Breaking: SC Panel seeks arrest of Punjab Congress President Raja Warring in 5 days

The National Commission for Scheduled Castes has recommended immediate legal action, including the arrest of Punjab Congress chief Amarinder Singh Raja Warring, in connection with a complaint over alleged derogatory remarks against former Union Home Minister and late Congress leader Buta Singh during the Tarn Taran byelection campaign.

The Commission, headed by Chairman Kishor Makwana, issued the recommendation during a hearing on Monday and directed the concerned authorities to submit the status of action taken within five days.

The case relates to alleged objectionable remarks made by Warring at an election meeting in Tarn Taran.  Sarabjot Singh, son of Buta Singh and the petitioner in the case, appeared before the Commission. Punjab Police officials DSP Harpreet Singh and DSP Gulzar Singh, associated with the Economic Offences and Cyber Crime wings, also attended the hearing.

The NCSC expressed serious concern over the delay in the investigation and arrest despite directions issued during its previous hearing on May 5, 2026. It also noted that the Action Taken Report (ATR) sought earlier had not been submitted.

The Commission recommended that authorities proceed with the arrest of the accused in accordance with law, complete the investigation expeditiously and file the chargesheet before the competent court without further delay.

It also directed the competent authority to examine whether responsibility should be fixed for the delay. If wilful neglect of duty is established against investigating officers or other officials, appropriate departmental action may be initiated, including consideration under Section 4 of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. An ATR on these recommendations has been sought within 30 days.

The Commission also raised concerns over the safety of Sarabjot Singh, who has allegedly received continuing threats. It recommended immediate and adequate police protection for Singh and his dependants in both Punjab and Delhi under Section 15A of the SC/ST (Prevention of Atrocities) Act.

The NCSC reiterated that victims, complainants, witnesses and their dependants are entitled to statutory protection and said authorities must ensure that the petitioner can pursue the case without fear, intimidation, pressure or harassment.
