India is now the sixth largest economy in the world, up from 11th\u00a0position five years ago, she added.<\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">\u00a0Beginning her speech on a high note, the Finance Minister termed the recently concluded General Election as an election charged with brimming hope and desire among the citizens of the country for a\u00a0bright and stable New India. These elections were a stamp of their approval of a performing Government, a Government whose signature was in the last mile delivery, Sitharaman added.<\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">The Finance Minister stated that between 2014-19, the Government provided a rejuvenated Centre-State dynamic, cooperative federalism, GST Council, a strident commitment to fiscal discipline and set the ball rolling for a New India, planned and assisted by the NITI Aayog. In the last five years, the Government initiated many big reforms in particular, in indirect taxation, bankruptcy, real estate and those in the social sector improving common man\u2019s life. She added that the last mile delivery stood out and the unknown citizen in the nooks of our country stood out with evidence. The Government has shown by its deeds that the principle of\u00a0\u201cReform, Perform, Transform\u201d\u00a0can succeed.<\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Setting pace for the vision for India in the next decade, the Finance Minister stated that mega programmes and services which were initiated and delivered during the last 5 years will now be further accelerated. The Government plans to\u00a0simplify procedures, incentivize performance, reduce red-tape and make the best use of technology\u00a0to achieve the desired goals. \u201cGone are the days of policy paralysis and license-quota-control regimes. India Inc. are India\u2019s job-creators. They are the nation\u2019s wealth-creators\u201d, she said while emphasizing the substantial role of India\u2019s private industry in growing our economy.<\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Citing its genesis in the Interim Budget 2019-20 presented in February 2019, the Finance Minister flagged ten points of the Government\u2019s\u00a0\u2018Vision for the Decade\u2019:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Building physical and social infrastructure;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Digital India reaching every sector of the economy;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Pollution free India with green Mother Earth and Blue Skies;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Make in India with particular emphasis on MSMEs, Start-ups, Defence manufacturing, automobiles, electronics, fabs and batteries, and medical devices;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Water, water management, clean Rivers;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Blue Economy;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Space programmes. Gaganyan, Chandrayan and Satellite programmes;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Self-sufficiency and export of food-grains, pulses, oilseeds, fruits and vegetables;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Healthy society \u2013 Ayushman Bharat, well-nourished women &amp; children. Safety of citizens;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Team India with Jan Bhagidari. Minimum Government Maximum Governance.<\/span><\/li>\n<\/ul>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Elaborating on the above points, the Finance Minister emphasized on an\u00a0investment-driven growth\u00a0model to achieve the goal of 5 Trillion dollar economy. She stated that the Government recognizes that investment-driven growth requires access to low cost capital.\u00a0 It is estimated that India requires investments averaging Rs. 20 lakh crores every year (USD 300 billion a year).\u00a0<\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Further, the Finance Minister stated that it is estimated that Railway Infrastructure would need an investment of Rs. 50 lakh crores between 2018-2030.\u00a0 She proposed to use Public-Private Partnership to unleash faster development and completion of projects and to make available a blueprint this year for developing\u00a0National Highway Grid, gas grids, water grids, i-ways, and regional airports.<\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Focusing on unlocking the true potential of Public Sector Undertakings, Finance Minister said that\u00a0strategic disinvestment\u00a0of select CPSEs would continue to remain a priority of this Government, along with consolidation of PSUs in the non-financial space. Government is considering, in case where the Undertaking is still to be retained in Government control, to go below 51% to an appropriate level on case to case basis. Government is setting an enhanced target of Rs. 1,05,000 crore of disinvestment revenue for the financial year 2019-20, she added.<\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">To prepare\u00a0India\u2019s youth\u00a0to also take up jobs overseas, Sitharaman said that the Government will increase focus on skillsets needed abroad including language training. Focus would be laid on new-age skills like Artificial Intelligence (AI), Internet of Things, Big Data, 3D Printing, Virtual Reality and Robotics, which are valued highly both within and outside the country, and offer much higher remuneration.<\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Further in her Budget Speech, the Finance Minister also proposed to start a television programme within the DD bouquet of channels exclusively for\u00a0start-ups, discussing issues affecting their growth, matchmaking with venture capitalists and for funding and tax planning.<\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Regarding Industry sector, Finance Minister stated that under the Interest Subvention Scheme for\u00a0MSMEs, Rs. 350 crore has been allocated for FY 2019-20 for 2% interest subvention for all GST registered MSMEs, on fresh or incremental loans.
