Chief Justice of India Justice Surya Kant on Sunday inaugurated the state-of-the-art Tower of Justice judicial complex in Gurugram, describing it as a testament to the Haryana Government’s commitment to strengthening judicial infrastructure and improving access to justice. He also virtually laid the foundation stone for the judicial complexes at Tawadu and Punhana in Nuh district.
The inauguration ceremony was attended by Haryana Chief Minister Nayab Singh Saini, Union Minister for Housing and Urban Affairs Manohar Lal, Union Minister of State for Law and Justice Arjun Ram Meghwal, Union Minister of State Rao Inderjit Singh, judges of the Supreme Court and the Punjab and Haryana High Court, senior government officials, and members of the legal fraternity.
Justice Surya Kant said the project reflected the state government’s sensitivity towards improving judicial infrastructure. Recalling that he had laid the foundation stone for the complex in 2017 while serving as a judge of the Punjab and Haryana High Court, he described its completion as a significant milestone.
Highlighting Gurugram’s transformation into a global hub for business, technology, and innovation, Justice Surya Kant noted that rapid economic growth has led to a sharp rise in legal disputes. He said the district courts currently face more than 24,000 pending civil cases, around 1,000 commercial disputes, and over one lakh cases under the Negotiable Instruments Act. The new complex, he said, would enhance judicial capacity, improve case disposal, and create a more efficient justice delivery system.
He added that the Tower of Justice has been equipped with modern facilities, including video conferencing, a judicial records warehouse, and space for a proposed International Arbitration Centre under the Punjab and Haryana High Court. Stressing that justice must remain both efficient and humane, he said the judiciary should ensure that no citizen is denied justice because of economic, social, or procedural barriers.
Chief Minister Nayab Singh Saini described the Tower of Justice as a symbol of the Constitution’s dignity, the judiciary’s prestige, and the people’s faith in the justice system. He said that alongside economic development, a transparent, accessible, and timely justice system is essential for achieving the vision of a developed India by 2047.
The Chief Minister said Gurugram’s emergence as a centre for technology, innovation, and global investment made the establishment of a modern judicial complex especially significant. He emphasised that “Ease of Justice” should receive the same priority as “Ease of Doing Business” to support economic growth and public confidence in governance. The Chief Minister also announced that part of the old court complex would be redeveloped to provide modern chambers for advocates.
Union Minister Manohar Lal said the inauguration marked an important step in strengthening public confidence in the judiciary. He stressed that expanding court infrastructure must be complemented by promoting alternative dispute resolution mechanisms such as mediation and Lok Adalats to reduce unnecessary litigation.
Union Minister of State for Law and Justice Arjun Ram Meghwal said the Tower of Justice represented the government’s commitment to making the justice system more accessible, efficient, and citizen-centric. He highlighted ongoing judicial reforms, including e-Courts, e-Filing, e-Prosecution, digital payments, and other technology-driven initiatives aimed at speeding up justice delivery.
Union Minister of State Rao Inderjit Singh said timely and accessible justice is essential for the success of India’s development journey. He noted that reforms such as the National Judicial Data Grid, artificial intelligence-based case management, and the expansion of commercial courts were strengthening the justice system.
Acting Chief Justice of the Punjab and Haryana High Court Justice Ashwani Kumar Mishra termed the inauguration a historic occasion for Gurugram. He credited the Haryana Government, the Public Works Department, engineers, construction workers, and the legal fraternity for transforming the vision into reality.
Justice Surya Kant and Chief Minister Nayab Singh Saini also honoured workers who contributed to the construction of the Tower of Justice by presenting them with mementoes. The event was attended by Supreme Court judges, senior High Court judges, ministers, legislators, senior administrative and police officials, and representatives of the Bar Association.
