An investigative report by Tehelka SIT<\/strong><\/em><\/p>\n<p>A\u00a0goods train is running with speed on the railway track, carrying wheat and rice belonging to the Food Corporation of India [FCI]. It has to reach its destination after covering thousands of kilometers in two-three days. But after it reaches its destination,\u00a0it is discovered that 40 coaches of this goods train are missing!\u00a0This is neither a\u00a0scene from a\u00a0film nor a dream. It is a reality. For years, the goods train bogies carrying the FCI food grains have gone missing in India. We all have heard\u00a0about the incidents of missing\u00a0trucks, cars, motorbikes, tractors etc. But we\u00a0have\u00a0never heard\u00a0stories of\u00a0train bogies going missing\u00a0which,\u00a0incredibly,\u00a0have been happening for years. But today,\u00a0<em>Tehelka<\/em>\u00a0with the help of its\u00a0painstaking\u00a0investigation done through several RTIs, is going to\u00a0bring out\u00a0the\u00a0tales\u00a0of missing goods train\u00a0coaches\u00a0in India. This\u00a0type\u00a0of investigation has not been done before,\u00a0nor this kind of story\u00a0has\u00a0been heard so far.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-339576\" src=\"http:\/\/tehelka.com\/wp-content\/uploads\/2022\/09\/20220908_124952.jpg\" alt=\"\" width=\"4032\" height=\"1816\" srcset=\"https:\/\/tehelka.com\/media\/2022\/09\/20220908_124952.jpg 4032w, https:\/\/tehelka.com\/media\/2022\/09\/20220908_124952-300x135.jpg 300w, https:\/\/tehelka.com\/media\/2022\/09\/20220908_124952-768x346.jpg 768w, https:\/\/tehelka.com\/media\/2022\/09\/20220908_124952-1024x461.jpg 1024w, https:\/\/tehelka.com\/media\/2022\/09\/20220908_124952-696x313.jpg 696w, https:\/\/tehelka.com\/media\/2022\/09\/20220908_124952-1068x481.jpg 1068w, https:\/\/tehelka.com\/media\/2022\/09\/20220908_124952-933x420.jpg 933w, https:\/\/tehelka.com\/media\/2022\/09\/20220908_124952-1920x865.jpg 1920w\" sizes=\"(max-width: 4032px) 100vw, 4032px\" \/><\/p>\n<p>Normally, the goods trains have 42 to 58 compartments. These are also called special trains and racks. Whenever these incidents of missing bogies occur, the FCI people start investigating the matter. The Indian Railway is also informed about it.\u00a0The matter then gets sandwiched between FCI and Indian\u00a0Railways. Both the departments\u00a0start investigating this matter to unravel the mystery of missing train bogies. In some cases, it has\u00a0been more than 35 years since the incident happened but the matter of\u00a0 missing bogies remains unresolved. When the FCI fails to get any clue of\u00a0its\u00a0missing wagons [containing\u00a0wheat and rice],\u00a0the department\u00a0makes\u00a0a case for compensation for the lost items before the Indian Railways.<\/p>\n<p>According to the experts, one bogey carries nearly 60 tonnes of grains. There are various\u00a0varieties of wheat and rice in our\u00a0country. The cost of these grains are decided, according to the\u00a0quality of wheat and rice that is loaded in the train. It is estimated that one bogie carries the\u00a0goods\u00a0costing\u00a0at least\u00a0Rs\u00a015\u00a0to\u00a020 lakh. Such incidents of missing coaches have been happening\u00a0for years but it is only after the filing of RTIs since the last four years, that this matter has\u00a0come out in the open. RTIs are still being filed in the courts.<\/p>\n<p>&nbsp;<\/p>\n<p>Though this is a serious matter, very few zonal offices of FCI have come forward to report this\u00a0matter. Till now, the RTIs have been filed on the basis of complaints of\u00a0a\u00a0few zonal offices only. The zonal offices of Guwahati have lodged more complaints\u00a0as compared to others.