
As millions of children across India pack their bags and prepare to return to school this mid-June following the summer break, a familiar seasonal ritual unfolds. Yet beneath the shared anticipation of a new academic year lies a silent, structural fracturing of our youth. In the glistening expanses of India’s Tier-1 metros, conversations center on the integration of artificial intelligence into the classroom.
Students in upscale urban schools return to automated personalized learning modules, smart boards, and institutions piloting partnerships with global tech entities to integrate Large Language Models into daily pedagogy.
But cross the city limits into the sprawling landscape of rural and Tier-3 India, and a radically different reality rears its head. Here, the reopening of schools does not mean a return to the cutting edge of the “IndiaAI Mission.”
Instead, it is a return to a gruelling struggle against basic amenities: cracked plaster, non-functional hardware covered in dust, intermittent electricity, and a near-total lack of internet connectivity. As the gates swing open, they reveal not a unified national student body, but a deep-seated educational disparity that threatens to permanently split India’s demographic divide into two distinct economic castes.
To look at India’s macroeconomic indicators is to marvel at a digital renaissance. The Ministry of Education has integrated AI into school curricula across India through CBSE and NCERT, starting with grades 9, under the National Education Policy (NEP) and the National Curriculum Framework (NCF).
Currently, CBSE offers a 15-hour AI skill module from Class VI onwards and AI as an optional subject in Classes IX-XII. NCERT has incorporated AI content in Class XI Computer Science and Informatics Practices textbooks and used AI/ML to translate Grade 1-2 textbooks into 22 Indian languages.
Digital Infrastructure for Knowledge Sharing (DI,KSHA), a Ministry of Education initiative, uses AI for inclusivity: AI-based keyword search in videos and a read-aloud feature for visually impaired students. The DIKSHA mobile app is available for teachers, and also for students, and parents. The app is loaded with engaging learning material that fits the needs of the prescribed school curriculum.
The Ministry of Skill Development and Entrepreneurship launched SOAR (Skilling for AI Readiness) to build AI awareness and skills for classes 6–12 students and educators. The program includes three 15-hour student modules and one 45-hour “AI for Educators” teacher module.
The Ministry of Education’s SWAYAM (Study Webs of Active Learning for Young Aspiring Minds) platform offers 110+ free AI courses from IITs and IISc, with 41.2 lakh+ students enrolled.
The University Grants Commission (UGC) undergraduate curriculum includes AI, 3D machining, big data analysis, machine learning, drone technologies, and deep learning with applications in health, environment, and sustainable living.
The comprehensive AI education strategy—aligned with NEP and the IndiaAI Mission—spans curriculum integration from primary to higher education, teacher capacity building, infrastructure development, skilling initiatives, and research Centres of Excellence. The approach extends beyond urban centres to tribal and aspirational districts, democratising technology access across all communities. These initiatives position India as a global AI leader while ensuring inclusive socio-economic development, embodying Welfare for All, Happiness for All (Sarvajanam Hitaya, Sarvajanam Sukhaya).
Indeed, the country is positioning itself as a global AI powerhouse, with rapid growth across the sector. In 2024, 89% of new startups were AI-powered, and 87% of the enterprises are actively employing AI. This is just the beginning – the Indian AI market is expected to grow at a rate of 25%-35% through 2027. To support this growth, India, which had an AI talent pool of 600,000-650,000 in 2024, needs over 1.25 million AI professionals by 2027, at a 15% CAGR, according to NASSCOM.
Various initiatives and policies of the government are addressing the monumental shift in the labour market disrupted by AI. The National Education Policy (NEP) recognises AI’s potential for economic growth, solving educational challenges, enhancing teacher capabilities, and personalising learning, and emphasises the importance of AI-learning across all educational levels. The IndiaAI Mission (launched in March 2024) aims to make India a global AI leader by fostering innovation across government, institutions, startups, the private sector, and academia.
Central to this strategy is democratising technology—ensuring AI tools and digital platforms reach remote villages, tribal areas, and underserved communities, bridging the digital divide. This comprehensive approach aligns with the Viksit Bharat 2047 vision, positioning India as an inclusive global AI leader.
While the Ministry of Education reports that national internet connectivity in schools sits around 54%, a deep dive into UDISE+data reveals a stark 29% gap in reliable connectivity between urban schools and their rural counterparts. A school possessing an internet connection on paper does not translate to an internet-empowered student. In thousands of villages, a “connected school” simply means a single dongle locked away in a headmaster’s drawer, used exclusively for administrative data entry, leaving the actual classrooms completely analog.
The Unified District Information System for Education Plus is an educational management information system under the Department of School Education & Literacy, Ministry of Education, under the Government of India. UDISE+ functions as a central platform that enables respective schools to efficiently record and submit data related to its profile (infrastructure & facilities), individual students and teachers’ details. This is done in real-time mode by all recognised schools that provide formal and special education in any of the school categories (that is, from pre-primary to higher secondary levels) throughout the country each academic year. The recorded data is validated by the MIS and other designated officials at the block, district and state levels; and monitored at four levels, including the national.
