prime Minister Narendra Modi has envisaged a new India in 2022 and to realize this gave the slogan of Skill India. He also launched National Vocational Educational Qualification Framework for skill development of students’ right from the school level.

Additional Chief Secretary, Education Department, Mrs Dheera Khandelwal enumerated the achievements and activities of school education department. She highlighted the contribution of teachers in enhancing the quality of education. She said that new dimensions have been established in the field of education in Haryana. For this Haryana is being appreciated all over the nation. Khandelwal apprised the Governor that there are 14431 schools in the state, out of which about 8700 are primary schools. The teacher student ratio is 1:25. In 400 schools, first and second class have been made bag-free and are being taught English. The education department has launched various schemes in schools. In 310 schools from 9th class onward Mathematics and Science being taught through English medium, paying attention to training of teachers,  free coaching to students after selection as Super-100 with more than 85 per cent marks in 10th class, planning Hill Station, Adventure Sports camps in Manali and sea coastal areas etc.

She said that Haryana has been honored with top most awards in Khelo India and in the fields of education, art and culture. The Government of India selected three Government schools of Haryana for National Level Awards for Swachh Vidyalaya Puraskar (SVP) 2017-18 and Hisar being among the nine top performing districts in the country with highest number of schools qualified for the SVP 2017-18, she added.

Also present on the occasion were Additional Chief Secretary, Power Department, P.K. Das,  Secretary to Governor, Amit Kumar Agrawal, Director, Secondary Education and Rajiv Rattan, Director, Elementary Education Rajnarayan Kaushik.

National Conference to boycott J&K Panchayat, Local Body Polls, cites Article 35 A

The National Conference on September 5 said that it will boycott the upcoming panchayat and local body polls in Jammu and Kashmir unless the Centre and state government clear their stand on Article 35 A, which provides special rights to the restive state’s citizens.

NC president and former chief minister Farooq Abdullah said, “The core group (of NC) unanimously decided that the National Conference will not participate in these elections unless and until the government of India and state government clear their position in the regard and take effective steps for the protection of Article 35A in and outside court, the NC will not participate in the elections,’’

Party president Abdullah said that the decision of the state administration to hold urban local body elections and panchayat elections was taken in a “hurried manner” and without taking into consideration the prevailing situation “created by the powers that be by unnecessarily fiddling with Article 35-A”.

“The role of central government and present dispensation in the state before the Supreme court is against the wishes and aspirations of the people of the state,” Abdullah added.

The State Administrative Council, headed by Governor Satya Pal Malik, on August 30 announced the schedule for local body polls as well as Panchayat polls. Local body elections in the state will be conducted in four phases between October 1, 2018 and October 5, 2018.

Meanwhile, elections to Panchayats will be conducted in eight phases between November 8, 2018 and 4th December, 2018.

Gujarat CID arrests former IPS officer Sanjiv Bhatt in 22-yr-old Drugs case

Former IPS officer Sanjiv Bhatt was arrested on Wednesday by the Gujarat CID in connection with a 22-year-old case of alleged planting of drugs to arrest a man, police said.

Shortly after being questioned, Bhatt was arrested by the CID, while keeping others under detention, Director General of Police, CID, Ashish Bhatia stated.

It had also found that Rajpurohit was allegedly kidnapped by the Banaskantha Police from his residence at Pali in Rajasthan.

Following the Rajasthan Police’s investigation, former police inspector of Banaskantha, IB Vyas, had moved the Gujarat High Court in 1999 demanding a thorough inquiry into the matter.

In June this year, the high court had handed over the probe to the CID while hearing the petition.

The high court had asked the CID to complete the probe in three months.

Bhatt had last week met Patidar leader Hardik Patel, who is on an indefinite fast since August 25 at his residence demanding reservation for his community and farm loan waiver.

Himachal Pradesh: Shimla court gives death penalty to 3 in Yug Gupta murder case

Shimla District and Sessions Judge Virender Singh on Wednesday pronounced death sentence to all three convicts—Tajender, Chander Sharma and Vikrant–for the murder of four-year-old boy Yug Gupta.

The family members of Yug, were in tears, as the quantum of sentence was pronounced.

The Court had declared them guilty on August 6 under Sections 302 (murder), 201 (disappearance of evidence/false information), 347 (wrongful confinement to extort property) and 364 (kidnapping for ransom) of the IPC.

Yug was kidnapped by his neighbour Chander, after enticing him with a chocolate.

Yug was tortured, kept naked, starved and forced to drink liquor. He was later dumped alive in a water tank tied with a stone in 2014, seven days after the kidnapping, even before the demand for ransom of Rs 3.6 crore was made.

The child’s skeleton remains were recovered from the water tank of Shimla Municipal Corporation in Keleston area.

Shocked by the incident, thousands of people came out on the roads to protest against the heinous crime.

AAP dissolves Overseas Units

AAP Overseas had issued a press note about dissolving all their units of Overseas Structure. We want to inform you all that this news didn’t come as a shock to us, said the Convenors of majority of US Chapters.  We had sent a joint email to Prithvi Reddy on March 26th,2018, regarding passing the resolution that they would work under Punjab leadership and directly with Punjab AAP Unit and not with AAP Overseas. 

