Haryana to phase out old vehicles from NCR

Under directions of the Supreme Court, National Green Tribunal and Commission for Air Quality Management (CAQM), diesel vehicles older than 10 years and petrol vehicles older than 15 years cannot operate in Delhi. Haryana and other NCR states had also been asked to identify and remove such vehicles from the region.

The Haryana government has taken a tough stand on phasing out old vehicles in the National Capital Region (NCR). The state pollution report identifies BS-III and older vehicles as a key focus of the enforcement drive. Compared with Bharat-VI vehicles, they emit significantly higher levels of particulate matter, nitrogen oxides and other pollutants, making them a major contributor to winter pollution.

The Haryana government took the decision today  at a meeting chaired by Chief Secretary Anurag Rastogi here today. The meeting reviewed the progress of phasing out old commercial vehicles in the NCR under the Transport Department’s ” Parivartan Yojana . ” Notices will be issued to owners of BS- I, BS- II, BS- III and BS- IV category trucks and buses in the state’s NCR districts, requiring them to complete the process of scrapping or replacing the vehicles within a stipulated timeframe.

The government has clarified that vehicle owners must dispose of or replace old vehicles as per the prescribed procedure. BS- I, BS- II, BS- III and older vehicles must be scrapped at registered vehicle scrapping facilities. Eligible BS – IV vehicles can be scrapped or sold in a non-NCAP city or region outside the NCR. They can be replaced with BS-VI compliant vehicles with more stringent emission standards , or electric vehicles.

Enforcement action will be taken against vehicle owners who do not comply with the directives. This includes seizing the vehicles and sending them to authorized vehicle scrapping centers. This action will be taken to effectively implement the transition plan and phase out old, polluting commercial vehicles in the NCR.

Atul Kumar, Commissioner and Secretary of the Transport Department, stated that a large number of old commercial vehicles have been identified in the state’s NCR districts. Therefore, enforcement action is crucial to effectively implement the scheme. According to the Transport Transformation portal, there are a total of 96,441 targeted vehicles in the state , including 81,079 trucks and 15,362 buses.

The highest number of vehicles targeted were in Gurugram, at 24,032 , while Faridabad saw 18,141 . Large numbers of old commercial vehicles were also identified in Jind , Rewari , Sonipat , Jhajjar , Karnal , Panipat, and Rohtak.

The government’s scheme also provides financial assistance along with strict compliance , so that the financial burden on vehicle owners to replace old vehicles is reduced and they can easily move towards cleaner and less polluting vehicles.

Eligible vehicle owners who purchase a new BS- VI or electric vehicle will receive a 100% motor vehicle tax exemption for 10 years. A 50 % discount will be provided for replacing an eligible used vehicle . Registration fees will also be completely waived under the scheme.

Apart from this, there is a provision of 5 percent interest subsidy on vehicle loans , waiver of liabilities pending for more than one year and discount of up to 8 percent from participating vehicle manufacturers .

Monthly fuel vouchers for BS- VI diesel and CNG vehicles and a similar one-time financial incentive for electric vehicle buyers have also been provided.

The Parivartan scheme is being implemented as a completely online process through the ” Transport Parivartan Portal . ” The portal integrates vehicle registration and eligibility verification , old vehicle disposal , new vehicle selection , vehicle loan access, and new vehicle purchase and registration.

The necessary infrastructure for the disposal of old vehicles has also been created in the state. Twenty-six authorized vehicle scrapping centers have been established in the state. So far, 314 vehicle registrations have been received on this portal.

The government’s objective behind the plan is to rapidly phase out older commercial vehicles from the roads of the NCR and promote their replacement with BS- VI and electric vehicles. The Parivartan plan promotes clean transportation by protecting the environment and providing direct financial benefits to vehicle owners.
