They released a joint statement after days of secret\u00a0<\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">deliberation in which they expressed their resolve to abide by the Gupkar Declaration of August 4, 2019 \u2014 a day before the revocation of Article 370 \u2014 in which these parties had resolved to protect the state\u2019s special constitutional status and fight against any move to <\/span><br \/>\n<span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">dilute it.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">\u201cThe series of measures undertaken on 5th August 2019 were grossly <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">unconstitutional and in reality measures of disempowerment and a challenge to the basic identity of the people of J&amp;K. The measures attempt to <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">redefine who we are,\u201d the joint statement read. \u201cWe are committed to strive for the restoration of Articles 370 <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">and 35A, the Constitution of J&amp;K and <\/span><br \/>\n<span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">the restoration of the State and any <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">division of the State is unacceptable to us. We unanimously reiterate that <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">there can be \u2018nothing about us <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">without us\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Signatories to the statement were National Conference president Dr <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Farooq Abdullah, the PDP president Mehbooba Mufti, State Congress president Ghulam Ahmad Mir, CPI(M) leader M Y Tarigami, People\u2019s Conference <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">chief Sajad Gani Lone and Awami <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">National Conference Muzaffar Shah.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Though in recent past there has been some muted resumption of the political activity in Kashmir Valley, the release of a joint statement is a big political move. Its significance also lies in the fact that it is going to dictate the terms of future politics of J&amp;K for a long time to come. The six parties form almost all the mainstream politics of J&amp;K. Outside them, the BJP is the only other major mainstream political party in J&amp;K.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">The statement took everyone by <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">surprise in the Valley as earlier several efforts by these parties to meet had been frustrated by the administration. Besides, there are still some leaders who are either under house arrest or under detention. The PDP president and former J&amp;K Chief Minister <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Mehbooba Mufti has been slapped <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">with Public Safety Act. And the leaders who have been released, among them National Conference president Dr <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Farooq Abdullah and his son Umar Abdullah \u2014 both former J&amp;K chief ministers \u2014 have largely maintained <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">a low-key political profile. They have also been restrained in their statements.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">That is why the strong language of the statement also made people to sit up and take note. The use of phrases like \u201cin a spitefully short-sighted and unconstitutional move\u201d, and \u201cthese are testing times and time of pain\u201d were evocative and geared to appeal to the prevailing sentiment in the region.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">What happens next now? This would be clear in the coming weeks and months. But one thing is clear: the statement marks the beginning of the resumption of the political activity in the Valley after a hiatus of one year. The past few weeks have witnessed <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">political parties gingerly resuming some activity.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Earlier last week National Conference had held a formal meeting at <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">the residence of Abdullah. It was a <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">meeting essentially to test the government\u2019s claim before the high court <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">that no National Conference leader <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">was under detention in Kashmir and that they were free to move, subject <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">to necessary security arrangements. <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">All four leaders \u2014 party general secretary Ali Mohammad Sagar and former ministers Mohammad Shafi, Abdul <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Rahim Rather and Nasir Sogami \u2014 who were supposed to be under house <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">arrest made it to the meeting, thereby lending credence to the government claim.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Later addressing the media, Abdullah steered clear of discussing the <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">political issues but he did swear his commitment to the Gupkar declaration. He also revealed his plans to call an all party meeting in near future.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Will such a meeting take place in near future? After the joint declaration, a meeting of all mainstream <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">parties seems like the next logical step. And this can take place even in the <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">absence of Mehbooba Mufti who is <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">unlikely to be released considering <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">her hardline stance on the repeal of <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Article 370.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">So far, National Conference has been at the forefront of the fresh <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">political activity in the region. In a <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">recent statement, the party had called for \u201creopening of all traditional routes including Kargil-Skardu, Jammu- Sialkot and Poonch-Rawalakot to <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">allow free movement of people across the Line of Control with Pakistan and Line of Actual Control with China and to promote people-to-people contact and strengthen inter-regional trade and cultural links\u201d.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Once considered\u00a0 mother of all confidence building measures\u00a0 the BJP government\u00a0 closed Srinagar-Muzaffarabad and Poonch\u2013Rawalakot roads following Pulwama bombing that killed\u00a0 40 CRPF personnel leading to skirmishes\u00a0 between India and Pakistan. The cross-LoC bus service was started in April 2005. The trade was latter added in 2008. But all such CBMs have come undone over the past two years\u00a0<\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Going forward, the politics is only expected to gather momentum. But what is also important is how the <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">administration would respond to the evolving situation. So far, it has sought to relentlessly supress every sign of <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">dissent against the withdrawal of the region\u2019s special status. The Government\u2019s main concern seems to be the form the response of these leaders will take. And also, after the fresh joint declaration, this will also be the challenge for the political parties.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">But the choices before them aren\u2019t easy. As the situation over the past year has demonstrated, he administration is hardly likely to countenance the dissent or challenge to revocation of Article 370 beyond a point.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt; text-align: justify;\">But the political parties could still decide to unite and launch a mass movement for the reversal of the constitutional changes. Considering the mood in the Valley, such a movement is likely to witness an overwhelming public participation.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Taking the fight to the street, however, looks easier said than done. So the\u00a0 parties are likely to be content to issue formal statements about the day to day situation, only occasionally foraying into an activity that seeks to confront centre on Article 370.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Much also depends on whether centre seeks to directly rule the union <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">territory through a Lieutenant Governor or holds election to the legislative assembly. Or whether the centre takes steps to restore the statehood. <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">In his speech on Independence Day, <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">the Prime Minister Narendra Modi promised an early election of a chief minister for J&amp;K. He didn\u2019t, however, make it clear whether the elected <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">chief minister will be that of a union territory or a state. As things stand, it is unlikely that the statehood to J&amp;K will be restored anytime soon. So, the political activity, if any, will have as <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">its arena the union territory. This makes them subservient to the Lieutenant Governor. And for that matter, even <\/span><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">an elected Chief Minister. This reality detracts from the power of the local politics to change anything.
