Punjab, HP sign MOU to set up Anandpur Sahib-Naina Devi ropeway project

The governments of Punjab and Himachal Pradesh on Friday signed a memorandum of understanding (MoU) to set up a ropeway between Anandpur Sahib and Naina Devi.

The MoU signing, which coincided with the 111th birth anniversary of Shaheed Bhagat Singh, took place in the presence of Punjab Chief Minister Amarinder Singh and his Himachal counterpart Jai Ram Thakur.

The MoU was signed by Punjab’s Tourism and Cultural Affairs secretary Vikas Pratap and Himachal’s Tourism additional chief secretary Ram Subhag Singh.

Capt Amarinder Singh welcomed the agreement and called the signing of the MoU as “historic” as it would “prove to be mutually beneficial for both the states”. 

The Chief Minister also stressed on the huge tourism potential in the region saying that it was in the interest of all the states neighbouring here to work collectively to facilitate the sector.

To be set up in the public private partnership (PPP) mode, the 3.5 km-long proposed ropeway will be beneficial to lakhs of devotees visiting these religious sites.

Jai Ram Thakur said the Himachal government had cancelled the project in 2014, however he initiated its revival after taking over and Capt Amarinder supported it. He said 25 lakh tourists visited Naina Devi every year and 80 per cent of them are from Punjab.

The Punjab Tourism department has acquired nearly 13 acres for setting up the lower terminal point (LTP) and right of way within the state’s territory for the ropeway project.

A special purpose vehicle will be set up to execute the project, which will be completed at an estimated cost of Rs 250 crore.

Punjab Chief Secretary Karan Avtar Singh, Punjab Tourism and Cultural Affairs Minister Navjot Singh Sidhu and Himachal Pradesh Chief Secretary Vineet Chawdhry were among those present on the occasion.

Russian President Putin to visit India in October to participate in annual bilateral summit

Russian President Vladimir Putin will pay an official visit to India on October 4 and 5 to take part in the 19th India-Russia annual bilateral summit with Prime Minister Narendra Modi, Ministry of External Affairs (MEA) said.

The statement also said that the Russian president will also have a meeting with President Ram Nath Kovind.

“During the visit, President Putin will hold official talks with the Prime Minister Modi… He will also have a meeting with the President (Ram Nath Kovind), as well as other official engagements,” statement added.

According to reports the Indian Prime Minister and the Russian president will discuss key aspects of the further development of Russian-Indian privileged strategic partnership and exchange opinions on current international and regional issues. A series of documents will be signed following the talks.

The last annual summit was held during the visit of Indian PM to Russia on June 1, 2017.

Haryana CM Manohar Lal assures compensation for Kharif crop losses

The Haryana Chief Minister, Manohar Lal today assured the farmers that special Girdawri would be conducted to assess the damage to their crops caused by the recent incessant rains and adequate compensation would be paid to them. He stated that the farmers need not worry on this account.

The Chief Minister gave this assurance after visiting the field of a farmer to inspect the loss caused to his paddy crop during his visit from Dachar to Jalmana after performing 48 kos Parikrama at the centuries-old Mahabharat times pilgrimages in Karnal district, today.  

During the Parikrama, the Chief Minister said at Assandh that his government was committed to protecting the interests of farmers. The farmers would be compensated adequately for the losses to their kharif crops, he assured.

Two huge quakes hit Indonesia, first tremor of magnitude 6.1 killed one, injured 10

A magnitude 7.5 earthquake struck off the Indonesian island of Sulawesi on September 28, prompting a Tsunami alert hours after an earthquake with magnitude 6.1 damage many houses in the same area.

At least one person was killed and 10 others were injured during the first tremor, authorities said.

“The (second) quake was felt very strongly, we expect more damage and more victims,” Sutopo Purwo Nugroho, spokesman for the National Disaster Mitigation Agency said.

The U.S. Geological Survey said the magnitude 7.5 quake was centered at a depth of 6 miles (10 kilometers) about 35 miles (56 kilometers) northeast of the town of Donggala.