<\/p>\n<p>We\u00a0all\u00a0are familiar with\u00a0cases of\u00a0theft of vehicles such as\u00a0cars and\u00a0other\u00a0small vehicles since\u00a0our\u00a0childhood, with many of us having dealt with it first hand. Everyday,\u00a0cases of lost cars, bikes and other vehicles are registered in our country. But today, the story we are presenting before you will not only shock you but will also leave you bewildered. After reading this exclusive expose by\u00a0<em>Tehelka<\/em>, you will\u00a0be left wondering\u00a0how theft of train coaches is\u00a0even\u00a0possible.\u00a0Is it\u00a0so easy to hide these huge iron boxes somewhere for so many years?. Who all are responsible for this crime, and where\u00a0have\u00a0these loaded bogies gone?<\/p>\n<p>Goods trains on\u00a0railway tracks\u00a0are a familiar sight in India.\u00a0Transportation\u00a0of\u00a0\u00a0huge quantities of loads is mainly done\u00a0through these\u00a0trains. After going through the FCI website, we found that the\u00a0transportation\u00a0of\u00a0wheat and rice is mainly done through goods trains. Though we have also seen these grains\u00a0transported through roadways\u00a0also, but\u00a0the\u00a0capacity is very low as compared to the goods trains. One\u00a0can get complete data of this on the FCI website.<\/p>\n<p>In the year 2021-22, the number of trains that carried wheat and rice grains from one place to another were 39773. There are five zonal offices of FCI:\u00a0North-East, East Zone, South Zone, North Zone and West Zone. All these special goods trains went to these zones only. The number of special trains that reached the North East zone were 2333\u00a0while\u00a015762 were sent to the North zone.<\/p>\n<p><strong>The missing 40 coaches<\/strong><\/p>\n<p>As per the RTI which\u00a0was\u00a0filed in this case on 14 June, 2022, the North-East zonal office of FCI situated at Guwahati filed the missing wagons\u00a0complaint. According to the\u00a0information provided by them, on 21st June 2003, one special train\/rack number\/23\/342612\u00a0(KNN)\u00a0left the\u00a0Khanna railway station in Punjab\u00a0for\u00a0(NBQ) new Bongaigaon\u00a0junction in\u00a0Assam. This\u00a0special train carried rice in bulk. Every coach carried around 1156 to 1184 big\u00a0racks of rice. The weight of one bag was around 50 kg. The secret code of KNN to NBQ\u00a0was mentioned on these trains. Though the information provided by the FCI does not make\u00a0it clear as to how many\u00a0total\u00a0coaches the train had, it was only after the train had reached Assam that\u00a0it was discovered\u00a0that forty coaches of this goods train\u00a0had gone missing. Of these, 132 coaches contained rice while 11 were loaded with wheat. More than 17 years have passed since but there is no clue to these lost coaches so far, the Guwahati division says.<\/p>\n<p>The North-East zonal office of FCI, Guwahati,\u00a0has given a complete list of lost coaches in the RTI from 2000-01 to 2005-06. The list is mentioned below:<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>2000-01 &#8211; This year,\u00a066 coaches of grains failed to reach their destination, of which 59 were\u00a0of rice and seven were of wheat. On 1st December 2000, 16 coaches were found missing from\u00a0a\u00a0special train\u00a0with\u00a0number RR03\/054367. Each bogie carried 620-639 bags of rice with each bag weighing 95 kg .<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li>2001-02 &#8211; This year,\u00a068 coaches were found missing from the special trains, of which 54\u00a0were loaded with rice and\u00a0the\u00a0remaining 14 with wheat. On 3rd September 2001, 20 coaches\u00a0could not be traced, and they all went missing at the same time. The number of this special train<\/li>\n<\/ol>\n<p>which lost 20 of its coaches was RR13\/211770. Every coach carried 610 to1158 bags of rice\u00a0and these bags\u00a0were of different weights of\u00a050kg,\u00a075kg\u00a0and\u00a095 kg.