Instead, the Commission\u2019s list features barely one-eighth of that number, raising serious questions over the evaluation process.<\/p>\n\n\n\n<p>More than <strong>2,400 candidates<\/strong> had appeared for the descriptive Stage-2 exam. She urged HPSC to have the answer sheets re-evaluated by experts from a central university to restore credibility.<\/p>\n\n\n\n<p>The category-wise breakdown reveals startling gaps:<\/p>\n\n\n\n<ul>\n<li><strong>General Category:<\/strong> 136 selected for 312 posts<\/li>\n\n\n\n<li><strong>Deprived SC:<\/strong> 1 selected for 60 posts<\/li>\n\n\n\n<li><strong>Other SC:<\/strong> 2 selected for 60 posts<\/li>\n\n\n\n<li><strong>BC-B:<\/strong> 3 selected for 36 posts<\/li>\n\n\n\n<li><strong>BC-A:<\/strong> 3 selected for 85 posts<\/li>\n\n\n\n<li><strong>EWS:<\/strong> 6 selected for 60 posts<\/li>\n<\/ul>\n\n\n\n<p>\u201cThese numbers point to systemic issues rather than candidate competence,\u201d Dhull said, noting that many rejected applicants are NET-qualified, hold PhDs, or have strong academic records.<\/p>\n\n\n\n<h3><strong>Aspirants Cite \u2018Arbitrariness,\u2019 Question Evaluation<\/strong><\/h3>\n\n\n\n<p>Aggrieved candidates have demanded that HPSC:<\/p>\n\n\n\n<ul>\n<li>Re-verify the evaluation methodology<\/li>\n\n\n\n<li>Recheck tabulation and compilation of marks<\/li>\n\n\n\n<li>Ensure compliance with the notified shortlisting criteria<\/li>\n<\/ul>\n\n\n\n<p>Many argue that eliminating NET-qualified and PhD-holding candidates through stringent written-exam cutoffs violates constitutional protections under <strong>Articles 14 and 16<\/strong>, which mandate fairness and non-arbitrariness in public employment.<\/p>\n\n\n\n<h3><strong>High Screening Scores, but Failed in Final Exam<\/strong><\/h3>\n\n\n\n<p>Frustration grew after numerous high scorers from the screening test failed to qualify in the final written exam.<\/p>\n\n\n\n<p>A PhD holder said, <em>\u201cI scored 77 out of 100 in the screening test, while the general cut-off was 66. My master\u2019s percentage is 62, yet I was declared unsuccessful.\u201d<\/em><\/p>\n\n\n\n<p>Another aspirant added, <em>\u201cCandidates who scored in the 90s in the screening exam have not made the list. HPSC must release answer sheets and disclose the evaluation method.\u201d<\/em><\/p>\n\n\n\n<p>Several candidates say they plan to approach the <strong>Punjab and Haryana High Court<\/strong>, citing lack of transparency and non-disclosure of marks for unsuccessful candidates.<\/p>\n\n\n\n<h3><strong>HPSC Defends Process<\/strong><\/h3>\n\n\n\n<p>HPSC officials, however, stood by the results. A senior officer said all 15 descriptive questions were evaluated by the same expert to ensure uniformity.<\/p>\n\n\n\n<p>\u201cOur process is transparent and fair.