Indonesia’s meteorology agency initially issued an early tsunami warning for people in Central Sulawesi and West Sulawesi provinces, but warning was lifted within an hour.

Nugroho reportedly said, “We advise people to remain in safe areas, stay away from damaged buildings.”

“The evacuation is still being carried out,” Nugroho added.

Indonesia sits on the Pacific Ring of Fire and is vulnerable to frequent earthquakes and volcanic eruptions.

Uzbekistan President Shavkat Mirziyoyev to visit India

Uzbekistan President Shavkat Mirziyoyev, accompanied by a high-level delegation will arrive in India on Sunday on a two-day visit.

This will be the first visit of President Shavkat Mirziyoyev to India since assuming office in 2016. President Mirziyoyev, accompanied by his spouse will pay a visit to Agra on 30th September. 

On 1st October, President Mirziyoyev will visit Rashtrapati Bhawan after which he will go to Raj Ghat to pay homage to the Father of the Nation. 

President Shavkat Mirziyoyev will also meet Prime Minister Narendra Modi. The two leaders will hold restricted and delegation level talks at the Hyderabad House.

President of India Ram Nath Kovind will host a banquet for his Uzbek counterpart.

Relations between India and Uzbekistan have traditionally been close and cordial. Since 2011, the two countries have raised their relations to the level of “Strategic Partnership” encompassing cooperation in a wide spectrum of areas including health, defence, political, economic, education, culture, human resource development, counter-terrorism, science and technology, and tourism.

Visit of President of Uzbekistan will provide an opportunity to discuss regional, bilateral and multilateral issues of mutual interest and reinforce the strategic partnership which exists between India and Uzbekistan.

Central government gears up for upcoming panchayat polls in J&K, assures ‘smooth’ conduct

Ahead of upcoming municipal and panchayat polls in Jammu and Kashmir, the Ministry of Home Affairs (MHA) has said that the Central Government is all geared up for the upcoming polls and will provide all possible support to the state to ensure smooth conduct of the same.

Ministry of Home Affairs statement reads, “Central Government is providing all possible support to the State Government for smooth conduct of these elections, including the deployment of Central forces in sufficient numbers.”

“These local body elections will have a historical significance in many aspects as it will re-establish the long overdue grassroots level democracy in Jammu and Kashmir,” MHA statement said.

Statement further said that the financial powers of the panchayats will also be enhanced 10 times from Rs 10,000 to Rs 1 lakh. Similarly, the financial powers of block councils are being enhanced from Rs 25,000 to Rs 2.5 lakh.

Centre has also approved a Rs. 5.5 lakh financial assistance to more than 5,700 West Pakistan refugees settled in the area.

Statement added that on an average, every panchayat will now get around Rs. 50-80 Lakhs per year at its disposal for implementation of schemes such as National Health Mission, Samagraha Siksha, Mission for development of Horticulture, ATMA, PMKSY etc.

These polls will also pave the way for making available nearly Rs. 4,335 Crores of 14th Finance Commission Central grants to the duly constituted local bodies. 

Senior NCP Leader Tariq Anwar quits party, Lok Sabha

Nationalist Congress Party (NCP) General Secretary Tariq Anwar on Friday resigned from the party and Parliament following party chief Sharad Pawar’s “defence” of Prime Minister Narendra Modi on the Rafale deal.

“I am resigning from all posts in the party, of which I was a founding member, and also giving up my membership of Parliament,” Anwar said in his Lok Sabha constituency.

Party leader Nawab Malik and NCP Spokesperson and Rajya Sabha MP Majeed Memon confirmed Tariq Anwar’s resignation. 

Anwar was a Lok Sabha member from Katihar in Bihar. He was a prominent NCP face in Bihar.

Tariq Anwar was hurt by Sharad Pawar’s interview to Marathi news channel defending PM Modi in Rafale Deal. Pawar raised questions over Congress’s demand asking the government to divulge the details of the Rafale deal.  However, he said that the government shouldn’t have a problem in revealing the price of the fighter jets.

