Haryana comes out with database of 45,207 active criminals

The specially constituted Rohtak-Jhajjar-Sonipat-Faridabad (RJSF) Unit, formed to address the crime-sensitive districts of Rohtak, Jhajjar, Sonipat, and Faridabad, has developed a comprehensive digital database of criminals involved in heinous offences over the past decade and is maintaining continuous surveillance on their activities.

The Haryana police has prepared a database of 45,207 active criminals in the state from February 1, 2026 to August 25 , 2026 , out of which investigation of 26,026 criminals has been completed.

Under this intelligence-based model, active criminals in various districts of the state are being identified , their current status is being investigated and their criminal records are being continuously verified.  Police considers it a significant move to make its anti-crime strategy more scientific, technology-driven, and effective, Haryana Police has launched a pioneering initiative.

Director General of Police Ajay Singhal stated that continuous monitoring of active criminals and keeping their records updated is a crucial part of the crime control strategy. He directed officers to regularly update information regarding the current location , activities, and criminal connections of criminals, and to ensure immediate and effective action wherever suspicious or active criminal activity is found. The DGP stated that having accurate information about the identity, current location, and activities of every criminal is a prerequisite for crime control, “goal is not just to maintain records of criminals , but to prevent crime before it occurs by using available data”.

As part of weekly investigations conducted on the RJSF pattern, the current status of active criminals is being continuously verified and records updated. According to available data, out of a total of 45,207 active criminals, the status of 26,026 criminals has been verified so far . During the investigation, 7,425 criminals were found available at their registered addresses , while 1,612 were found in jail. 375 criminals have died.

This comprehensive verification process is providing the Haryana Police with accurate and updated data on the current status of active criminals , making their surveillance and crime control operations more effective. Verification of the remaining 19,137 criminals is also continuing on a priority basis , so that the police have updated information regarding each criminal and can ensure timely action as needed.

Under the RJSF model, not only the number of criminals and their criminal history are being recorded, but their current activities and police records are also being updated. According to reports, FRS data of 6,762 criminals has been uploaded so far. This will help in making the identification of criminals and monitoring their activities more technologically effective. According to police officials , the objective of this entire process is to integrate the available information regarding criminals and connect field policing , technical surveillance and intelligence inputs , so that necessary action can be taken in time if any change is noticed in the activities of any criminal.

Additional Director General of Police (Law and Order) Sanjay Kumar said that the RJSF model was initiated to systematically monitor criminals in crime-prone districts such as Rohtak , Jhajjar , Sonipat, and Faridabad. This model integrates criminal profiling , verification of their current location , identification of criminal networks, and field-level surveillance.

Several districts have made significant progress in the ongoing investigations based on the RJSF pattern. In Rohtak, Jhajjar, and Faridabad, 100 percent of active criminals have been investigated. In Hisar, 99.11 percent , in Sonipat, 93.13 percent, and in Sirsa, 81.97 percent of active criminals have been investigated. Similarly, in Kaithal, 68.43 percent, in Jind, 62.82 percent, and in Fatehabad, 57.49 percent of active criminals have been investigated. Regular surveillance of active criminals helps the police identify which criminals are still active , who are in jail , who are absconding, and which criminals require special monitoring.