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"3\">\n<li>2002-03 &#8211; This year,\u00a0111 coaches failed to reach their destination, in which 99 were of rice\u00a0while 12 bogies were of wheat. On 21st June 2002, 11 coaches were found missing\u00a0all\u00a0together. The number of this special train was RR04\/119643. Every coach carried 1162 to\u00a01195 bags of rice, with each weighing 50 kg. The same year on 1 August, 11 coaches\u00a0were found missing from another special train\u00a0with\u00a0number RR 08\/138029. Every coach had 1097 to 1204 bags of rice\u00a0with each weighing\u00a050 kg.\u00a0On\u00a0August 2, 2002, 11 bogies of another train\u00a0with\u00a0number RR15\/211921 went missing. Each bogie carried 742-758 bags of\u00a0rice\u00a0with each\u00a0weighing\u00a075kg.\u00a0On\u00a0November 9, 2002, 12 coaches of\u00a0yet\u00a0another special train were found missing, with\u00a0every\u00a0bogie carrying\u00a0884 to 1180 bags of rice\u00a0and\u00a0each\u00a0bag\u00a0weighing 75kg .<\/li>\n<\/ol>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-339579\" src=\"http:\/\/tehelka.com\/wp-content\/uploads\/2022\/09\/IFCI-Salman-5.jpg\" alt=\"\" width=\"1575\" height=\"2362\" srcset=\"https:\/\/tehelka.com\/media\/2022\/09\/IFCI-Salman-5.jpg 1575w, https:\/\/tehelka.com\/media\/2022\/09\/IFCI-Salman-5-200x300.jpg 200w, https:\/\/tehelka.com\/media\/2022\/09\/IFCI-Salman-5-768x1152.jpg 768w, https:\/\/tehelka.com\/media\/2022\/09\/IFCI-Salman-5-683x1024.jpg 683w, https:\/\/tehelka.com\/media\/2022\/09\/IFCI-Salman-5-696x1044.jpg 696w, https:\/\/tehelka.com\/media\/2022\/09\/IFCI-Salman-5-1068x1602.jpg 1068w, https:\/\/tehelka.com\/media\/2022\/09\/IFCI-Salman-5-280x420.jpg 280w\" sizes=\"(max-width: 1575px) 100vw, 1575px\" \/><\/p>\n<p>4. 2003-04 &#8211; Around 143 bogies (132 of rice and 11 of wheat) were found missing during this year. On 21st June 2003, there was no clue to 40 coaches of\u00a0the\u00a0special train (RR 23\/342612), which\u00a0was carrying around 1156 to 1184 bags of rice grains in it, with each bag weighing nearly 50 kg.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"5\">\n<li>2004-2005 &#8211;\u00a0This year also, 96 bogies of a goods train were found missing, in which 83\u00a0were of rice while the remaining 13\u00a0contained\u00a0wheat. Eighteen coaches of\u00a0the\u00a0special train\u00a0(RR06\/030994) disappeared with around 1163 to 1186 bags of rice in it.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"6\">\n<li>2005-2006 &#8211; This year, 28 coaches of a special train went missing with 23 bogies of rice and 5\u00a0bogies of wheat.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"7\">\n<li>2006-07-\u00a0This year, seven coaches disappeared with four of rice and three of wheat grains.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>The above mentioned list gives us an idea of how serious this theft is and how difficult it\u00a0is to\u00a0resolve this matter. The details of all such missing coaches are registered with FCI. Their documents carry all details of this so-called theft. After doing research on their end, the FCI departments\u00a0file the complaint\u00a0with the\u00a0Indian Railways. Top officials of both the departments sit together and discuss the\u00a0matter. This is called a reconciliation meeting. In this meeting, concerned officers of both the departments\u00a0discuss the details of missing coaches of special trains and the food grains that are being transported through this route. After the reconciliation meeting and mutual understanding, the FCI files\u00a0a complaint with Indian railways of the lost \/missing coaches, and\u00a0demands compensation for their lost food stocks.