This makes UDISE+ one of the largest management information systems for credible information collection mechanisms and serves as the official statistics of the Ministry of Education.
A comprehensive comparative study published in the International Journal of Finance & Economics highlights that India’s digital growth story remains profoundly inequitable. The NITI Aayog School Education System Report too underscores this physical-to-digital bottleneck: the basic triad of reliable electricity, working computers, and real internet penetration continues to dodge the very schools that cater to the vast majority of India’s children.
This document is not a statement of policy by the National Institution for Transforming India (NITI Aayog). It has been prepared by the Education Division of NITI Aayog for the purpose of independent academic and policy-oriented research.
The report titled “SCHOOL EDUCATION SYSTEM IN INDIA”: Temporal Analysis and Policy Roadmap for Quality Enhancement EDUCATION DIVISION May 2026 points out that India’s 14.71 lakh schools serve over 24.69 crore students. While near-universal access has been achieved at the primary stage, enrolment at the higher secondary level, with a national Gross Enrolment Ratio (GER) of 58.4% and variations across States, presents a significant opportunity to further expand participation.
The 33 policy recommendations aim to move the system beyond incremental adjustments towards sustained, structural transformation. They are grounded in the conviction that every child, regardless of geography or background, must have access to schools that provide not only infrastructure but also the knowledge, skills, and human values required to lead purposeful lives. Taken together, the evidence shows that while India has made steady progress in strengthening school education.
The Policy provides for the promotion of digital and online learning through platforms such as Digital Infrastructure for Knowledge Sharing (DIKSHA) and the National Educational Technology Forum (NETF), to enhance pedagogy, accessibility, and teacher training.
The quality and equity of school education are closely tied to the availability of essential infrastructure. Adequate classrooms, electricity, safe drinking water, functional toilets, ICT facilities, and internet access form the foundation of a secure and supportive learning environment. NEP 2020 places strong emphasis on improving school infrastructure to strengthen foundational learning, enable blended modes of instruction, and expand access across all regions.
It admits, “Although smart classroom adoption has increased, it has yet to achieve broad institutionalisation across the country.” Nationally, the share of schools with functional computers increased from 26.42% in 2014-15 to 64.7% in 2024-25. Growth was modest in the early years, but accelerated thereafter, with the sharpest gains recorded between 2020-21 (41.2%) and 2024-25 (64.7%). This rise reflects targeted digital initiatives, increased budgetary support, and the growing emphasis on ICT integration in classrooms under Samagra Shiksha and NEP. However, the digital infrastructure is more concentrated in schools in metros and bigger cities than in far-flung rural areas.
Significantly, the report says, “Overall, the decade marks a rapid expansion of computer facilities across most States. Yet, more than one-third of schools still lack computers, and wide interstate disparities persist.”
In internet connectivity within schools, starting from a very low level of 8.05%, growth remained gradual in the initial years but accelerated significantly after 2019-20. Coverage more than doubled between 2020-21 and 2022-23, crossing 50% for the first time, and continued to rise steadily thereafter. In 2024-25, nearly two-thirds (63.5%) of schools reported having access to internet facilities.
“Despite this rapid progress, the fact that over one-third of schools still remain without connectivity underscores persistent challenges”, points out the NITI School Education System Report released in May 2026.
The adoption of smart classrooms in India’s school system shows wide interstate variation, with digital teaching infrastructure still at an early stage in many parts of the country. It indicates that in 2025, in most States and UTs, fewer than 30% of schools were equipped with functional smart classrooms, pointing to limited progress in technology integration.
Over the past four years, the sharpest gains were recorded in Tamil Nadu (0% → 60.8%), Chandigarh (41.2% → 95.2%), and Maharashtra (17.3% → 63.6%). In contrast, the smallest improvements were seen in Meghalaya (2.3% → 4.3%), Andaman & Nicobar Islands (37.3% → 44.4%), Jharkhand (10.5% → 14.8%), and Bihar (4.6% → 14.9%). The evidence points to significant interstate disparities: while some States have rapidly expanded smart classroom adoption, most continue to show minimal coverage, highlighting persistent gaps in technology integration.
The Digital Literacy Deficit
The disparity is not merely physical; it is deeply cognitive. It manifests clearly in how students interact with basic technology. Academic research on Information and Communication Technology (ICT) utilization reveals a stark divide:

When nearly 70% of urban children can organically pilot a device for research and innovation, while four out of five rural children cannot access a computer for academic advancement, the concept of a level playing field collapses.
The National Education Policy (NEP) 2020 explicitly recognizes that artificial intelligence, big data, and machine learning will completely restructure global labor markets. To counter this, the NEP outlines a visionary framework for multidisciplinary education that democratizes tech, embedding a 15-hour AI skill module from Class VI onward and utilizing digital hubs like DIKSHA to deliver personalized learning.