In 1990s A former president of Congress’ Bihar unit, Anwar along with Pawar and P A Sangma formed NCP, opposing Sonia Gandhi taking over as AICC president on grounds of her foreign origin.

PM attends Combined Commanders’ Conference at Jodhpur to mark 2nd anniversary of surgical strike

Prime Minister Narendra Modi reached Jodhpur on September 28 and attended the Combined Commanders’ Conference at the Jodhpur Air Force Station and opened an Army exhibition ‘Parakarm Parv’ at Jodhpur Military Station, marking the second anniversary of the surgical strike when the Indian Army went across the Line of Control and destroyed terrorist launch pads of Pakistan.

The Combined Commanders’ conference was also attended by Defence Minister Nirmala Sitharaman, National Security Advisor Ajit Doval and the three services chiefs, in addition to several key military and civil officials of the Ministry of Defence.

PM Modi also visited the Konark War Memorial where he laid a wreath and signed the visitors’ book.

PM Modi was accorded ‘guard of honour’ at the Jodhpur airport. He was received by state Chief Minister Vasundhara Raje, Defence Minister Sitharaman, Army Chief General Bipin Rawat, Air Force Chief Marshal BS Dhanoa and Navy Chief Admiral Sunil Lanba.

Bhima-Koregaon case: Supreme Court extends house arrest of activists by 4 weeks

The Supreme Court on September 28 extended the house arrest of the five activists arrested in connection with Bhima-Koregaon violence.

The court heard the case after a plea was filed by historian Romila Thapar and others against the arrest.

The Supreme Court had also rejected the plea for a SIT probe in the case.

However, the court said, the house arrest will continue for four weeks.

A bench headed by Chief Justice Dipak Misra had reserved the judgment on September 20 after counsel for both parties, including senior advocates Harish Salve, Abhishek Manu Singhvi and Additional Solicitor General Tushar Mehta, concluded their submissions.

Justice Chandrachud dissents the majority judgement, asserted that technicality should not be allowed to override substantive justice. He added that voices of opposition could not be muzzled because it is a dissent.

Justice Chandrachud came down heavily on Pune Police and said the conduct of the police was to use media to cast aspersion on the activists.

Justice AM Khanwilkar, while reading the judgment for himself and CJI Dipak Misra said the accused persons cannot select which investigating agencies should investigate the matter. Justice Khanwilkar observed that the investigation officers are allowed to continue with the investigation.

The five activists – Varavara Rao, Arun Ferreira, Vernon Gonsalves, Sudha Bharadwaj and Gautam Navlakha– are under house arrest since August 29 after the investigators found incrementing evidence to link them with the caste-based clashes in Pune’s Bhima-Koregaon in January this year.

Supreme Court allows women of all ages to enter Kerala’s Sabarimala temple

The Supreme Court on Friday has put an end to centuries-old tradition and opened doors of Sabarimala Temple to women of all age groups.

It says, women, irrespective of age, can enter Kerala’s Sabarimala temple

A five-judge Constitution bench, headed by Chief Justice of India Dipak Misra, said that the provision in the Kerala Hindu Places of Public Worship (Authorisation of Entry) Rules, 1965, which authorised the restriction, violated the right of Hindu women to practice religion. It also said that patriarchy in religion cannot be allowed to trump the right to pray.

The bench also comprised Justices R F Nariman, A M Khanwilkar, D Y Chandrachud and Indu Malhotra. Nariman, Khanwilkar and Chandrachud coincided with Misra, while Malhotra presented her dissenting opinion.

“Notions of rationality cannot be invoked in matters of religion,” Justice Indu Malhotra said.

“What constitutes indispensable religious practice is for the religious community to decide, not for the court. India is a diverse country. Constitutional morality would allow all to practice their beliefs. The court should not interfere unless if there are issues of social evil like ‘Sati’.”

However, the judgment was passed with 4:1 majority.