\u00a0Details of such data is\u00a0given below.<\/p>\n<p>The first meeting of Indian railways officers and\u00a0zonal office Guwahati was held on May 3,<\/p>\n<p>2005, at the Chief Commercial Manager\u2019s (claim) office at Malegaon. The officers from FCI\u00a0who attended the meeting\u00a0were\u00a0Joint\u00a0Manager\u00a0Movement ML Solanki, AG first (D) and SB Sharma\u00a0while\u00a0deputy CCM (Claim), SK Karmakar and CIG Guha Rai\u00a0represented the\u00a0Railways.\u00a0The agenda of this\u00a0meeting was to discuss the 220 coaches of rice and 46 bogies of wheat\u00a0that went missing\u00a0in the year 1996-98. This matter was further sent for reconciliation.<\/p>\n<p>On April 13, 2005 also a meeting was held between railways and zonal officers Guwahati ,\u00a0at the Chief Commercial Manager\u2019s office, Malegaon. The agenda of this meeting was to\u00a0discuss the missing coaches from the year 1986 to1996, which carried around 5100 rice bags\u00a0and 2178\u00a0bags\u00a0of wheat.\u00a0The data was discussed till 28 December 2004 only. This meeting was\u00a0attended by Manager Movement M L Solanki, AG first (D) and S B Sharma from FCI\u00a0and\u00a0deputy<\/p>\n<p>CCM (Claim), S K Karmakar and CIA Chattopadhyaya\u00a0from\u00a0the\u00a0Railways.<\/p>\n<p>After that on 22 February 2007 also, one such meeting was held between\u00a0the railways officials\u00a0and FCI\u2019s zonal officers (Guwahati). The agenda of this meeting was to discuss the\u00a0wagons which had gone missing between 2000-01 and 2004-05. Four hundred and\u00a0twenty seven wagons of rice and 57 wagons of wheat were found missing during this period. The officers from FCI\u00a0who attended the meeting were\u00a0Joint Manager\u00a0Movement M L Solanki, AG first (D) S B Sharma\u00a0and\u00a0AG second (M) R N\u00a0Dutta. From the Railway,\u00a0S K Karmakar and CEO A K Prasad\u00a0took part in the meeting held\u00a0at Chief Commercial\u00a0Manager\u2019s\u00a0(claim) office at Malegaon.<\/p>\n<p><strong>FCI\u2019s\u00a0N-E\u00a0zone\u00a0most vulnerable<\/strong><\/p>\n<p>The RTI that has been filed in the missing wagons case reveals that from the year 2000-2001 to 2004-05,\u00a0around 500 wagons of food\u00a0grains have disappeared, of which most\u00a0wagons were loaded with rice. According to the RTI, the FCI and the Railway officers have been\u00a0discussing more\u00a0than 5.5K missing wagons till now. In the details that we got from\u00a0our sources and the RTI, the North-East FCI zone has\u00a0lodged most complaints\u00a0about missing wagons till date.<\/p>\n<p><strong>List of missing\u00a0wagons\u00a0<\/strong><\/p>\n<p>According to the RTI, on 3 December 2021, the regional office of FCI, Karnataka, filed a\u00a0claim of 54 wagons to\u00a0the\u00a0Indian Railways. These 54 wagons had gone missing during the intervening period between 2015 and 2020. Apart from this in another RTI, the FCI officers have\u00a0lodged\u00a0a complaint of four more missing wagons of rice, from February 28, 2019 to March 20, 2019. The RTI says that the West Zone Mumbai office (FCI) has given the missing wagons information to them on 20 May. On 15 March, 2011, the officials of FCI West Zone, Mumbai, and Railways officers held a meeting in Mumbai to discuss the matter of\u00a0missing wagons. This meeting was attended by M L Sehgal (GM\u00a0Movement), KK Barua (DGM Movement), B K Tyagi (AGM Movement), Kamna Gyan (Manager\u00a0Movement) from FCI and S R Sethi (TC claim), Virendra Kumar, (SO) TC third and Anil Kumar Gupta, CMI from\u00a0the\u00a0Railways. In this meeting, the missing wagon cases from 1986-96 to 1996-2000 were discussed\u00a0mainly. In this regard, meetings at Mumbai, Goa, Mysore and Kolkata had already been\u00a0conducted. In all, 51 wagons were found missing. Fifteen\u00a0wagons\u00a0went missing\u00a0during 1986-96 only of which 10 were of wheat and 5\u00a0were\u00a0of rice.