The Haryana Town and Country Planning Department has put the implementation of the state’s stilt-plus-four (S+4) floor policy on hold until further orders, as the Punjab and Haryana High Court continues to hear petitions challenging the policy. The decision has come as a setback for property developers and homeowners awaiting approvals.
In a memorandum issued on July 21, 2026 the department directed the Chief Administrator of Haryana Shehri Vikas Pradhikaran (HSVP), the Managing Director of Haryana State Infrastructure and Industrial Development Corporation (HSIIDC), and the Director, Urban Local Bodies, to suspend all approvals related to S+4 residential buildings.
The move follows the Punjab and Haryana High Court’s earlier stay on the Haryana government’s S+4 policy, which permitted construction of four-storey residential buildings with stilt parking. The court had observed that the government had jeopardised public safety in its bid to increase revenue while overlooking the state’s fragile civic infrastructure.
The High Court also criticised the government for implementing the policy without conducting an infrastructure capacity audit. It noted that an expert committee had cautioned that permitting additional floors without strengthening civic infrastructure would overburden sewage, drainage, traffic and water supply systems.
The July 21 memorandum stated that approvals for S+4 residential buildings have been suspended “on account of various works/modalities pertaining to online approval of building plans/self-certification currently under finalisation, as well as administrative exigencies.”
Issued by Senior Town Planner Vijender Singh on behalf of the Director, Town and Country Planning Department, the order says the suspension will remain in force until further orders.
Copies of the memorandum have also been sent to all Senior Town Planners in circle offices and District Town Planners in field offices for compliance.
The department has further directed that no layout plans, zoning plans or service plan estimates involving a density of 18 persons per plot, or any construction under the S+4 policy, should be approved until further orders.
Additionally, the department’s Information Technology wing has been instructed to immediately disable the submission of applications seeking approval for S+4 buildings on both the dedicated S+4 portal and the Haryana Online Building Plan Approval System.