However, the noble ambitions of the NEP 2020 are running aground on the hard reality of local execution. You cannot run a 15-hour AI module on a blackboard. You cannot leverage AI-driven keyword searches or adaptive learning software for Specific Learning Disabilities (SLDs) when the computer lab lacks a functioning power supply. The systemic shortfall of trained teachers in remote districts further compounds the issue. Teachers who are themselves digitally illiterate cannot lead a classroom into the era of algorithmic thinking.

The NITI Aayog report recently released points out that India has a teaching workforce of approximately 1.01 Crore, serving across 14 lakh schools nationwide. While steady progress has been made in improving the Pupil-Teacher Ratio (PTR), significant shortfalls in teacher availability continue to affect the delivery of quality education, particularly in rural and underserved regions. These areas face high levels of teacher attrition, often driven by regional disparities and infrastructural challenges, which in turn adversely impact learning outcomes, student retention, and grade-to-grade transition rates.
The Danger of a “Two-Tier” Labour Force
If left unaddressed, this educational divide will rapidly translate into a severe labour crisis. The domestic enterprise landscape is moving exceptionally fast; over 87% of Indian enterprises are actively deploying AI, and the domestic market is compounding at a massive 25% to 35% annual growth rate. According to NASSCOM estimates, the country requires a talent pool of over 1.25 million AI-fluent professionals in the coming years.
Metro-bred youth, supported by institutional interventions like AICTE’s partnerships providing direct student access to advanced AI-powered search tools and research platforms, are seamlessly stepping into these high-value roles. They are being trained to treat AI as a native co-pilot.
Meanwhile, their rural counterparts are entering the workforce with fundamental deficits. When a young adult from a Tier-3 town or village enters the modern economy, they are pitted against an urban peer who has been navigating digital platforms since primary school. The result is an invisible wall to upward economic mobility. Rural youth are systematically pushed away from the high-growth technological economy and corralled into low-wage, insecure gig work or manual labor—industries that are themselves highly vulnerable to future automation.
Bridging the Faultline
The digital divide cannot be solved by simply shipping crates of tablets to rural panchayats and celebrating a procurement milestone. True equity requires a fundamental shift in educational governance:
- Infrastructure as a Utility: Digital infrastructure must be managed with the same regulatory urgency as drinking water. Solar-powered mini-grids must be deployed alongside school computer labs to permanently eliminate the issue of local power failures.
- Decentralized Maintenance Hubs: School Management Committees (SMCs) must be empowered with dedicated, non-lapsable maintenance funds to repair broken hardware locally, ensuring that minor technical glitches do not turn a computer lab into a storage closet for months on end.
- Mandatory Digital Pedagogy: Teacher training programs like the Ministry of Skill Development’s “AI for Educators” must be localized into regional languages and tied directly to career progression metrics, making digital literacy an absolute prerequisite for every educator in the public sector.
The Niti Aayog May 2026 report under the head, “Challenges and Bottlenecks”, says, “India’s schooling system is shaped like a pyramid, with the highest number of primary schools at the base, tapering significantly at higher levels. As per UDISE+ 2024-25, there are 7.3 lakh primary schools in the country. However, this number reduces sharply at the upper primary level (4.34 lakh) and further drops to just 1.42 lakh secondary schools and 1.64 lakh higher secondary schools. This decline in the number of schools as one moves up the grades directly limits the availability of education at different stages for many children.”
Across many parts of the country, particularly in remote and sparsely populated regions, schools continue to function with only a single teacher managing the entire institution. According to the latest UDISE+ 2024-25 data, more than 1 lakh schools in India operate with just 1 teacher, accounting for over 7% of all schools. This results in little to no value addition for the students studying in those schools. In such schools, the sole teacher is expected to shoulder multiple responsibilities, including classroom instruction across multiple grades, administrative work, mid-day meal preparation, record-keeping, coordinating with parents, and other tasks.
“While there has been a constant push for the development of physical and digital infrastructure, gaps in basic and advanced infrastructure persist across the country, particularly affecting students in underserved and geographically challenging regions”, says the report.
As per UDISE+ 2024-25, 64.7% of schools are equipped with computers, and 57.9% have them available for teaching and learning purposes. Internet connectivity is now available in 63.5% of schools, a significant eightfold increase from 8.05% in 2014-15. “Despite this progress, the digital divide remains visible, particularly across States such as Bihar, West Bengal, Manipur, Mizoram, and Meghalaya, where many schools continue to lack basic ICT facilities”.
As the summer heat fades and the school bells ring across the nation this June, India stands at a critical historical crossroads. We can continue down our current path, allowing technology to act as an accelerant of historical privilege, cementing a system where the wealthy learn to build the future. At the same time, the poor are left to watch it happen simply. Alternatively, we can actively realize the true democratic vision of the NEP 2020—transforming technology from an instrument of exclusion into the ultimate equalizer. Our future status as an inclusive global leader depends entirely on which India we choose to build inside our classrooms.