\u00a0During the period\u00a01996-2000, around 36 wagons went missing, 20 of wheat and 16 of rice.<\/p>\n<p>In an another RTI of 13 March 2019, we found that West Zone office of\u00a0the\u00a0FCI has made\u00a0a claim<\/p>\n<p>to\u00a0the Railways\u00a0for five missing wagons. On 25 February 2004, one wagon\u00a0with\u00a0number ER 39873 (BCXT)\u00a0in\u00a0special train\u00a0(396427)\u00a0carried 1098 bags. The cost of\u00a0the grains\u00a0was around 3.34 lakh. This train\u00a0had left\u00a0Ferozpur, Punjab\u00a0for\u00a0Gondia in Maharashtra. On 15 July 2018,\u00a0a special train\u00a0with\u00a0number 2620000366\u00a0became the target, with\u00a0its three wagons, WN ECOR74377, WR18115, NWR96310 carrying\u00a01155, 1150 and 1149 bags of food\u00a0grains\u00a0having gone\u00a0missing. The cost of\u00a0the grains\u00a0was 39.19 lakh approximately.\u00a0This train\u00a0had left\u00a0Narwana\u00a0in Haryana\u00a0for\u00a0Baramati in Maharashtra.<\/p>\n<p>On 21 July, 2018 another wagon\u00a0with\u00a0number FCRO42692\u00a0of special train\u00a0(262000360)\u00a0that carried 1274 bags\u00a0left\u00a0Safidon in Haryana\u00a0for\u00a0Parli\u00a0in\u00a0Maharashtra\u00a0but\u00a0vanished into thin air\u00a0before it reached its destination. The cost\u00a0of\u00a0grains\u00a0was around\u00a014.23 lakh.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"3\">\n<li>Various such missing wagon incidents had occurred in Kerala also, but the Kolam district of\u00a0Kerala had not\u00a0lodged\u00a0any such complaint.\u00a0It was only when RTI\u00a0activists\u00a0appealed to them\u00a0that\u00a0they came forward and filed a case of one missing wagon\u00a0with\u00a0number NWR BCNA 10994.\u00a0This information was provided on 10 April 2019 and the wagon was missing from 22 February\u00a02019. There were 1269 bags of food grains (No details were provided whether\u00a0these bags were of wheat or rice).<\/li>\n<\/ol>\n<p>According to the RTI,\u00a0the zonal office of Chennai said that till 28 February\u00a02019, two\u00a0wagons of food\u00a0grains costing Rs 30.45 lakh had gone missing. They also\u00a0said\u00a0that in the last six years,\u00a02503 metric tonnes of wheat and rice\u00a0had\u00a0been\u00a0ruined during transportation. But how did the food grains get\u00a0damaged and have the\u00a0lost\u00a0wagons recovered? No such information has been provided by them.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"4\">\n<li>On 13 March 2019, the regional office of Bhubaneswar, gave information about one\u00a0missing wagon SE 98210\u00a0from\u00a0a\u00a0special train\u00a0with\u00a0number 26000702.\u00a0This wagon was\u00a0missing from 29th April 2018 and carried food grains of 63.32 metric tonnes\u00a0in\u00a01275 bags. The\u00a0cost\u00a0of the grains was nearly 17.80 lakh.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"5\">\n<li>According to the Area officer of FCI Gurdaspur, Punjab,\u00a0on 30 July 2018,\u00a0the\u00a0wagon\u00a0SNF ABCNA 60056,\u00a0as part of a\u00a0special train\u00a0with\u00a0number RR 150,\u00a0was on its way to\u00a0West Bengal from Gurdaspur. But when this special train reached\u00a0its destination, this wagon was not found. There are no details about the food grains the train was carrying. The FCI wagon was\u00a0still missing when RTI was being filed. They were summoned to Kolkata. The FCI\u2019s regional office of Kolkata was also asked to provide the information of missing wagons. But the\u00a0officials\u00a0replied with a letter stating there\u00a0was\u00a0no such information\u00a0with them.