Prithvi Reddy on receiving the letter, instead of listening to our reasons for such a decision or making an attempt to communicate,  responded with an unusual threatening email.  It stated that, “any attempts to shortcut this process and establish process will be treated as anti-party activity and suitable action will be necessitated”. Sad part is, all those chapters have worked very hard during Delhi and Punjab elections . Many chapters have raised over $200,000 and some raised over $100,000. People used to stay awake all night to make calls to random numbers  in Punjab and Delhi from a database to request to vote for AAP. People have lost their businesses,  jobs and ignored their families because they were so busy working for AAP as they wanted to bring a change. At the end they received  disappointment. With all coming from a civic society which values integrity and intellect.

NRI volunteers would support those who we see working for betterment of Punjab and have sent clear message to the party about it also by supporting Bathinda Rally and other District level rallies by AAP Punjab Unit and would continue support to them.   

Most of chapters feel that like other political parties, AAP has also adopted use and throw policy. NRI’s had no self-benefit when they decided to support AAP, everyone is well settled here and I doubt it if anyone is going back to fight any elections in Punjab, hence they still worked day and night for the party. Unfortunately, no one initiated a dialogue or informed the same very NRI’s about breaking up the overseas structure and none of these NRI chapter heads were taken into confidence. Just like the recently removed Sukhpal Singh Khaira on Twitter, and also dissolved all NRI chapters via Whats App message.

Assam: Boat carrying 45 passengers capsizes in Brahmaputra, several missing

A boat carrying atleast 45 passengers capsized in the Brahmaputra river in Assam on Wednesday.

Several passengers are reported to be missing and nearly 12 people swam out to safety.

According to the reports, there were about 45 people on the boat including some children and women.

The boat was carrying passengers to Madhyam Khanda in North Guwahati from Guwahati.

The Brahmaputra is in spate due to monsoon rains in the upper reaches of Arunachal Pradesh.

Police and a team of State Disaster Response Force (SDRF) have rushed to the spot and are conducting rescue operations.

9-year old girl gang-raped, murdered in Kashmir

The police on September 5 confirmed a nine-year-old girl was gang-raped by her stepbrother and his friends and then strangled by her stepmother in Uri town in Kashmir’s Baramulla District.

The police revealed the details saying that child’s eyes were gouged out and her private parts were burnt with battery acid before being dumped in a forest near her home in Uri.

Imtiyaz Hussain, Senior Superintendent of Police, Baramulla, reportedly said, “During the investigation, police understood that someone from the family is involved and questioned few people at the police station. The girl’s stepmother, stepbrother and three others are involved in the crime.”

Hussain added, “The probe team has seized all the murder weapons and a plastic can containing acid from the spot.”

A special team formed to probe the murder uncovered a story of jealousy and revenge within a family.

While detailing the events that led to death of 9-year old child Hussain said, “On a fateful day, she (stepmother) took her stepdaughter to the nearby jungle and was armed with a sharp-edged knife. While she was on her way to the forest area with her stepdaughter, she signaled her son (stepbrother of deceased from the same father) aged about 14 years to rape the girl.”

The police officer said a charge sheet will be filed at the earliest to proceed with the probe.

Supreme Court to hear PIL seeking stay on Rafale deal next week

The Supreme Court (SC) on Wednesday agreed to hear the public interest litigation seeking a stay on Rafale fighter jet deal between India and France.

SC will hear the plea next week.   

A bench comprising Chief Justice Dipak Misra and Justices D Y Chandrachud and A M Khanwilkar considered the submission of advocate M L Sharma that his plea be listed for urgent hearing. In his PIL, ML Sharma had alleged discrepancies in the fighter jet deal with France and sought a stay on it.

The Congress had earlier said the deal signed by the National Democratic Alliance (NDA) government smacked of corruption and crony capitalism. The party had also raised the issue during the monsoon session of Parliament.

Congress President Rahul Gandhi said that the government is hiding the details of the deal and blamed Prime Minister Narendra Modi for favouring Anil Ambani’s Reliance Defence Ltd. He said, “Anil Ambani has ₹45000Cr debt and he formed the company 10 days before the deal. What is the deal between Modi and Anil Ambani.”

Rafale deal is a defence agreement signed between France and the governments of India for the purchase of 36 Rafale fighter aircrafts in a fly-away condition as a part of the upgrading process of Indian Air Force equipment. 

Jammu and Kashmir: Militants attack Rashtriya Rifles patrol party in Pulwama

Militants on Wednesday fired upon the 55 Rashtriya Rifles’ (RR) patrol party in Haji Darpora village of Pulwama District on Wednesday.

Brief exchange of gunfire took place as the RR troops in retaliation opened fire on the terrorists, a non-local labourer sustained a bullet injury in the incident. He was taken to the hospital.

The entire area has been cordoned off and security forces have launched a massive search operation.

In a separate incident, the Army troops foiled an infiltration bid along the Line of Control (LoC) on Wednesday. An intruder was gunned down by the troops after he opened fire in Rajouri district of Jammu and Kashmir, said an Army officer.

The intruder’s body was handed over to the police after he was gunned down during exchange of fire, he added.