\u00a0Citing\u00a0an Act, they were summoned to Kolkata to give details, the RTI says.<\/li>\n<\/ol>\n<p><strong>Case under CBI scanner<\/strong><\/p>\n<p>On 9 February, 2018, the Patna office of the CBI registered an FIR (RC 02320180004). This FIR\u00a0was registered by the Chief\u00a0Vigilance Officer of Eastern Railways. Referring to the second\u00a0appeal of the RTI, the Railway Ministry has said that the FIR registered at RPF post Jamalpur,\u00a0West Bengal, clearly states that 86 wagons of the special trains were missing. The Central\u00a0Bureau of Investigation (CBI) is now investigating this missing wagon case. In the\u00a0CBI\u2019s FIR,\u00a0the number of missing wagons are 100 and their cost is around 34 crore. Though the railway\u00a0is\u00a0not using these wagons now. These wagons are now at another site of railways i.e. Dhobighat where repairing is conducted. As per\u00a0<em>Tehelka<\/em>\u00a0sources, the wheels and other parts of these wagons have been\u00a0removed.<\/p>\n<p><strong>Some cases hang fire for 33 yrs<\/strong><\/p>\n<p>It is really surprising to know that such\u00a0a\u00a0huge\u00a0number of\u00a0wagons have\u00a0been missing for so many years and still there is no clue to their whereabouts.<\/p>\n<p>It has been\u00a0a long span of\u00a0more than 32-33 years\u00a0but\u00a0there is\u00a0still\u00a0no trace of the missing wagons.\u00a0The\u00a0information\u00a0shocks you and makes\u00a0you laugh at the same time. How\u00a0could\u00a0some of the wagons disappear when the entire train\u00a0is\u00a0running on its track?\u00a0After all these are huge\u00a0iron boxes and\u00a0it would be impossible for\u00a0anyone\u00a0to\u00a0take\u00a0them away as if it is\u00a0a\u00a0walk in the park.\u00a0That there is no clue to the wagons that disappeared in the period between 1987 and 2019, is\u00a0baffling to say the least.<\/p>\n<p>According to the RTI, one wagon\u00a0with\u00a0number ERC22283 of a special train\u00a0(RR310625)\u00a0which was supposed to go to Ernakulam, Kerala from Chattisgarh was also missing. This special train was loaded with 24.5 metric tonnes of 256 bags of rice.\u00a0Surprisingly, FCI\u2019s\u00a0claim is still pending with\u00a0the\u00a0railways.<\/p>\n<p><strong>Sugar stock\u00a0worth Rs 48 cr goes missing<\/strong><\/p>\n<p><strong>\u00a0<\/strong>The\u00a0FCI not only transports wheat and rice but other food grains and food stocks\u00a0as well. These are also\u00a0sent to\u00a0other states by special trains.\u00a0Earlier,\u00a0the FCI also transported stocks of sugar to the other states.\u00a0Like wheat and rice, the wagons of sugar were also used to be sent from one state to another. There have\u00a0also\u00a0been cases of\u00a0sugar\u00a0wagons\u00a0having gone\u00a0missing, and\u00a0the zonal office of North East has already given\u00a0details\u00a0in this regard\u00a0in\u00a0the\u00a0RTI.<\/p>\n<p>From the year\u00a01984-85 to 1994-95 many special trains with sugar stocks were sent to the North East zones\u00a0but some of the wagons\u00a0failed to reach the destination.\u00a0FCI has sent many written complaints to the\u00a0railway\u00a0about their loss but did not receive any satisfactory reply. On 24th March, 2015, FCI sent\u00a0another letter to the railway\u00a0reminding them about a claim of Rs 48.18 crore. The zonal\u00a0office of FCI is still in discussion with the railway, but has\u00a0failed to get any satisfactory reply\u00a0so far. The RTI says\u00a0eight\u00a0wagons of sugar have been\u00a0the\u00a0missing since 1993-1997, the details of<\/p>\n<p>which are enclosed in the letter sent to\u00a0the\u00a0railway\u00a0on 1 January, 2008.<\/p>\n<p><strong>What could be the possible reasons?<\/strong><\/p>\n<p>According to the Railway sources,\u00a0the reason\u00a0behind\u00a0missing wagons cases\u00a0could be heating or over heating of axle boxes. Hot axle box in a railway\u00a0vehicle occurs when inadequate wheel bearing lubrication causes\u00a0an increase in temperature. If\u00a0undetected,\u00a0the bearing temperature can continue to rise, until there is a bearing \u201cburn off\u201d which\u00a0may cause derailment or fire. So this could be the reason that some wagons are detached from\u00a0these special trains, but we can\u2019t deny the\u00a0possibility\u00a0that under the\u00a0cover\u00a0of the hot axle\u00a0phenomenon,\u00a0some more wagons\u00a0could also have been\u00a0removed.<\/p>\n<p>According to the experts, the railway keeps\u00a0record of all the trains that are running on tracks or laying in yards. These records are maintained by a department of Indian Railways named CRIS. They keep track of\u00a0all its trains online.\u00a0They are aware of all the routes of trains;\u00a0when these trains reach their destination; and\u00a0when the special trains are loaded and unloaded. When everything is maintained online\u00a0it is hard to imagine\u00a0how these wagons of special trains\u00a0could\u00a0get disconnected.\u00a0But equally baffling is the\u00a0possibility\u00a0of\u00a0such\u00a0incredible\u00a0thefts\u00a0taking place.<\/p>\n<p><strong>Queries\u00a0stonewalled<\/strong><\/p>\n<p>When contacted for his\u00a0comments,\u00a0Rajiv Jain,\u00a0ADG Railway, PIB denied having any\u00a0\u00a0knowledge\u00a0of missing train bogies. According to him, as the matter has been brought to his knowledge by us, so he would\u00a0gather information from all the Railway zones, for which he said he needs time. When contacted after a few days, he said he is still waiting for the information from the zones. But\u00a0thereafter\u00a0he never took our calls nor responded\u00a0to us\u00a0on whatsapp.<\/p>\n<p>On the other hand, when the Food Corporation of India [FCI ] Public\u00a0Relation\u00a0Officer [PRO] D.P. Shukla was contacted\u00a0in FCI head office in Delhi\u00a0for his version,\u00a0he said, \u201cWhenever we receive\u00a0a\u00a0complaint\u00a0of missing wagons,\u00a0we immediately inform railway\u00a0about this, and\u00a0the\u00a0railway\u00a0starts\u00a0investigating the matter on its end.\u00a0If wagons are traced,\u00a0then the railway and FCI jointly examine those wagons. The food\u00a0grains\u00a0kept in the wagons are checked: whether its quantity is the same or not. Quality of the food\u00a0grains\u00a0is also checked: whether it is of the same good quality or some decay has occurred. And if the food\u00a0grains show some decay, then a report is prepared as to what percentage of decay has occurred. On the other hand,\u00a0if\u00a0the\u00a0railway doesn&#8217;t find the missing wagons,\u00a0then we follow the procedure and file a missing wagons claim with the railway\u201d.<\/p>\n<p>So,\u00a0<em>Tehelka<\/em>\u00a0has unearthed the story of missing bogies from the goods trains in India. We have seen fans and light fixtures going missing from railway coaches. Even wash basins have been stolen\u00a0at times. But this is a strange case where\u00a0bogies of goods trains, carrying FCI food grains are found\u00a0to be\u00a0mysteriously missing for years. So the next time you watch any goods train, do not be surprised if you see fewer coaches than usual.
